"Wherever there is authority, remove difficulties for businesses right there"

That was the request of Chairman of Lam Dong Provincial People's Committee Ho Van Muoi at the 2025 Business Dialogue Conference held on the morning of August 29.

Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lam Dong province, Ho Van Muoi, requested communes, wards and special economic zones to proactively remove difficulties for businesses located in the area.

“Departments, branches, communes, wards, and special zones must consider business affairs as their own. Because, each business today must overcome many difficulties to develop. Only when we understand this, can we hope to handle difficulties for businesses at the highest level.” That was the direction of Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lam Dong province Ho Van Muoi at the 2025 business dialogue conference held on the morning of August 29.

Comrade Ho Van Muoi, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and Vice Chairmen of the Provincial People's Committee: Vo Ngoc Hiep and Nguyen Ngoc Phuc chaired the Conference at the Lam Dong bridge of thousands of flowers.

The Chairman of the Provincial People's Committee emphasized that grassroots levels must be the direct and proactive units in dialogue with businesses and projects in their areas. Where there is authority, we will resolve the problem right there. If we resolve the problem effectively from the 124 communes, wards, and special zones, businesses will have less trouble, save time, and save costs.

Many Lam Dong businesses petition to extend land rent for projects

At the dialogue conference, nearly 400 enterprises inside and outside the province attended. Of which, 27 opinions from enterprises and investors were proposed to the leaders of the Provincial People's Committee. Most of the opinions of enterprises focused on existing difficulties and problems such as: the process of converting land use purposes; and problems with mineral planning.

Dalat hasfarm representative recommends that Lam Dong province needs to have clear regulations on greenhouse construction and import of plant varieties.

Many businesses have proposed that the province continue to extend the term for businesses in the land lease and mineral exploitation sectors. Tax exemption and reduction policies need to be more clearly guided for businesses. Businesses have proposed that there should be regulations on quarantine and plant protection for some items such as flowers, tea, etc.

Mr. Vijay Kumar Pandey, General Director of Dalat Milk Joint Stock Company, proposed problems related to land use conversion.

Regarding the difficulties in converting land use purposes, Mr. Vijay Kumar Pandey, General Director of Dalat Milk Joint Stock Company, said that the company currently has 1 project with a total investment of 3,370 billion VND. The project has 2 items: a milk processing factory and a dairy farm.

“For the past two years, we have been stuck with the issue of converting part of the land area to build a livestock farm. The factory and its design capacity have been completed. However, due to the lack of livestock area and the inability to increase the herd, we cannot provide enough raw materials for the factory,” said Mr. Vijay Kumar Pandey.

Ms. Huynh Thi Hong Ha, Investment Manager of Vtisys Vietnam Co., Ltd., proposed to remove difficulties in mineral planning.

Regarding mineral planning, Ms. Huynh Thi Hong Ha, Investment Manager of Vtisys Vietnam Co., Ltd., said that the unit was granted a Land Use Right Certificate for an area of ​​53.73 hectares in 2010 to implement a luxury hotel complex project. However, it has not been implemented yet. The reason is that out of the 54.73 hectares, 38.4 hectares overlap with mineral planning.

Leader of Lam Dong Department of Construction, Le Ngoc Tien informed about construction licensing, investment and management of homestays, farmstays... in the area.

We have proposed to the relevant departments and agencies many times but they have not been resolved. Meanwhile, the company has completed all costs and financial obligations with a total of more than 130 billion VND. If this is not resolved in the near future, the business will face many difficulties.

Regarding the difficulties and problems of enterprises, representatives of departments, branches and functional units of Lam Dong province responded right at the conference. Regarding the difficulties in converting land use purposes, Director of Lam Dong Department of Agriculture and Environment, Ton Thien San said: "During the process of converting purposes and extending land rent, the unit has resolved for enterprises within its authority. However, due to changes in planning, enterprises have implemented the project slowly... which has affected the project".

According to Mr. San, the current Land Law changes from time to time. In the case of Dalat Milk Joint Stock Company, it is mandatory to convert because this is a large project, not in the list of medium-sized projects. The Department of Agriculture and Environment will work directly with the company and local authorities where the enterprise is located to gradually resolve the problem.

Regarding difficulties and problems related to mineral and bauxite planning, Director of Lam Dong Department of Finance, Phan The Hanh said: Currently, many plans are quite overlapping, affecting the progress of approving investment policies, extending investment...

Director of Lam Dong Department of Finance - Phan The Hanh explained some difficulties related to planning problems, affecting project implementation.

“According to regulations, after the merger, no later than December 31, 2025, the provincial planning must fully supplement the detailed planning. The Department of Finance requests that departments, branches, and localities promptly update the general planning based on it. For land areas not yet shown on the map, the People's Committees of communes and wards review the projects, from which they will serve as a basis for implementation. After the planning is completed, the projects will be implemented based on the planning,” said Mr. Hanh.

The Provincial People's Committee shared with enterprises that have difficulties and problems that have not been resolved to the final result.

Currently, the Central Government has issued many resolutions and given strong instructions on removing difficulties for businesses, especially Resolution 68-NQ/TW on developing the private economy . Therefore, we must focus on removing difficulties for businesses at the highest level.

Once the government has created favorable conditions, businesses must look back at themselves and promote their own capabilities and strengths. Avoid the situation of taking on too many projects until they cannot be completed, wasting resources and hindering overall development.

Representatives of departments and branches attended the Conference

The Chairman of the Provincial People's Committee directed that immediately after the dialogue conference, the functional departments of the Provincial People's Committee would gather and divide into each field. Before September 15, 2025, the Lam Dong Provincial People's Committee will answer all questions of enterprises on the Provincial Electronic Information Portal.

From now on, all information flows of enterprises will be clearly answered by departments, branches, commune, ward and special zone authorities on the Information Portal, to help units update promptly. The authority of each level will be answered specifically, avoiding the situation of piling up difficulties and problems.
