Although the risk of landslides has been warned for many years and resettlement projects have been approved for investment, the slow progress of implementation has left hundreds of households in Ma Hac and Tung villages, Trung Ly commune, still unable to relocate to new, safe places.

The crack on the hill in Tung village, Trung Ly commune is getting more complicated.

In 2022, Trung Ly commune approved two resettlement projects focusing on households in Ma Hac and Tung villages. Of which, the Ma Hac resettlement project has a scale of 4.5 hectares, arranged for 39 households, with a total investment of 11.7 billion VND, expected to be completed in 2024. However, up to now, the project has almost "stalled" because the total investment does not meet the requirements for leveling the ground and basic items; does not ensure the scale according to the approved investment policy.

Similarly, the resettlement project in Tung village with an area of ​​6 hectares, arranged for 63 households, with a total investment of 18.9 billion VND, also fell into a state of slow investment implementation. The reason comes from the complex terrain, large slopes and too much rock volume to be excavated, leading to high investment costs, exceeding the total investment and unable to implement the items synchronously.

According to the reporter's investigation, most of the households subject to resettlement in Trung Ly commune are Mong people, with many economic difficulties. The residential area is located in an area frequently affected by flash floods and landslides. The slow implementation of resettlement projects has made people's lives difficult, posing potential risks during each rainy and stormy season.

In Tung village, many cracks that have been on the mountainside since the 2018 flood season are becoming more complicated. Every time there is heavy rain, the cracks widen, threatening the safety of the people. At that time, the local government has to mobilize forces to support people in emergency evacuation. Tung Giang A Hoa, head of Tung village, said: "The appearance of cracks on the hill about 150m long, with a subsidence difference of 1.8m to 2.5m, has been reported to the commune a long time ago. Many delegations have come to survey and check the location to arrange resettlement for the people, but for unknown reasons, the project has not been implemented yet."

Not only worried about landslides, people in Tung and Ma Hac villages also face many shortcomings in housing and infrastructure. Many houses of households have degraded, rotten roofs, sagging walls... but cannot be rebuilt because they are waiting for resettlement. Besides, the villages do not have national grid electricity, affecting the daily life, production and study of children. These concerns have been repeatedly raised by people at meetings with voters.

According to the Muong Lat Area Construction Investment Project Management Board, "due to steep terrain, lots of rocks and large amount of landfill, the total investment of the projects has increased, making it difficult to ensure resources, leading to the need to stop, review and propose to adjust the total investment."

Talking to us, Chairman of Trung Ly Commune People's Committee Tran Van Thang said: "It is necessary to soon implement resettlement projects in Ma Hac and Tung villages. This has been the desire of the people for many years and is a concern of the local government. Currently, Ma Hac village has completed site clearance and is ready for investment preparation steps. Regarding the resettlement project in Tung village, on November 14, 2025, Trung Ly Commune People's Committee issued Document No. 1097/UBND-KT on participating in giving opinions on the draft Report on reviewing and evaluating the feasibility of projects, proposing solutions to handle projects under the Project on arranging and stabilizing residents in the communes of Muong Lat district (old) to the Management Board of Investment and Construction Projects in Muong Lat area. Trung Ly Commune proposed to transfer the resettlement project in Tung village to the period of 2026-2030, along with a proposal to increase investment capital. suitable to ensure project implementation in the coming time".

The slow implementation of the projects has caused the lives of many households in Ma Hac and Tung villages to be "suspended" along with the projects. People hope that the relevant departments and agencies will take measures to remove obstacles in mechanisms, capital sources and procedures, to quickly speed up the progress of resettlement projects, helping people soon have new and safe places to live.
