At the plenary session of the ASEAN Capital Mayors' Conference (MGMAC) and the ASEAN Mayors' Forum (AMF) held recently in Vientiane (Laos), Chairman of the Hanoi People's Committee Tran Sy Thanh emphasized that over the past 10 years, Hanoi has focused resources on investing in new rural construction, prioritizing infrastructure development for agriculture and rural areas.

The transportation and irrigation systems; industrial parks, clusters, specialized production areas, and famous craft villages have been formed quite synchronously; many high-quality One Commune One Product (OCOP) products have gradually conquered demanding markets such as Europe, America, etc.; the economic and cultural life of rural areas are changing day by day.

Linked to green transformation and circular economy

Hanoi currently has nearly 1,500 agricultural cooperatives. The operational efficiency of Hanoi's agricultural cooperatives is increasingly improved, and their business lines are also more diversified.

Cooperatives in the capital have been playing an important role in improving production efficiency, increasing income, ensuring social security and accelerating the process of building new rural areas in localities.

In addition, cooperatives have focused on investing in equipment and advanced barn systems, gradually expanding production and business, increasing income; some cooperatives have entered into joint ventures and partnerships with businesses to ensure product output for members and local people.

Many cooperatives set service prices lower than the market to bring benefits, create conditions for people to feel secure in production, and limit abandonment of fields.

At the same time, there are also agricultural cooperatives applying high technology, linking production with product consumption and focusing on building product quality standards.

For example, the safe vegetable and fruit production of Dong Cao General Service Cooperative, Trang Viet Commune, Me Linh District with a scale of 200 hectares, of which 10 hectares are produced according to VietGAP, each hectare generates an average income of 200-250 million VND/year. A part of the cooperative's products are consumed in supermarkets and stores in Hanoi.

To achieve the above highlights, Mr. Tran Sy Thanh said, Hanoi has focused on developing synchronous infrastructure and regional connectivity. The city has decided to invest heavily in transport infrastructure, especially the road system and transport routes connecting the inner city with the suburbs and rural areas.

The land area for traffic is currently over 10%, expected to reach about 12 - 15% by the end of 2025.

Along with irrigation infrastructure, agricultural production infrastructure, and information infrastructure, industrial parks and clusters have been and are promoting positive effects, contributing to promoting trade, logistics services, and improving market access for rural people.

At the same time, focus on developing agricultural and rural economy associated with green transformation and circular economy. Hanoi has built and deployed new economic models, promoted high-tech agriculture, and developed OCOP products. To date, Hanoi has nearly 2,000 OCOP products.

Circular economic activities are encouraged to develop, thereby not only creating more jobs and income for farmers but also helping to protect the environment, maintain ecological balance, and contribute to sustainable development.

In addition, focus on investing in the health, education and cultural systems in rural areas. The goal is to provide rural people with equal and comprehensive access to education and training; thereby helping to improve the qualifications and vocational skills of farmers, creating the premise to increase labor productivity and competitiveness of rural workers...

Rural people are the subject and the center.

According to the Capital's Agricultural Planning for the period 2021 - 2030, with a vision to 2050, Hanoi determines to develop the capital's agriculture on the basis of promoting the advantages and efficiency of natural resources, human resources, cultural traditions, and history; in which, the biggest advantage is high-quality human resources, science and technology, and innovation.

Accordingly, Hanoi's agriculture must be different from other localities, so it is necessary to orient the development of urban agricultural models, high-tech agriculture, experiential agriculture combined with tourism, ecology, etc. Regarding the issue of urban planning associated with rural planning, it is necessary to determine that agricultural and forestry development is the foundation for tourism and service development, not planting forests for timber.

To realize this goal, Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen said that in the field of agriculture, the city is researching to find potential products and advantages of Hanoi to create a difference from other localities, bringing the capital's agriculture to develop to its full potential.

"Hanoi is determined to achieve its term targets in the agricultural sector; continue to implement the targets of developing industrial parks and industrial clusters with appropriate scale, ensuring compliance with planning; at the same time, focus on investing in tourism infrastructure, developing unique tourism products, attracting tourists to the capital...", Mr. Nguyen Manh Quyen affirmed.

Firstly , enhance the role, position, and capacity of mastery; comprehensively improve the material and spiritual life of farmers and rural residents. Ensure the mastery of farmers and rural residents according to the motto "People know, people discuss, people do, people check, people supervise, people benefit".

Second, develop sustainable agriculture in an ecological direction, applying advanced science and technology. Restructure the agricultural sector substantially and effectively; exploit and promote the advantages of tropical agriculture; closely link agriculture with industry and services; production with preservation, processing and consumption of agricultural products...

Third, develop ecological agriculture in the Red River and Day River delta areas, develop organic agriculture models with clean, high-quality products. Prioritize investment in the livestock industry in a circular direction, protect the environment, and ensure disease safety...

Fourth, building new rural areas with comprehensive and sustainable development associated with urbanization, ensuring substance and efficiency, for the benefit of the people.

Fifth, manage and use resources economically and effectively, associated with biodiversity conservation, and strongly shift to a green growth model.

Sixth, to narrow the gap between urban and rural areas in a sustainable manner, Hanoi City always encourages the proactive and active participation of rural communities in the process of building, developing and managing the locality with the motto "Rural people are the subject and center of the process of agricultural development, rural economy and new rural construction".
