A notable point in the draft is the increased responsibility of state management agencies, especially the Civil Aviation Authority of Vietnam.

Specifically, according to current regulations, the Civil Aviation Authority of Vietnam is responsible for organizing and implementing regulations on price management in accordance with relevant legal documents; and for inspecting compliance with legal regulations on domestic air transport service prices and specialized aviation service prices within its authority.

The Vietnam Civil Aviation Authority is responsible for inspecting compliance with legal regulations on domestic air transport service prices and aviation-related service prices within its jurisdiction.

The draft also stipulates that the Civil Aviation Authority of Vietnam is responsible for announcing the list of domestic flight routes categorized by flight distance, as well as publishing the list of air routes flying through the flight information region managed by Vietnam, based on reports from air traffic control service providers operating through the flight information region managed by Vietnam.

The list of airports and airfields categorized by refueling volume will be published once a year, based on reports from aviation fuel refueling service providers.

Airport authorities will be responsible for monitoring and enforcing regulations on pricing for non-aviation services provided by organizations and individuals operating non-aviation services at airports.

In addition, conduct inspections to ensure compliance with legal regulations regarding pricing of non-aviation services within their jurisdiction.

According to the draft Circular, airports will be divided into two groups: the group of airports serving socio -economic purposes (including Con Dao, Dien Bien, Ca Mau, and Rach Gia airports); and the group of airports not belonging to the group of airports serving socio-economic purposes as stipulated.

Airport operating hours will be determined based on the actual number of flights.

Specifically, peak hours are defined as time slots with 90% or more of the airport's scheduled flight activity. Off-peak hours are defined as time slots with 0-30% of the airport's scheduled flight activity. Normal hours are the remaining time slots with flights that differ from the peak and off-peak hour regulations.

In addition to the above amendments, the Ministry of Transport has also proposed revisions to the service fees for domestic flights landing at airports to clarify and apply them uniformly in the implementation of regulations and to suit the actual needs of the aviation industry.

The draft clearly states that the service fee for domestic flights landing at an airport is calculated per aircraft landing at the airport. The price is categorized according to peak, off-peak, and normal hours, based on the landing time of each flight according to the flight schedule approved by the Vietnam Civil Aviation Authority.
