Strengthening the implementation of anti-human trafficking prevention and control work in Hanoi in 2024.

In 2024, the city directed relevant agencies to strive to complete several basic work targets: ensuring 100% of denunciations, reports of crimes, and requests for prosecution related to human trafficking are received and classified; the resolution rate reaches over 90%; the investigation and discovery rate of human trafficking cases reaches over 90% of the total number of cases prosecuted; 95% of human trafficking cases are resolved and prosecuted; and 90% of human trafficking cases are resolved and tried. Cases with signs of human trafficking crimes must be investigated and verified, and when there is sufficient evidence, criminal cases must be initiated for investigation in accordance with the law. This will continue to be done effectively with the Party's guidelines and policies and the State's laws on crime prevention and control in general and human trafficking prevention and control in particular. The combined strength of the political system and the entire population will be leveraged to participate in the prevention and control of human trafficking. Clearly define the tasks and responsibilities of departments, agencies, organizations, and localities, and improve the effectiveness of inter-agency coordination in the prevention and combat of human trafficking.

Closely integrate social prevention with professional prevention, and synchronously implement preventive solutions and measures right from the grassroots level. Improve the effectiveness of detecting and combating new methods and tactics of criminal activity; prevent and curb the increase in human trafficking crimes; do a good job of receiving, verifying, identifying, rescuing, protecting, and supporting victims of human trafficking. Strengthen international cooperation to effectively prevent and combat human trafficking crimes. Develop propaganda materials on policies and laws regarding sending Vietnamese people to work abroad under contract. Innovate the forms of propaganda and communication towards practicality and effectiveness, such as organizing thematic talks, legal knowledge contests, theatrical activities, creating billboards and posters... The Vietnam Fatherland Front Committee of the City, relevant political and social organizations, the City Police, departments, agencies, and the People's Committees of districts, counties, and towns will implement this. Conduct surveys to assess the current situation, causes, and conditions giving rise to human trafficking crimes in the locality, as a basis for planning policies and solutions for propaganda and social prevention. Promote the nationwide movement to participate in preventing and combating human trafficking, linking it with the nationwide movement to protect national security and the nationwide movement to protect national sovereignty and border security, through diverse content and forms suitable for each target group and specific locality.
