Regarding the Dai Tung Lam Hoa Sen Spiritual Tourism Area project in Da Huoai district, Lam Dong province, invested by Hoa Sen Investment Group Co., Ltd. ( Hoa Sen Group ), on June 6th, the Lam Dong Provincial Department of Planning and Investment announced that it is currently seeking opinions from relevant departments and agencies on the project adjustments.
Accordingly, regarding the project's land records, in 2011, the Lam Dong Provincial People's Committee leased 361.21 hectares of forest land (with trees) to Hoa Sen Investment and Tourism Co., Ltd. In 2014, the Department of Natural Resources and Environment (TN&MT) signed a land lease contract and issued a land use certificate to this enterprise.

Of the total 361 hectares of land leased by Hoa Sen Group for the spiritual tourism project, 1.86 hectares have already been granted land use certificates to local residents.
In 2018, the Lam Dong Provincial People's Committee changed the name of the organization leasing the land and forest to Hoa Sen Group. The Dai Tung Lam Hoa Sen Spiritual Tourism Area project covers an area of 526 hectares, divided into two zones.
The total land area of Zone 1 is 427.13 hectares. The investor has leased 361.21 hectares, while the remaining area has not yet been leased. Of the 361.21 hectares leased to Hoa Sen Group, 1.86 hectares are overlapping land, for which the authorities have issued land use certificates to households and individuals.
The Department of Natural Resources and Environment of Lam Dong province requested clarification on whether this 1.86-hectare area will continue to be included in the project's scope or be adjusted to be excluded.
Area 2 of the project covers 99.46 hectares in Da M'ri town, Da Huoai district, excluding river and stream land. The Lam Dong Provincial People's Committee approved the boundaries and area for Hoa Sen Group to prepare the necessary documents and procedures for implementation in January 2023.
To adjust the project scale in accordance with regulations, the Department of Natural Resources and Environment proposes reviewing the boundaries and area of leased land, the boundaries approved by the Provincial People's Committee, and the feasibility of reaching a successful agreement with households and individuals within the project area.
In cases where adjustments or additions to project objectives are proposed, the Department of Natural Resources and Environment requests the Department of Planning and Investment to consider the appropriate land allocation scale in accordance with the actual situation.
At the same time, the project land area needs to be determined according to land type criteria such as commercial and service land, forestry land, or other land suitable for the land use plan.

During the project's construction, authorities discovered approximately 30 illegally constructed permanent structures, including roads, houses, and other buildings.
In addition, the investor also excavated a hill opposite the project to obtain soil and rocks for leveling the ground, almost completely filling in Tien Stream, a famous tourist spot in the Madagui forest.
Regarding the land use planning for the land types within the project area, the Department of Natural Resources and Environment proposes seeking the opinion of the Da Huoai District People's Committee to review and update it to be consistent with the land use planning for the period 2021-2030.
Previously, in June 2022, the People's Committee of Lam Dong province issued a document suspending all construction activities at the Dai Tung Lam Hoa Sen Spiritual Tourism Area project.
