"Reducing information poverty" opens a path out of poverty for people in the mountainous areas of Quang Ngai.

TPO - In the roadmap for implementing the National Target Program on Sustainable Poverty Reduction for the period 2021-2025, "Information-Based Poverty Reduction" is also one of the key solutions to help people in mountainous areas access policies, learn business models, and boldly change their economic mindset. Thanks to timely and appropriate information, many poor households, especially young people and dynamic youth in Quang Ngai, have confidently applied new methods, escaped poverty sustainably, and gradually built stable livelihoods.

Changing production thinking

In Quang Ngai , the Information-Based Poverty Reduction sub-project (part of the National Target Program for Sustainable Poverty Reduction) is considered a breakthrough in the approach to poverty reduction. Previously, poor households often faced difficulties due to a lack of capital and production techniques. Now, they are given the "key"—information—to help people change their perceptions, understand policies and information, and learn from successful models and practices. This, in turn, enhances their awareness and determination to overcome poverty.

Thanks to the support of breeding cattle from the National Target Program for Sustainable Poverty Reduction, Ms. Ho Thi Nga (residing in Truong Bien village, Ca Dam commune, Quang Ngai province) has had the opportunity to develop her economy and increase her income. Not only did she utilize the support, but she also proactively learned and applied the guidance of the local Party committee and government in building barns and caring for her herd of cattle, confidently rising out of poverty without relying on or depending on state support.

Thanks to timely access to information and policies, many households and young people in the mountainous areas of Quang Ngai have learned how to apply and develop their economy.

Hard work combined with the knowledge gained from training courses helped her cattle become healthier. After a few years, Ms. Nga's family had a stable income and officially escaped poverty. "The government gave us a fishing rod, so we have to know how to fish. The officials guided us on how to build barns and care for the cows, and I followed their instructions. Now the cows have given birth, and we're making a profit. But to achieve this, we have to work hard. We can't just wait forever," Ms. Nga shared.

Also in Ca Dam commune, Mr. Nguyen Tan Vien is a prime example of proactively learning, grasping information, and adopting effective economic models from local propaganda channels and mass media. Starting with a single subsidized breeding cow, he learned livestock farming techniques and boldly invested in larger-scale barns. As a result, his herd has grown rapidly, now numbering over 15 cows, contributing to increased income, a stable economy, and poverty alleviation.

To achieve sustainable poverty reduction, Ca Dam commune has implemented various methods to help people, especially poor and near-poor households, access timely information. Support policies and successful poverty alleviation models are widely disseminated, contributing to raising awareness, expanding understanding, and creating consensus within the community. As a result, people are proactively striving to develop their economy and stabilize their lives. Consequently, the poverty rate in the commune has decreased from 26.2% at the end of 2024 to only 9% today.

In addition to utilizing support resources, Ms. Ho Thi Nga proactively learned and applied guidance from local Party committees and authorities in building barns and caring for her cattle herd.

Meanwhile, Mr. Vo Van Diep, Vice Chairman of the People's Committee of Ca Dam commune, said that in recent times, besides the mobilization and propaganda work of the Party committee and the government, the proactive participation of the people has created a clear change. When provided with full information about targeted programs, especially the awareness-raising propaganda program, people understand that to escape poverty, they must be self-reliant and strive to improve themselves, not rely on support.

"Thanks to a change in mindset, people are working alongside the government, effectively utilizing state resources, especially from the National Target Program for the development of ethnic minority areas and the sustainable poverty reduction program. The greatest achievement is the change in people's awareness, which is the decisive factor in the journey out of poverty," Mr. Diep said.

"The key" to information helps people escape poverty.

Not only in Ca Dam, but many mountainous communes in Quang Ngai province, such as Son Thuy and Son Tay Thuong, also consider "Information-Based Poverty Reduction" as a key to boosting household economies. Through propaganda, training, and information networking activities, local people have gained access to practical knowledge about production techniques, agricultural product markets, and government support policies. As a result, many households have boldly changed their production methods, applied scientific and technological advancements, expanded their businesses, improved their income, and enhanced their quality of life.

Mr. Nguyen Tan Vien's livestock area is well-built.

Ms. Dinh Thi Bot (residing in Son Thuy commune) said that in order to develop her family's economy, she invested in a guava farming model. In the first few seasons, her guava orchard was not profitable due to a lack of technique and experience. After receiving dedicated guidance from commune officials on everything from selecting varieties, fertilizing, and bagging the fruit to gathering information through social media, Ms. Bot completely changed her farming methods.

“When I first started, I didn't know anything. Officials came to my farm to guide me through the planting process, from fertilizing and weeding to caring for the fruit. Following their instructions, I achieved noticeable results. By the second season, my family's guava orchard was thriving, yielding high productivity and providing a stable income,” Ms. Bot shared.

Starting with a single subsidized breeding cow, Mr. Nguyen Tan Vien learned livestock farming techniques and boldly invested in larger-scale barns, now housing more than 15 cows.

It can be seen that in many mountainous communes of Quang Ngai, information has become a driving force for people to confidently change. Poverty reduction is not only about supporting livelihoods, but also about giving people the opportunity to access knowledge, understand policies, and grasp the State's socio-economic development programs. From there, they proactively seek ways to do business, apply science and technology, and build a more stable and sustainable life.

Mr. Dinh Son Ha, Vice Chairman of the People's Committee of Son Thuy commune, said: "We focus on going down to the villages, meeting with people, disseminating information, and implementing programs so that people understand policies and learn how to do business. Communication is carried out through many channels such as radio, Facebook, Zalo, electronic information portals, and community meetings... Thanks to this, people not only understand the State's support policies but also learn about many effective production models and apply them immediately in practice."

The knowledge and techniques that people were guided to apply in practice have yielded high efficiency in the production models of many households in the mountainous areas of Quang Ngai province.

Not only at the grassroots level, but the work of reducing information poverty in Quang Ngai is also being implemented synchronously on a province-wide scale. According to Ms. Huynh Thi Thu Thuy - Deputy Director of the Department of Culture, Sports and Tourism, in the past period, in the work of reducing information poverty, the locality has organized many training courses with more than 2,300 grassroots officials participating.

"These training courses help grassroots staff improve their communication skills, equipment operation, newsletter writing, and content delivery to suit the target audience, especially people in remote areas. These courses not only provide professional knowledge but also help staff learn how to write and speak in a way that people understand, remember, and follow," Ms. Thuy emphasized.

Young people in the mountainous areas of Quang Ngai province are receiving training and guidance on applying science and technology to production to replace traditional local practices.

When people have access to accurate and timely information, they not only understand policies and guidelines but also know how to apply them to their lives. "Reducing information poverty" therefore becomes a crucial factor in promoting multidimensional poverty reduction.

" The implementation of the Information Poverty Reduction sub-project has facilitated people's access to the Party's guidelines and policies, and the State's laws and regulations, especially those related to their livelihoods. People have also been able to update their knowledge and access scientific and technological achievements to apply to production. Through this, the level of education has been gradually raised, and a sense of self-reliance and self-improvement has been fostered within the community, " said Ms. Huynh Thi Thu Thuy, Deputy Director of the Department of Culture, Sports and Tourism of Quang Ngai province.
