Department of Agriculture and Environment: Report on the results of implementing the Project for developing construction materials for coastal and island projects.

On December 11, 2025, the Department of Agriculture and Environment of Ca Mau province issued a report on the implementation of the Project for the Development of Construction Materials for Coastal and Island Projects until 2025. According to the report, the types of construction materials and components used in coastal, dike, and irrigation projects in the province basically meet current technical standards and regulations. Specifically, embankment fill and foundation fill materials utilize clay loam, clay loam with plasticity, and dredged sand and silt that meet technical requirements; geotechnical materials including non-woven geotextiles, woven fabrics, HDPE membranes, geocells, and geogrids are widely used in treating weak foundations, erosion control, and dike slope reinforcement; concrete and precast concrete components use high-strength concrete (M300–M400), sulfate-resistant cement, ensuring the required strength, durability, and performance in a saline environment. For construction stone, metal materials, sluice gates, and gabions, coastal structures must comply with current technical standards and regulations; construction stone and revetment stone must meet physical and mechanical requirements, metal materials and sluice gates must ensure mechanical properties and corrosion resistance in a saline environment; gabions, galvanized steel gabions, and Reno gabions are commonly used in protecting the base of revetments and dike slopes. Some items prioritize the use of concrete components and corrosion-resistant materials to enhance the durability and lifespan of coastal structures.

The report also pointed out several shortcomings and limitations, including a shortage of suitable clay for dike construction in some coastal areas; price fluctuations of some imported materials (high-quality geotextiles, HDPE membranes) affecting progress; and a lack of full compliance with material testing procedures for some types of materials used.
Regarding the utilization of dredged material, Ca Mau province currently lacks comprehensive research to develop a plan for using dredged material from river mouths and seaports as landfill material that meets technical standards and regulations. For the time being, the province is implementing two forms of utilization: using dredged material for maintenance and reinforcement of riverbanks, preventing saltwater intrusion, storing freshwater, preventing flooding, and creating foundations for transportation infrastructure; and simultaneously socializing some dredging projects combined with the recovery of dredged material to provide landfill material throughout the province.
