Arrangement of public service units

(GLO)- On October 15, the People's Committee of Gia Lai province issued Official Dispatch No. 5002/UBND-NC on the arrangement of public service units when operating the 2-level local government model.

Accordingly, implementing the direction of the Central, Provincial Party Committee and Plan No. 02/PA-UBND dated September 27, 2025 of the Provincial People's Committee on continuing to arrange public service units when operating the 2-level local government model, the Provincial People's Committee requests agencies, units and localities to urgently implement a number of contents.

Specifically, the Department of Health shall preside over and coordinate with relevant agencies, units and localities to propose to the Provincial People's Committee to decide on transferring health stations under health centers to the People's Committees of communes and wards to establish health stations under the People's Committees of communes and wards (with a transfer plan attached) and adjust the functions, tasks, powers and organizational structure of the corresponding health centers accordingly. This content shall be submitted to the Provincial People's Committee (through the Department of Home Affairs) before October 22, 2025.

Along with that, coordinate in providing information for the People's Committees of communes and wards to develop a project to establish commune and ward health stations to ensure that immediately after the Provincial People's Committee decides to transfer, the People's Committees of communes and wards have enough basis to immediately issue a decision to establish commune and ward health stations.

For the remaining public service units, follow the Central's direction in Official Dispatch No. 59-CV/BCĐ, Plan No. 130/KH-BCĐTKNQ18 and Option No. 02/PA-UBND of the Provincial People's Committee.

The Department of Education and Training (DET) presides over and coordinates with relevant agencies, units, and localities to review the entire network of educational institutions and develop a reorganization plan according to the guidance of the Ministry of Education and Training in Official Dispatch No. 6165/BGDĐT-GDPT dated October 2, 2025.

In particular, clearly identify the number of schools, kindergartens, primary schools that are below standard, do not ensure conditions and arrangement plans, the number of ethnic boarding schools, semi-boarding schools, and multi-level general schools formed after the arrangement; arrangement plans for vocational education and continuing education facilities; goals, tasks, deadlines, resources and especially the implementation roadmap to avoid disruption in the implementation of teaching and learning plans. This content is submitted to the Provincial People's Committee (through the Department of Home Affairs) before October 22, 2025.

The Department of Agriculture and Environment shall preside over and coordinate with relevant agencies, units and localities to proactively develop a plan to arrange branches of land registration offices, livestock and veterinary stations, and crop and plant protection stations according to the orientation and guidance of the Ministry of Agriculture and Environment and competent authorities; to be completed before October 25, 2025.

For the remaining public service units, follow the Central's direction in Official Dispatch No. 59-CV/BCĐ, Plan No. 130/KH-BCĐTKNQ18 and Option No. 02/PA-UBND of the Provincial People's Committee; complete before October 22, 2025 (report to the Provincial People's Committee through the Department of Home Affairs).

Agencies: Department of Industry and Trade; Department of Science and Technology; Department of Home Affairs; Department of Finance; Department of Justice; Department of Culture, Sports and Tourism; Provincial Economic Zone Management Board develop a plan for arrangement in accordance with the Central's direction in Official Dispatch No. 59-CV/BCĐ, Plan No. 130/KH-BCĐTKNQ18 and Plan No. 02/PA-UBND of the Provincial People's Committee; submit to the Provincial People's Committee (through the Department of Home Affairs) before October 22, 2025.

The People's Committees of communes and wards shall preside over and coordinate with the Department of Health to develop a Project to establish commune and ward health stations to ensure that immediately after the Provincial People's Committee signs the transfer decision, there is sufficient basis to issue a decision to establish commune and ward health stations. Coordinate with the Department of Education and Training in developing a plan to arrange preschool and general education facilities in the area according to the guidance of the Ministry of Education and Training in Official Dispatch No. 6165/BGDĐT-GDPT; implement tasks within their authority after approval.

Coordinate with the Department of Agriculture and Environment in implementing the arrangement and receiving tasks of land registration office branches, livestock and veterinary stations, crop and plant protection stations (including agricultural extension tasks) when there is direction and guidance from competent authorities. The establishment and reorganization of public service units providing basic, essential multi-sectoral, multi-field public service services are carried out when there is guidance from competent authorities.

Public service units under the Provincial People's Committee shall develop a reorganization plan in accordance with the Central Government's direction in Official Dispatch No. 59-CV/BCĐ, Plan No. 130/KH-BCĐTKNQ18 and Plan No. 02/PA-UBND of the Provincial People's Committee; submit to the People's Committee (through the Department of Home Affairs) before October 20, 2025.

The Department of Home Affairs shall preside over and coordinate with relevant departments and branches to unify and propose a plan for arrangement to ensure compliance with the Central Government's direction and in accordance with the actual conditions of the locality, avoiding overloading the facilities in the initial phase; appraise, synthesize, and submit to the Provincial People's Committee before October 27, 2025.
