Strengthening coordination among localities in combating IUU fishing.

(Quang Binh Portal) - On the morning of August 9, 2024, in Da Nang city, the People's Committees of provinces and cities from Thanh Hoa to Khanh Hoa jointly organized a conference to review the coordination regulations between the People's Committees of 11 provinces/cities in the management of fishing vessels operating in fisheries.

Vice Chairman of Quang Binh Provincial People's Committee Phan Phong Phu co-chaired the conference along with Deputy Director of the Fisheries Inspection Department Nguyen Phu Quoc (Ministry of Agriculture and Rural Development), Vice Chairman of Da Nang City People's Committee Tran Chi Cuong and leaders of Quang Nam Provincial People's Committee.

Implementing the coordination regulations between the People's Committees of Thanh Hoa, Nghe An, Ha Tinh, Quang Binh , Quang Tri, Thua Thien Hue, Quang Nam, Quang Ngai, Binh Dinh, Khanh Hoa provinces and Da Nang city in the management of fishing vessels operating in fisheries, localities have decisively and promptly issued many directives to relevant departments, agencies, localities, and units to focus resources on resolving existing shortcomings and limitations in the fight against IUU fishing, achieving some results. These include creating a high level of unified awareness and decisive action at all levels, sectors, fishing communities, businesses, and the consensus of the entire society on implementing legal regulations and regulations on combating IUU fishing. The management of fishing vessels has significantly improved, with the number of vessels in each locality and the data on registered fishing vessels being fully updated in the National database on fishing vessels. Review, monitor, and manage the operational status of fishing vessels that do not meet the requirements for fishing activities; over 98% of fishing vessels (11,990/12,209 vessels) have installed VMS (Vehicle Monitoring System) tracking devices; 24/7 monitoring and surveillance of fishing vessel operations at sea, promptly detecting and coordinating the handling of vessels that lose connectivity or exceed permitted fishing boundaries at sea. The traceability of seafood has been emphasized and controlled throughout the supply chain; information is fully updated in the National database on administrative penalties in the fisheries sector to create aggregated data for law enforcement…

Quang Binh province has a relatively developed fishing industry, with 3,969 fishing vessels of 6m or more in length, including 1,171 vessels of 15m or more, 309 vessels of 12-15m, and 2,489 vessels of 6-12m. The province has 3 fishing ports with a capacity of 100 vessels/day and 46,000 tons/year (Gianh River port, type II: 50 vessels/day, 22,000 tons/year; Nhat Le port, type II: 30 vessels/day, 15,000 tons/year; and Quang Phuc ward seafood market - pier, type III: 20 vessels/day, 9,000 tons/year), meeting approximately 30% of the actual demand. The Standing Committee of the Provincial Party Committee and the Provincial People's Committee have paid close attention to and provided thorough guidance on combating IUU fishing in the province, contributing to lifting the European Commission's (EC) yellow card, developing sustainable fisheries, and integrating into the global economy.

At the conference, Quang Binh province requested that the Departments of Agriculture and Rural Development of provinces and cities take the lead and coordinate with the Border Guard force to strengthen inspection, control, and handling of fishing vessels with a high risk of IUU fishing in Quang Binh province, and inform the Department of Agriculture and Rural Development of Quang Binh province to coordinate the management and close monitoring of this group of vessels.

Speaking at the conference, Deputy Director of the Fisheries Inspection Department Nguyen Phu Quoc emphasized that combating IUU fishing and removing the EC's yellow card is a task requiring the joint efforts and coordination of ministries, agencies, localities, and fishermen nationwide. In the control process, fishing ports are responsible for accessing the VMS system to verify and control the origin and arrival/departure status of vessels. He also directed localities to propose a coordination mechanism with the Ministry of Agriculture and Rural Development regarding the handling of vessels violating regulations between inshore and offshore areas; to assess the overall VMS disconnection rate of all providers to provide a basis for verification and handling; and to urgently review and inspect the registration and inspection licenses of fishing vessels according to regulations, promptly notifying vessel owners to quickly register for new licenses…
