Commenting on the weather patterns in November 2025, Deputy Head of Climate Forecasting Department, National Center for Hydro-Meteorological Forecasting Tran Thi Chuc said that during the month, there is a possibility of 2-3 storms and tropical depressions appearing in the East Sea (the average for many years in the East Sea is 1.5 storms, making landfall in Vietnam is 0.9 storms).

Regarding the rain situation, in the provinces from Ha Tinh to Dak Lak and Khanh Hoa, there is a possibility of widespread heavy rain during the forecast period. In the West of Lam Dong province and the Southern region, there will be many days of showers and thunderstorms; in which, some days there may be moderate to heavy rain.

Total rainfall in the Northern, Thanh Hoa and Southern regions is generally approximately the same as the average of many years, especially in the Northwest region, it is 10-30% lower than the average of many years; the remaining regions across the country have a total rainfall generally higher than the average of many years from 10-25%, especially in the Southern region from Quang Tri to Dak Lak, the total rainfall is likely to be 25-40% higher than the average of many years in the same period.

The average temperature in most regions across the country is generally about 0.5 degrees Celsius lower than the average of many years; in particular, the provinces from Nghe An to Hue are generally 0.5-1 degrees Celsius lower than the average of many years in the same period.

"During this period, cold air continues to increase in frequency and intensity. Across the country, there is a continued possibility of dangerous weather phenomena such as thunderstorms, tornadoes, lightning, hail and strong gusts of wind," Ms. Tran Thi Chuc noted.

Deputy Head of the Department Tran Thi Chuc warned that storms, tropical depressions and cold air cause strong winds, large waves at sea and affect the activities of ships. In particular, beware of heavy rains that can cause floods, inundation in low-lying areas and landslides in mountainous areas. Heavy rains, thunderstorms, whirlwinds and lightning can negatively affect traffic activities, production and public health.

In the context of climate change, weather and climate are becoming more and more complex with many dangerous and extreme forms such as heavy rain in a short time, flash floods, landslides, etc. Therefore, it is recommended that authorities at all levels and people regularly update and integrate meteorological and hydrological forecast and warning information in short-term bulletins of 1-3 days, to promptly adjust production plans, appropriate response plans, especially appropriate reservoir operation plans, ensuring safety of works and downstream areas, along with ensuring safety for production activities and people's lives.

In October 2025, 2 storms (numbers 11 and 12) and 1 tropical depression appeared in the East Sea.

Along with that, in the Northern region and Thanh Hoa to Northern Nghe An, there were many rainy days, including two large-scale rains: from October 6-8 and from October 13-16, concentrated in the Northeast and Thanh Hoa to Northern Nghe An.

The rain from October 6-8 was due to the influence of storm No. 11, then affected by the circulation of the low pressure area weakened by the storm, so the Northeast region of the North, South of Tuyen Quang (old Tuyen Quang), Thai Nguyen and Hanoi had heavy to very heavy rain with total rainfall of 150-250mm, some places over 300mm, especially in Thai Nguyen area 250-350mm, some places over 450mm; other places in the North and Thanh Hoa-Nghe An had moderate rain, heavy rain, some places very heavy rain with total rainfall of 70-120mm, some places over 150mm.
