The Ministry of Education and Training has just announced the Draft Decree regulating salary and allowance policies for teachers to widely collect comments from agencies, organizations and individuals.

All teachers are entitled to a "special salary coefficient"

According to the draft Decree, all teachers are entitled to a "special salary coefficient". Of which, preschool teachers are entitled to a special salary coefficient of 1.25 compared to the current salary coefficient; other teacher positions are entitled to a special salary coefficient of 1.15 compared to the current salary coefficient.

For teachers teaching at schools, classes for the disabled, centers to support the development of inclusive education , and boarding schools in border areas, an additional 0.05 is added compared to the prescribed level.

The special salary coefficient is calculated with the salary level and is not used to calculate the allowance level. Thus, the formula for calculating the salary level for teachers is as follows:

Professors are subject to the senior expert salary scale.

The draft Decree stipulates that teachers appointed to the title of professor are subject to the senior expert salary scale. Accordingly, the salary scale includes 3 levels: 8.8 - 9.4 - 10.0.

According to the Ministry of Education and Training, professor is currently the highest title, demonstrating capacity, scientific prestige and the role of leading expertise, exploring and creating new knowledge for the field. Although it does not affirm that professors are senior experts, the application of the senior expert salary scale for professors is appropriate to the position and role of professors in the development of the field for which the professor title is appointed.

Enjoy responsibility allowance, mobility allowance

The draft stipulates that in the case of transferring teachers between educational institutions where the allowance level applied at the place of departure is higher than at the place of arrival, the allowance regimes before the transfer or secondment shall be retained for a maximum period of 36 months according to the time of transfer or secondment. After that period, the allowance regime shall be considered for rearrangement to suit the work and working area.

The regulation aims to protect the rights of teachers when carrying out mobilization work, encourage teachers to participate in mobilization at other educational institutions or educational management agencies at the request of competent authorities, and at the same time resolve the situation of surplus or shortage of teachers.

The Draft Decree also supplements the payment principles for implementing the allowance regime for teachers working at educational institutions with many levels of education or training, educational institutions with many schools or branches.

The draft also stipulates mobility allowances for the following cases: teachers on secondment, inter-school teaching, and teachers who have to move to teach at different schools or branches. Teachers performing the above tasks are entitled to mobility allowances with a coefficient of 0.2 compared to the basic salary according to the number of days of mobility.

This regulation aims to overcome shortcomings such as teachers being sent to teach on secondment, joint teaching or being transferred to other educational institutions; teachers having to move between schools within an educational institution to teach but not receiving mobility allowance for the days they have to move.

In addition, there is also a heavy, toxic, and dangerous allowance for teachers who teach both theory and practice in practice rooms and workshops. The heavy, toxic factors mentioned are: exposure to toxic substances, toxic gases, toxic dust, practice in environments susceptible to infection, environments with radiation, etc.

In which, the allowance level is from 0.1 to 0.4 depending on the conditions of the teacher teaching practice in a specific harsh and toxic environment.

The Decree will take effect from January 1, 2026. When implementing the new policy, the specific salary coefficient will continue to be applied, and the conversion from old salary to new salary will be carried out according to Government regulations.

According to the calculations of the Ministry of Education and Training, the budget is mainly for preschool and primary school teachers because they account for a large number of teachers and other different educational institutions that are currently autonomous at levels 3 and 2. Accordingly, the budget is about 1,652 billion VND. The cost of paying mobility allowances is about 50 billion/year.

The Ministry of Education and Training affirmed that the Draft Decree detailing the implementation of the Law on Teachers is an important step to concretize the Party's guidelines and policies on salary and allowance policies for teachers, moving towards the roadmap to realize the policy of "teachers' salaries being ranked highest in the administrative career salary scale system".
