The draft Circular stipulates the rates, collection methods, management, and use of fees for maintaining Internet resource usage (including: fees for maintaining the use of national .vn domain names, fees for maintaining the use of Internet addresses (IPs), and fees for maintaining the use of network numbers), and fees for allocating and granting Internet resources (including: fees for registering the use of national .vn domain names, fees for registering the use of Internet addresses (IPs), and fees for registering the use of network numbers).
The registration fee for using a national .vn domain name and the maintenance fee for using a national .vn domain name shall be implemented in accordance with the regulations in Section I of the Fee Schedule issued together with this Circular.
Accordingly, the registration fee for using a national .vn domain name is as follows: For a second-level domain with 1 character, the fee is 100,000 VND per registration; for a Vietnamese-language domain, the fee is 10,000 VND per registration.

The maintenance fees for using the national .vn domain are as follows: 1-character second-level domain: 40 million VND/year; 2-character second-level domain: 10 million VND/year; Vietnamese language domain: 20,000 VND/year.
The registration fee for IP address usage and the fee for maintaining IP address usage are implemented according to the regulations in Section II of the Fee Schedule issued with this Circular. IP address registration fee: For first-time registration, level 1 usage is 1 million VND; for level 2 usage, the fee is 2 million VND.
Annual maintenance fee: For usage level 1, the fee is 10 million VND; for usage level 2, the fee is 21 million VND.
The draft Circular also stipulates that the registration fee for using network numbers and the maintenance fee for using network numbers shall be implemented according to the regulations in Section III of the Fee Schedule issued together with this Circular, applicable to organizations registering from the third network number onwards.
Specifically, the registration fee for using a network number is 1 million VND per registration. The annual maintenance fee for using the network number is 13 million VND for the first year and 3 million VND for each subsequent year.
The fee-collecting organization shall remit the entire amount of fees collected to the state budget (central budget) according to the current State Budget Classification. The fee-collecting organization is entitled to retain 85% of the collected fees and remit 15% to the state budget (central budget).
The fees retained by the fee-collecting organization as stipulated above shall be managed and used to cover the costs of granting registrations and managing, maintaining and developing the operation of national .vn domain names, Vietnamese IP addresses, network numbers, maintaining technical systems, and collecting fees as prescribed in Clause 4, Article 1 of Government Decree No. 82/2023/ND-CP amending and supplementing a number of articles of Government Decree No. 120/2016/ND-CP detailing and guiding the implementation of a number of articles of the Law on Fees and Charges.
