On October 27, the Ministry of Public Security held the 4th online conference on digital transformation in the People's Public Security Force (CAND).

Member of the Politburo , Minister of Public Security, General Luong Tam Quang attended and delivered a speech at the Conference.

Determination to reform administrative procedures

In recent times, the Public Security Forces have played a pivotal role in national digital transformation, achieving many important achievements. Specifically, the Public Security Forces have been and are the leading force in national digital transformation, making an important contribution to building a "digital society and digital citizens".

The Ministry of Public Security has deployed Project 06 of the Government , identifying this as a breakthrough in national digital transformation. Accordingly, the National Population Database was built and officially put into operation from July 1, 2021, becoming the "original data" serving digital transformation, providing online public services of the police sector...

Those bright spots clearly demonstrate the determination to reform administrative procedures, put people at the center of service, and reduce people's time and costs.

The national online conference on digital transformation in the People's Public Security Forces is not only an opportunity to summarize and evaluate the results of three years of implementing Project 06 and Resolution No. 57 of the Politburo, but also the beginning of a new phase - a phase of acceleration and breakthrough.

With high political determination, drastic, synchronous and effective actions, the Public Security force continues to maintain its core, pioneering and leading role in national digital transformation, contributing to building a digital government and digital society, for national security and people's happiness.

At the Conference, Minister Luong Tam Quang acknowledged and commended the results and achievements that the Public Security of units and localities have achieved in implementing Project 06, Resolution No. 57 of the Politburo and digital transformation work of the entire force.

The Minister also pointed out the shortcomings, limitations, and "bottlenecks" that need to be promptly overcome to create substantial changes in the coming period.

General Luong Tam Quang emphasized that in the 2025-2030 period, digital transformation in the People's Public Security Forces must continue to affirm its pioneering role in implementing the Party and State's policies, creating a clear mark with specific products and models, contributing to promoting the development of the digital economy, data economy and building a professional, modern, transparent and effective administration serving the people.

Accordingly, the immediate focus is to maximize the potential of National Data Center No. 1, and at the same time soon build National Data Center No. 2 to ensure absolute security, safety and quality.

At the same time, it is necessary to complete the legal corridor on data management, exploitation, connection and sharing; build a national data architecture framework, governance framework and shared data dictionary; strive to complete the national comprehensive database by 2025, synchronously connecting with 105 other databases.

General Luong Tam Quang emphasized that in the 2025-2030 period, digital transformation in the People's Public Security Forces must continue to affirm its pioneering and leading role.

A single, centralized electronic gateway

Minister Luong Tam Quang requested to accelerate the development of the National Public Service Portal to become a "single, centralized electronic one-stop shop", perfecting the national digital platforms used in common at the National Data Center, serving the direction and administration of the Party and State leaders based on data. At the same time, close coordination between ministries, branches and localities in connecting and integrating data, ensuring synchronization, unity, safety and efficiency.

The Department of Administrative Police for Social Order shall continue to play a core role in implementing Project 06, focusing on maximally reforming administrative procedures based on population database; proactively researching and proposing solutions to overcome the situation of "localization of procedures", creating maximum convenience for people and businesses.

Along with that, General Luong Tam Quang also requested the entire force to focus on developing the security industry, considering this a strategic task for the 2025-2030 period.

In particular, priority is given to expanding the National Cyber ​​Security Center, building a national cyber defense system as a common platform, monitoring the entire national and specialized databases; at the same time developing an information security and cyber security ecosystem, mastering and producing core and fundamental cyber security products.

The Minister emphasized the need for comprehensive digital transformation within the Public Security sector. Accordingly, it is necessary to complete a shared digital platform from the Ministry to the Commune-level Public Security; strongly transform the methods of command, operation, information, and reporting based on real-time data. The management and operation systems and video conferencing must be connected seamlessly, minimizing and eventually ending the sending and receiving of paper documents (except confidential documents).

Police units and localities need to continue to innovate state management methods on security and order in the direction of applying modern science and technology, effectively exploiting national and specialized databases in key areas such as residence management, foreigners, traffic, execution of sentences, and detention.

Gradually forming smart detention facilities, digitizing, standardizing, and automating investigation and professional processes in a highly secure electronic environment.

At the same time, it is necessary to focus on building a team of digital cadres, digital commanders, and digital units in the People's Public Security. Cadres and soldiers, especially professional forces, investigators, and scouts, must be proficient in using technology, processing electronic records, analyzing and evaluating data, and applying artificial intelligence in professional activities, meeting work requirements in the digital age.

Minister Luong Tam Quang requested Party committees, leaders, and heads of Public Security units and localities to clearly demonstrate a sense of responsibility, determination, decisiveness, and perseverance in leadership and direction; considering digital transformation as a key political task and a strategic breakthrough for the entire force. The Minister assigned the Office of the Ministry of Public Security to take the lead in advising on developing a plan, clearly assigning people, tasks, and progress, regularly urging and inspecting, ensuring that by the end of 2026, all "bottlenecks" in digital transformation are cleared.
