Mr. Vuong Trinh Quoc, Head of the Provincial Economic Zone Management Board, stated that in addition to specific objectives that have been adjusted and supplemented to suit the context and actual implementation situation, the planning contents have many adjustments compared to the General Planning for the Construction of the Lao Cai Border Gate Economic Zone approved by the Prime Minister in Decision 1627/Ttg dated November 23, 2018.

First, the system of border gates and checkpoints will be adjusted according to the regulations of Decision 1199/QD-TTg dated October 14, 2023, of the Prime Minister, which includes 4 international border gates and 7 customs clearance points.
These include international border gates such as: Lao Cai International Road Border Gate, Lao Cai International Railway Border Gate, Muong Khuong International Border Gate, and Ban Vuoc International Border Gate.
The border crossings include: Kim Thanh, Ban Quan, Na Loc, Lo Co Chin, Hoa Chu Phung, Lung Po, and Y Ty.

Secondly, there are adjustments to industrial land. This plan adds the Coc My - Trinh Tuong Industrial Park, covering approximately 1,000 hectares. It also adds the Bat Xat Industrial Park (Ban Qua Industrial Production Area, to facilitate the relocation of production facilities within the Dong Pho Moi Industrial Park to clear land for the Lao Cai - Hanoi - Hai Phong railway construction project), with a scale of approximately 76 hectares.
Mr. Vuong Trinh Quoc, Head of the Provincial Economic Zone Management Board, emphasized: With the clear objective of building Lao Cai into a trade center between Vietnam, ASEAN and Southwest China, the revised master plan for the Lao Cai Border Economic Zone, recently approved by the Government, further affirms the role of border trade as well as Lao Cai's position as a bridgehead and connector with the region.
Another new development is the adjustment of land for logistics services. Accordingly, the land allocation for the Kim Thanh logistics center (77 hectares) and the Ban Vuoc logistics center (73 hectares) will be adjusted. A warehouse and terminal area of 30 hectares will be added in Muong Khuong to serve the Muong Khuong international border gate. Land for inland ports will also be added, including the Dong Pho Moi inland port (approximately 5 hectares) connected to the Lao Cai international railway station. New inland ports will be constructed in Kim Thanh and Ban Vuoc, each approximately 50 hectares in size.
Land designated for tourism services has also been added to the plan, clearly defining the development of the Y Tý tourism sub-zone. Three additional theme parks have been included: the Lũng Pô park complex (approximately 160 hectares), the Kim Thành park complex (approximately 68 hectares), and the Lào Cai ward ecological tourism park (approximately 260 hectares).

The framework infrastructure system is being expanded, including external transportation: A new connecting road from the Hanoi-Lao Cai expressway to Ban Vuoc (now part of Bat Xat commune) will be built with 4-6 lanes. National Highways 70, 4, 4D, and 4E will be upgraded to at least Class III-IV standards. Provincial Roads 154, 156, and 158 passing through the Economic Zone will be upgraded and expanded to at least Class III-IV standards, with 2-4 lanes. Provincial Road 156 will be upgraded to National Highway 4E. Connecting routes to industrial zones will be planned, and a road along the border river from Ban Vuoc to Trinh Truong will be constructed. A Lao Cai - Hanoi - Hai Phong railway line will be built. An international intermodal station in Lao Cai will be added with a minimum area of 150 hectares, connecting to Ha Khau Bac station.
