This afternoon, July 4, the Provincial People's Council's Culture and Society Committee worked with the Department of Education and Training (DET) to review the contents submitted to the 26th session of the 8th Provincial People's Council. Chairwoman of the Provincial Party Committee's Inspection Committee, Head of the Provincial People's Council's Culture and Society Committee Ho Thi Thu Hang chaired the meeting.

The audit contents include: results of implementing the education and training tasks in the first 6 months of 2024; results of implementing a number of resolutions of the Provincial People's Council in the field of education and training; submissions include: Regulations on support levels for independent, private and non-public preschools and teachers working at private and non-public preschools in areas with industrial parks; subsidies for children studying at private and non-public preschools who are children of workers and laborers working in industrial parks; Regulations on collection levels, collection mechanisms and management of tuition fees for public educational institutions from the 2024-2025 school year in Quang Tri province.

Report on the implementation results of Resolution No. 31 dated December 14, 2024 on tuition fees for public educational institutions from the 2017-2018 school year to the 2020-2021 school year and Resolution No. 52 dated July 14, 2022 on continuing to implement tuition fees for public educational institutions according to Resolution No. 31 of 2016 of the Provincial People's Council; Regulations on the content of expenditure levels for implementing the Project on building a learning society for the period 2024-2030.

According to the report of the Department of Education and Training, in the first 6 months of 2024, the department will continue to review and arrange enough teachers to implement the new textbook program according to regulations. Ideological, political , ethical, lifestyle, and life skills education for students, ensuring safe, healthy, and friendly schools will be promoted.

Professional quality at all levels and fields of study has been improved. The sector continues to innovate teaching methods and forms in the direction of developing students' qualities and capacities, innovate primary school student assessment in the direction of developing learners' qualities and capacities, and focus on regular assessment to advise and support students in completing their learning tasks.

Schools continue to innovate teaching methods and forms, evaluate students' learning outcomes; direct the implementation of science, technology, engineering and mathematics education according to the STEM education method in secondary education... As of May 31, 2024, the total number of schools meeting national standards is 198/365 (only counting public schools).

In the process of implementing the resolutions of the Provincial People's Council in the field of education, in addition to the achieved results, there are still some difficulties such as there are still many temporary classrooms, borrowed classrooms, and degraded classrooms that have not been replaced. Therefore, it is recommended that the Provincial People's Committee pay attention to balancing and allocating local budgets to invest in building classrooms in the medium-term public investment plan for the period 2021 - 2025; direct the People's Committees of districts, towns, and cities to arrange local budget sources assigned for management and sources from the national target program to invest in building and eliminating temporary classrooms, borrowed classrooms, degraded classrooms, etc.

Speaking at the meeting, Head of the Provincial People's Council's Culture and Social Affairs Committee Ho Thi Thu Hang suggested that the Department of Education and Training should have specific regulations that are closer to the practical situation in the locality on the issue of financial autonomy for schools so that schools can be more proactive in the work of recruiting students at the beginning of the school year. Pay attention to directing schools to provide comprehensive education to shorten the gap in educational quality between advantaged and disadvantaged areas.

Regarding the content of the submissions, the Department of Culture and Society basically agrees with the viewpoints and plans developed by the Department of Education and Training. Regarding the contents that still have different viewpoints between the Department of Education and Training and the delegates attending the working session, the Department of Culture and Society will have a meeting to analyze and clarify so that when the Provincial People's Council issues mechanisms and policies that are highly feasible, promoting the development of the education and training sector.
