After nearly three years of implementing the Resolution of the 11th Congress, under the organization, leadership, and management of the Farmers' Association at all levels, the farmers' movement in almost all localities has continuously developed in both breadth and depth. The Standing Committee of the Provincial Farmers' Association has guided the reorganization of the commune-level Farmers' Association; promptly issued decisions on the termination of activities of district and commune-level Farmers' Associations; established new associations and appointed and recognized members of the executive committee, standing committee, and the positions of chairman and vice-chairman of commune-level Farmers' Associations after mergers and renaming. The organization and operation of the associations at all levels have been effective according to the new model.
Recognizing that political and ideological education for cadres, members, and farmers is a top priority in the activities of the Farmers' Association and the farmers' movement, all levels of the Farmers' Association, from the provincial to the grassroots level, have intensified and continuously innovated and diversified both the content and forms of propaganda, creating conditions for cadres and members to promptly update information on the Party's guidelines and policies, the State's laws and regulations, especially those related to agriculture, farmers, and rural areas; science and technology, weather, market prices, etc.
Support activities for farmers are organized and implemented in a practical and effective manner, creating momentum for the development of cooperative models, collective economic organizations , cooperatives, and the establishment of businesses. The Association continues to support the development of 702 effective economic models and advises on the establishment of 571 cooperative groups, 55 cooperatives, and 304 farmer-owned businesses, contributing to the formation of many value chains in the production, processing, and consumption of agricultural products. Efforts to promote and support the building of product brands, OCOP, VietGAP, and VietGAHP are actively implemented. Associations at all levels focus on disseminating information to help farmers understand the nature and significance of building product brands. Simultaneously, successful localities are used as model examples for visual guidance, and support is increased to help farmers build brands. This promotes digital transformation, supports farmers in updating identification codes, and brings products to the Postmart.vn platform. To date, 3,592 households have accounts with nearly 29,000 products listed for sale. Simultaneously, the association has coordinated with businesses to supply 74,432 tons of fertilizer on a deferred payment, interest-free basis; and provided thousands of tons of seeds and seedlings to help thousands of farmers plant their crops on time. The association has mobilized an additional 8.45 billion VND for the Farmers' Support Fund, implemented 702 projects for 3,238 households through group production loans; supported over 500,000 labels, packaging, and packaging for 15 OCOP products; directly guided the development of 3 OCOP products; provided technical support for VietGAP and VietGAHP standards for 15 products, and effectively implemented the "One Commune, One Product" program.
Nearly three years after the implementation of the Resolution of the 11th Congress, the Farmers' Association at all levels in the province has linked its movements with the political tasks of the locality. National target programs have been actively participated in by the association and its members and farmers, making positive contributions. The Farmers' Association at all levels has coordinated and mobilized hundreds of thousands of people to participate in environmental sanitation, clearing bushes, cleaning village roads and alleys; collecting, sorting, and processing organic waste into fertilizer. Promoting the movement of farmers competing in production and business, the association at all levels regularly propagates and mobilizes farmer members, focusing on poverty reduction. With the spirit of responsibility to "join hands in supporting and helping poor households," through various methods such as mobilizing farmer members, especially successful producers and business owners, to help poor households with capital, seedlings, and production experience, contributing to helping households escape poverty sustainably.
Promoting the leading role of farmers
In the work of Party and government building, the advisory and leadership activities of the Executive Committee and Standing Committee of the Farmers' Association have seen many innovations and creative approaches, positively impacting the association's activities and the farmers' movement. Associations at all levels in the province have always focused on building and strengthening the association's organization in terms of politics and ideology. In particular, the profound attention of Party committees and the government to farmers has promptly encouraged farmers to develop their internal strengths, engage in production linkages, and contribute to the socio-economic development of the province. The province has admitted 16,786 new members, directly and collaboratively organized 255 training courses on association work for 21,703 association officials at all levels, established 65 new professional Farmers' Association branches with 3,220 members, and 881 professional Farmers' Association groups with 14,825 members.
As a bridge between farmers and the Party, the Farmers' Association (HND) and each of its cadres, members, and farmers are the main force of the revolution, the pillar of the government in rural areas, playing a core role in agricultural development and rural new-style construction; participating in building the Party, the government, and the national unity bloc. After nearly three years of implementing the Resolution of the 11th Congress, the associations at all levels in the province have trained, introduced, and proposed to the Party for consideration the admission of 1,364 outstanding members; introduced 417 association cadres to participate in the commune-level Party committees for the 2025-2030 term; and 166/166 chairmen of the commune-level Farmers' Associations are members of the commune-level Party committees. They have mobilized members to comply well with policies and laws and contributed 7,839 opinions to the socio-economic development, national defense, and security programs and plans of the province and localities. They have also coordinated the organization of 389 dialogues between Party committees, the government, and farmers. 152 new "Farmers and the Law" clubs were established. The association chaired and coordinated 276 monitoring activities; and participated in 190 monitoring activities led by the Fatherland Front Committee and other sectors. The monitoring focused on policies related to agriculture, farmers, and rural areas; after monitoring, the association reported and made recommendations to the competent authorities for consideration and implementation.

With a proactive and innovative spirit, the Farmers' Association at all levels has effectively promoted the role of farmers as the main actors and central force in the development of agriculture, rural economy, new rural construction, and the "All People Unite to Build New Rural Areas and Civilized Cities" campaign. The Provincial Farmers' Association Executive Committee issued a resolution on participating in and implementing the New Rural Construction program; based on this, the associations at all levels have focused on disseminating information and mobilizing cadres, members, and farmers to donate land, contribute labor, and money to expand transportation routes, build public works, social welfare facilities, build new rural areas, and beautify urban areas. For the New Rural Construction program, farmers contributed over 300 billion VND, nearly 500,000 labor days, donated over 340,000 square meters of land, repaired and upgraded over 10,000 kilometers of roads and canals; participated in the construction and repair of 875 projects of various types, and mobilized over 400,000 households to register as culturally exemplary families.
Looking back at the past period, the Thanh Hoa Provincial Farmers' Association has achieved great successes, creating new momentum for the association's work and the farmers' movement to continue developing. Entering the 2025-2030 term, along with the general development of the province and the Fourth Industrial Revolution, the work of the association and the farmers' movement in Thanh Hoa province faces many advantages as well as numerous difficulties and challenges, requiring the Farmers' Association at all levels in the province to strive to meet the tasks and new requirements. This includes focusing on innovating methods of operation, building a strong association organization, continuing to promote patriotic emulation movements among farmers, supporting members and farmers in developing production and business to increase income, improve living standards, and achieve sustainable poverty reduction; protecting the legitimate rights and interests of members and farmers. Developing programs and projects to raise awareness and improve the skills of cadres and farmer members; Promote the application of information technology in the production and business activities of members and farmers, and in the management and operation of the Farmers' Association at all levels.
With the spirit of "Unity - Innovation - Cooperation - Development," cadres, members, and the peasant class of Thanh Hoa province continue to leverage their combined strength to build a politically strong, organizationally robust, and action-oriented Farmers' Association; worthy of its central and core role in peasant movements and the construction of new rural areas, contributing to making Thanh Hoa province a model province as President Ho Chi Minh wished during his lifetime.
