At the recent plenary session of the ASEAN Capital Cities Mayors' Meeting (MGMAC) and the ASEAN Mayors' Forum (AMF) held in Vientiane, Laos, Chairman of the Hanoi People's Committee Tran Sy Thanh emphasized that over the past 10 years, Hanoi has focused its resources on investing in new rural development, prioritizing infrastructure development for agriculture and rural areas.

The transportation and irrigation systems; industrial zones and clusters, specialized production areas, and famous craft villages have been developed quite synchronously; many high-quality products from the One Commune One Product (OCOP) program have gradually conquered demanding markets such as Europe and the United States; and the economic and cultural life of rural areas is changing every day.

Linked to green transition and circular economy

Hanoi currently has nearly 1,500 agricultural cooperatives. The operational efficiency of Hanoi's agricultural cooperatives is constantly improving, and their business activities are becoming more diverse.

Cooperative societies in the capital city have been playing an important role in improving production efficiency, increasing income, ensuring social security, and accelerating the process of building new rural areas in localities.

In addition, cooperatives have focused on investing in advanced equipment and livestock housing systems, gradually expanding production and business, and increasing income; some cooperatives have entered into joint ventures and partnerships with businesses to ensure product outlets for members and people in the area.

Many cooperatives set service prices lower than the market rate to benefit farmers, create favorable conditions for them to produce with peace of mind, and reduce the abandonment of farmland.

Simultaneously, agricultural cooperatives applying high technology have emerged in the area, linking production with product consumption and focusing on establishing product quality standards.

For example, the Dong Cao General Service Cooperative in Trang Viet commune, Me Linh district, produces safe vegetables and fruits on a scale of 200 hectares, of which 10 hectares are cultivated according to VietGAP standards. Each hectare generates an average income of 200-250 million VND per year. A portion of the cooperative's products is sold in supermarkets and stores in Hanoi.

To achieve these positive results, Mr. Tran Sy Thanh said that Hanoi has focused on developing a comprehensive and interconnected infrastructure. The city has decided to invest heavily in transportation infrastructure, especially the road system and connecting routes between the inner city and suburban and rural areas.

The area of ​​land currently allocated for transportation is approximately over 10%, and is expected to reach around 12-15% by the end of 2025.

Along with irrigation infrastructure, agricultural production infrastructure, and information infrastructure, industrial zones and clusters have been effectively contributing to promoting trade, logistics services, and improving market access for rural people.

At the same time, emphasis is placed on developing the agricultural and rural economy in conjunction with green transformation and the circular economy. Hanoi has built and implemented new economic models, promoted high-tech agriculture, and developed OCOP products. To date, Hanoi has nearly 2,000 OCOP products.

Circular economic activities are encouraged to develop, thereby not only creating more jobs and income for farmers but also helping to protect the environment, maintain ecological balance, and contribute to sustainable development.

Furthermore, emphasis should be placed on investing in healthcare, education, and culture in rural areas. The goal is to ensure that people in rural areas have equal and comprehensive access to education and training; thereby helping to improve the skills and professional qualifications of farmers, creating a foundation for increased labor productivity and the competitiveness of rural labor...

People in rural areas are the subjects and the center.

According to the Capital's Agricultural Development Plan for the period 2021-2030, with a vision to 2050, Hanoi identifies the development of agriculture in the capital city based on leveraging the advantages and effectiveness of its natural resources, human resources, cultural traditions, and history; among which, the greatest advantage is its high-quality human resources, science and technology, and innovation.

Accordingly, Hanoi's agriculture must be different from other localities, so it needs to be oriented towards developing urban agriculture models, high-tech agriculture, experiential agriculture combined with tourism and ecology... Regarding urban planning linked to rural planning, it is necessary to identify the development of agriculture and forestry as the foundation for the development of tourism and services, not just planting forests for timber.

To realize this goal, Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen said that in the agricultural sector, the city is researching to identify potential products and advantages of Hanoi in order to differentiate itself from other localities and bring the capital's agriculture to a level commensurate with its potential.

"Hanoi is determined to achieve the targets set for the term in the agricultural sector; continue to implement the targets for developing industrial parks and clusters on a scale commensurate with the plan, ensuring compliance with the planning; and at the same time, focus on investing in tourism infrastructure, developing unique tourism products, and attracting tourists to the capital city...", Mr. Nguyen Manh Quyen affirmed.

Meanwhile, Chairman of the Hanoi People's Committee Tran Sy Thanh stated that, with the desire and aspiration to develop Hanoi into a "Cultural - Civilized - Modern" capital city, green, smart, globally connected, and highly competitive, Hanoi will focus on building "ecological agriculture, modern rural areas, and civilized farmers" in the coming time.

Accordingly, the city is focusing on implementing several key tasks and solutions. Specifically:

Firstly , enhance the role, status, and capacity of farmers and rural residents to be masters of their own destiny; comprehensively improve their material and spiritual lives. Ensure the right of farmers and rural residents to be masters of their own destiny according to the motto "The people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit."

Secondly, develop sustainable agriculture in an ecological direction, applying advanced science and technology. Restructure the agricultural sector in a substantive and effective way; exploit and promote the advantages of tropical agriculture; closely link agriculture with industry and services; and integrate production with preservation, processing, and consumption of agricultural products...

Thirdly, develop ecological agriculture in the floodplains of the Red River and Day River, and develop organic farming models with clean, high-quality products. Prioritize investment in livestock farming in a circular manner, protecting the environment, along with ensuring disease safety…

Fourth, building new rural areas should be comprehensive, sustainable, and linked to urbanization, ensuring tangible results and effectiveness for the benefit of the people.

Fifth, manage and utilize resources economically and efficiently while conserving biodiversity, and shift strongly towards a green growth model.

Sixth, to sustainably narrow the gap between urban and rural areas, Hanoi City always encourages the active participation of rural communities in the process of local construction, development, and management with the motto "Rural people are the subjects and the center of the process of agricultural development, rural economy, and new rural construction."
