On December 9, Vice Chairman of the Provincial People's Committee Cao Van Cuong received and worked with the delegation of the Vietnam Rubber Industry Group led by Mr. Pham Hai Duong, Deputy General Director of the Group, on removing difficulties and obstacles in production, business, management and land use activities of Thanh Hoa Rubber One Member Co., Ltd.

Attending the meeting were leaders from various departments, agencies, the Provincial People's Committee Office, and relevant localities.

Currently, Thanh Hoa Rubber Company Limited, a subsidiary of Vietnam Rubber Industry Group, manages and utilizes nearly 9,246 hectares of land originating from agricultural and forestry farms, including: Thach Thanh Farm with an area of ​​over 497 hectares; Bai Tranh Farm with an area of ​​3,819 hectares; Thach Quang Farm with an area of ​​over 1,372 hectares; Van Du Farm with an area of ​​over 2,159 hectares; and Phuc Do Farm with an area of ​​nearly 1,400 hectares.

A representative from the leadership of Xuan Binh commune delivered a speech at the conference.

Over the years, the land management and utilization of Thanh Hoa Rubber Company Limited has faced several shortcomings, such as: leasing forest land and agricultural land to individuals not directly involved in agricultural production; and a lack of strict management of land use after leasing, leading to situations where land recipients freely transfer, buy, and sell lease contracts, and change land use purposes in violation of the law.

Furthermore, the company's land use is not strictly regulated, with some households contracting to build structures illegally on agricultural land, leading to disputes and potentially causing instability in political security and social order, affecting the progress of land clearance for other land-use investment projects in the province.

Local representatives proposed solutions to address the difficulties and obstacles in land management and use by Thanh Hoa Rubber Company Limited.

During the working session, delegates requested that the Vietnam Rubber Industry Group agree on the principle of transferring 76,269.5 hectares of land at 267 locations in 10 communes and towns in the former Thach Thanh district to local management; and consider providing support to 34 households and individuals with land lease contracts with Thanh Hoa Rubber Company Limited who are affected by the State's land acquisition for the Ban Mong Reservoir Project, Phase 1...

Mr. Pham Hai Duong, Deputy General Director of Vietnam Rubber Industry Group, spoke at the meeting.

Speaking at the meeting, Mr. Pham Hai Duong, Deputy General Director of Vietnam Rubber Industry Group, requested Thanh Hoa Rubber Company Limited to focus on reviewing and resolving difficulties and obstacles in production, business, management, and land use within the province, and to report to the Group on appropriate solutions; a document should be sent to the Department of Agriculture and Environment by March 30, 2026 at the latest for submission to the Provincial People's Committee.

At the same time, the company is urgently working with local authorities to resolve outstanding issues, ensuring the rights of the people and complying with legal regulations; reviewing the company's land to stabilize production and business, and taking care of the lives of its employees.

Vice Chairman of the Provincial People's Committee Cao Van Cuong delivered the concluding remarks at the meeting.

Concluding the meeting, Mr. Cao Van Cuong, Vice Chairman of the Provincial People's Committee, requested that the land disputes related to rubber plantations be resolved definitively, avoiding prolonged conflicts and resentment among the people, and preventing delays in land clearance for investment projects using land in the area.

The comrade suggested that after reviewing the situation, based on current regulations and the actual circumstances, appropriate support policies should be implemented to adequately address the legitimate rights of affected households and individuals.

The Vice Chairman of the Provincial People's Committee requested the Vietnam Rubber Industry Group to promptly provide its opinion and agree on the policy of transferring the land area of ​​the plantations belonging to Thanh Hoa Rubber Company Limited to local management. This will provide the Thanh Hoa Provincial People's Committee with a basis to respond to and resolve the rights of the people in accordance with regulations.

At the same time, based on the land use plan, localities and Thanh Hoa Rubber Company Limited are developing appropriate crop conversion solutions to ensure improved land use efficiency.
