Detect and handle many complex cases
At the recent working session to evaluate the coordination between Hanoi Tax Department and the Police Department in cases related to tax law violations by a number of organizations and individuals in the area, Deputy Director of the Tax Department and Head of Hanoi Tax Department Vu Manh Cuong reported in detail on the results achieved.
According to Mr. Vu Manh Cuong, in the first 9 months of 2025, through close coordination, a number of serious tax law violations were discovered, investigated and strictly handled according to the law. A typical case is the case related to companies and business households in the Hoang Huong ecosystem. This case has just been prosecuted by the Ministry of Public Security's Investigation Police Agency, and 6 defendants have been prosecuted for the crime of "Violating accounting regulations causing serious consequences", including the ringleader Hoang Thi Huong.

Deputy Director Vu Manh Cuong also informed that as soon as Hoang Huong and related individuals were discovered to have violated tax laws, Hanoi Tax proactively focused on verifying and consolidating related records and documents. Immediately after that, the unit closely coordinated with the Police Department to investigate and clarify the violations. Initial investigation results determined that, in the period from January 2021 to June 2025, Hoang Huong intentionally left out of the accounting books nearly 1,800 billion VND in revenue and incorrectly declared value added tax regulations on revenue of nearly 2,100 billion VND.
This case is just one of many positive results from the regular and synchronous coordination between the tax authorities and the police. The two sides have been closely coordinating in exchanging and providing two-way information, verifying data on taxpayers with high-risk signs; coordinating to promptly handle complicated cases, and strictly handling acts of fraud and tax evasion.
Proactively analyze risks and improve databases to prevent violations
Speaking at the meeting, Director of the Tax Department Mai Xuan Thanh acknowledged and highly appreciated the proactiveness, sense of responsibility and effective implementation of the Hanoi Tax Department. In particular, he commended the active and timely coordination between the Tax Department and the Police Department in the fight against tax crimes in recent times.
Director Mai Xuan Thanh commented that in the context of an increasingly developing economy and deep integration, violations of the law in the tax field, especially tax evasion and tax fraud, are becoming more and more complicated and sophisticated.
The subjects use many high-tech tricks to deceive the authorities. Therefore, strengthening close and comprehensive coordination between the Tax Authority and the Police Authority is of special importance, contributing to ensuring financial discipline and order, creating a healthy and equal business environment for enterprises.
“The results achieved are a clear demonstration of the effectiveness of inter-sectoral coordination between the Tax Department, the Police Department and relevant agencies in preventing and combating tax law violations. This success contributes significantly to increasing revenue for the state budget and improving voluntary compliance of taxpayers. Tax units need to continue to strengthen propaganda, warnings and guidance for businesses to comply with tax policies and laws, thereby limiting violations,” emphasized Director of the Tax Department Mai Xuan Thanh.
To improve efficiency in the coming time, the Director of the Tax Department also requested that the Departments and units under the Tax Department and Tax of provinces and cities continue to strengthen coordination at both strategic levels (perfecting mechanisms) and operational levels (handling specific cases). Proactively exchange information and share professional data with the Police Agency. At the same time, it is necessary to pay special attention to training and fostering the team of civil servants doing coordination work, in order to improve the capacity to identify and handle newly arising violations.
“The Departments and specialized units of the Tax Department need to continue to analyze, evaluate, and draw profound lessons from tax evasion cases that have been and are being handled. From there, urgently complete and supplement the database, upgrade risk analysis applications, invoice analysis... and replicate effective coordination models nationwide to promptly detect and prevent early and remote acts of fraud and tax evasion,” Director Mai Xuan Thanh requested.
