At a recent meeting to review the coordination between the Hanoi City Tax Department and the Police in cases involving tax law violations by some organizations and individuals in the area, Deputy Director of the Tax Department and Head of Hanoi City Tax Department Vu Manh Cuong presented a detailed report on the results achieved.
According to Mr. Vu Manh Cuong, in the first nine months of 2025, through close coordination, several serious tax law violations were detected, investigated, and strictly handled according to legal regulations. A typical example is the case involving companies and business households belonging to the Hoang Huong ecosystem. This case has just been initiated by the Police Investigation Agency of the Ministry of Public Security , and six defendants have been charged with "Violating accounting regulations causing serious consequences," including the ringleader, Hoang Thi Huong.

Deputy Director Vu Manh Cuong also provided further information, stating that upon discovering Hoang Huong and related individuals had violated tax laws, the Hanoi City Tax Department proactively focused on verifying and consolidating relevant files and documents. Immediately afterward, the unit closely coordinated with the Police to investigate and clarify the violations. Initial investigation results determined that, during the period from January 2021 to June 2025, Hoang Huong intentionally kept nearly 1,800 billion VND in revenue off the accounting books and incorrectly declared value-added tax on nearly 2,100 billion VND in revenue.
This case is just one of many positive results from the regular and coordinated efforts between tax authorities and the police. The two sides have been working closely together in exchanging and providing information, verifying data on high-risk taxpayers; coordinating the timely handling of complex cases, and strictly dealing with tax fraud and evasion.
Proactively analyze risks and improve databases to prevent violations.
Speaking at the meeting, Director of the Hanoi Tax Department Mai Xuan Thanh acknowledged and highly appreciated the proactive approach, sense of responsibility, and effectiveness of the Hanoi Tax Department. He particularly commended the active and timely coordination between the Tax Department and the Police Department in the fight against tax-related crimes in the past period.
Director Mai Xuan Thanh noted that, in the context of an increasingly developing economy and deep integration, violations of tax laws, especially tax evasion and tax fraud, are becoming more complex and sophisticated.
Criminals are employing numerous high-tech methods to circumvent authorities. Therefore, strengthening close and comprehensive coordination between the Tax Authority and the Police is of paramount importance, contributing to ensuring financial discipline and creating a healthy and equitable business environment for enterprises.
“The results achieved are clear evidence of the effectiveness of inter-agency coordination between the Tax Authority, the Police Department, and other relevant agencies in preventing and combating violations of tax laws. This success makes a significant contribution to increasing state budget revenue and enhancing voluntary compliance by taxpayers. Tax agencies need to continue strengthening propaganda, warnings, and guidance for businesses to comply with tax policies and laws, thereby limiting the occurrence of violations,” emphasized Director of the Tax Department Mai Xuan Thanh.
To improve efficiency in the future, the Director of the Tax Department also requested that the departments and units under the Tax Department and the tax authorities of provinces and cities continue to strengthen coordination at both the strategic level (improving mechanisms) and the operational level (handling specific cases). They should proactively exchange information and share operational data with the Police Department. At the same time, they must pay close attention to training and in-depth professional development for the staff involved in coordination work, in order to enhance their capacity to identify and handle newly emerging violations.
“The specialized departments and units of the Tax Department need to continue analyzing, evaluating, and drawing profound lessons from tax evasion cases that have been and are being handled. From there, they should urgently improve and supplement the database, upgrade risk analysis and invoice analysis applications, and expand effective coordination models nationwide to promptly detect and prevent fraudulent and tax evasion activities early and from afar,” Director Mai Xuan Thanh requested.
