On the morning of January 29th, Tam Diep city held a conference to summarize the patriotic emulation movement in 2023 and launch the emulation movement for 2024.
In 2023, patriotic emulation movements were widely launched in Tam Diep city, creating a ripple effect across all fields. The city completed 11 out of 11 targets and exceeded 5 out of 11 targets for socio-economic development in 2023.
In this context, the implementation of the "Nationwide Campaign to Build New Rural Areas" is identified as a crucial political task. In 2023, the City People's Committee allocated provincial budget public investment funds from the National Target Program for Building New Rural Areas to three communes. The city focused on providing financial support from the city budget to these communes for the construction of advanced new rural areas, totaling 23.5 billion VND. To date, Yen Son commune has been recognized by the Provincial People's Committee as a commune meeting the standards of an advanced new rural area; and three villages have been recognized by the City People's Committee as model new rural areas.
The emulation movement in economic development has been intensified. Industrial production, trade, and services have grown significantly, generating high revenues; agricultural production has been successful, increasing the value of production per cultivated area. The city is the leading unit in the province in terms of the number of OCOP products.
Transportation infrastructure has been prioritized, with investment resources mobilized in a synchronized and modern manner. Land clearance for key projects, especially the construction of the East-West Ninh Binh provincial road (phase 1), has been closely and decisively supervised and completed on schedule.
Social welfare work has received attention. The material and spiritual lives of the people are stable; average per capita income has reached 74.1 million VND/year; the poverty rate in the city has decreased to 0.45%; and the near-poverty rate is 0.72%.
Cultural, sports, information, and propaganda activities were emphasized ; attention was paid to investing in and building cultural institutions, with a focus on effectively directing and implementing the Project to support the construction, upgrading, and expansion of village and neighborhood cultural centers. During the year, 117 out of 120 residential areas achieved the status of "cultural residential area".
Administrative reform and digital transformation efforts have been implemented flexibly. The city has actively deployed the pilot plan for building digital transformation models at the district and commune levels (version 1.0). The city's administrative reform index ranks 4th out of 8 districts and cities, an increase of 3 positions compared to 2022.
The city's commendation system has undergone many innovations, ensuring openness and transparency; promptly recognizing exemplary collectives and individuals who are outstanding in emulation movements.
With the achievements attained, in 2023, Tam Diep city had 1 collective receiving a Certificate of Merit from the Prime Minister; 1 collective receiving the Excellent Emulation Flag from the Provincial People's Committee; 4 collectives achieving the title of Excellent Labor Unit; and 10 collectives and 6 individuals receiving Certificates of Merit from the Chairman of the Provincial People's Committee. On this occasion, many collectives and individuals were also commended by the City People's Committee.
At the conference, on behalf of the Tam Diep City Party Committee, People's Council, People's Committee, and the City's Emulation and Commendation Council, Chairman of the People's Committee Hoang Manh Hung launched the 2024 emulation movement throughout the city's Party, government, and people. The focus of this movement is the emulation campaign "The whole country joins hands to build new rural areas," "The whole country joins hands for the poor - Leaving no one behind," promoting the development of a synchronous and modern infrastructure; and practicing thrift and combating waste.
The Chairman of the City People's Committee emphasized: 2024 will continue to be a year with many difficulties, but with the determination to complete the 5-year socio-economic development plan (2021-2025), cadres, Party members and the people of the city need to promote the spirit of solidarity, strive to overcome difficulties, respond to patriotic emulation movements, and be determined to successfully achieve the socio-economic goals and tasks set forth.
