The Ho Chi Minh City Department of Education and Training has just issued an urgent notice to all educational institutions in the city regarding the education and training sector's database system software.

Over the past period, the Ho Chi Minh City Department of Education and Training has consistently implemented a single, centralized database system for the education sector, which is a public asset in the sector's digital environment. This system is officially operational at: https://csdl.hcm.edu.vn.

The Ho Chi Minh City Department of Education and Training does not require educational institutions to use school management software from any specific provider.

However, upon review, the Department of Education and Training noted that some educational institutions are using and viewing the software at the domain https://hcm.quanlytruonghoc.edu.vn as the official database system of the sector. This is because some individuals and businesses are presenting themselves as representatives of the Ho Chi Minh City Department of Education and Training.

Regarding this matter, the Ho Chi Minh City Department of Education and Training announces and affirms that the software system at the aforementioned domain is not a sectoral database system and is not under the management, implementation, or ownership of the Ho Chi Minh City Department of Education and Training. The Department has not appointed any unit to represent it in carrying out this task.

Units are not permitted to create or generate original data according to Decision 1230 from the system https://hcm.quanlytruonghoc.edu.vn or any other school management software. All original data must be created exclusively in the sector's database https://csdl.hcm.edu.vn.

The head of the unit will be held responsible if this violation occurs within their unit, affecting the integrity and uniqueness of the industry's database.

All management, operation, reporting, statistics, and official data exchange activities of the entire education sector are carried out solely on the sector's database system at https://csdl.hcm.edu.vn. Data from this system is the official and sole source of information serving the state management work of the Ho Chi Minh City Department of Education and Training.

The Ho Chi Minh City Department of Education and Training does not require educational institutions to use school management software from any specific provider. Heads of educational institutions have the full right to choose school management software or specialized software that suits their needs, provided that these systems meet technical standards (such as information security level 3) and strictly comply with Regulation 1230 of the Department of Education and Training, and establish bidirectional data connection and synchronization via API with the industry database.

The implementation of solutions for the city's education and training database will be carried out directly through administrative documents. The leaders of the City Department of Education and Training request that the People's Committees of wards, communes, special zones, heads of departments under the Department, and heads of educational institutions clearly understand the content, disseminate the information to all officials, teachers, and staff in their units, and strictly comply with the regulations on database management of the sector.
