The Hanoi Transport Association has recently sent a document to the Hanoi City Party Committee, the City People's Council, the City People's Committee, the Fatherland Front, and various departments and agencies of Hanoi City, proposing the restoration of order in the management of road transport vehicles and passenger bus stations.
The document states that those working in the transportation industry are deeply saddened to receive information about the serious accident involving Thanh Buoi bus company (Ho Chi Minh City), which resulted in many deaths and injuries.
In order to promptly address the risks in the management and operation of the transportation sector, the Hanoi City Transport Association proposes that relevant agencies of Hanoi City take decisive action against the illegal activities of "unlicensed vehicles and makeshift bus stops," vehicles falsely claiming to be contract vehicles, limousines, and shared taxis on various routes.
Accordingly, the regulations of the Ministry of Transport must be strictly followed: Contract vehicles are not allowed to directly sell tickets to passengers, nor are they allowed to sell tickets at pick-up and drop-off points; contract vehicles must submit a passenger list to the local Department of Transport one day in advance for management purposes. Fixed-route vehicles must complete departure procedures after picking up passengers via shuttle vehicles.
The association also recommended that Hanoi City re-plan its bus station system. Accordingly, bus stations should be close to the population, allow for increased frequency according to market demand, and require the approval of local authorities and bus stations after being approved by the Ministry of Transport.
According to the Hanoi Transport Association, if they want to eliminate illegal taxis and unauthorized bus stops, the Ministry of Finance should change the current system of lump-sum tax collection to local authorities. Vehicles registered for business must pay lump-sum taxes at the district or county level. This should be standardized nationwide, with separate tax rates for each region.
"Bus terminals should be re-planned to align with infrastructure development, and should not be moved too far away to reduce travel distances for residents and avoid creating difficulties for transportation businesses," the Hanoi City Transport Association proposed.
