The delegation included representatives from several professional units under the General Department of Taxation.

During the meeting, Director General of the Japanese Tax Agency Oku Tatsuo and Deputy Director General Nakamura Minoru discussed issues such as: further promoting cooperation to reach the first Advance Pricing Agreement (APA) between the two countries. This would create a favorable foundation for Japanese companies to achieve tax stability in the future and encourage them to increase investment in Vietnam.

Deputy Director General Vu Chi Hung emphasized the nearly 30-year cooperative relationship between Vietnam and Japan in the field of taxation.

According to Deputy Director General Vu Chi Hung, in recent times, the tax authorities of the two countries have alternately organized visits, working sessions, surveys, and exchanges of knowledge and experience in tax management, achieving many noteworthy results.

Director-General Oku Tatsuo believes that promoting cooperation to reach the first Advance Pricing Agreement (APA) between the two countries is a favorable prerequisite for Japanese companies to achieve tax stability in the future and to encourage them to further invest in Vietnam.

Director General Oku Tatsuo stated that he had received a letter from the Director General of the Vietnam Tax Administration, Mai Xuan Thanh, requesting Japan's support with documents and content related to the overall strategy and training project for tax officials of the Japanese tax authority. He expressed his hope that in the future, the tax authorities of the two countries would continue to strengthen comprehensive cooperation.

At the bilateral agreement procedure (MAP) negotiation meeting with the Japanese tax authority, Deputy Director General Vu Chi Hung and Ms. Hosoda Chigusa, Director of the Bilateral Agreement Procedures Office of the Japanese tax authority, discussed the cooperation between the Vietnam General Department of Taxation and the Japanese tax authority over the past years.

Representatives from the tax authorities of both countries discussed the importance of the APA. Accordingly, the Japanese tax authority presented its wishes regarding this document and proposed a plan to facilitate the signing of the first APA with Vietnam.

Regarding the MAP (Meetings, Measures, and Transfer Pricing) document, the representative of the Vietnamese tax authority presented and explained in detail their position on this document, providing the Japanese tax authority with a basis for formulating their own position and preparing for the next round of negotiations.

Ms. Hosoda Chigusa stated that she is also very interested in the survey delegation's visit to Japan in November 2024, focusing on the effective management and enforcement of transfer pricing by the Vietnamese tax authorities. She added that she will discuss with her colleagues at the Japanese tax authorities to share experiences and provide maximum support to the Vietnamese tax delegation.
