Removing difficulties, promoting production and consumption of construction materials

Speaking at the meeting, Prime Minister Pham Minh Chinh stated: Sustainable development of the cement, steel and construction materials industry in our country is one of the extremely important issues, always of concern to the Government and the Prime Minister; there have been many policies to promote development to meet domestic consumption needs as well as export.

However, in recent years, due to the impact of many unfavorable factors at home and abroad, along with the real estate market not recovering, the production of cement, steel and construction materials has declined. The Prime Minister requested relevant ministries, branches and provinces to contribute solutions to remove difficulties and obstacles in order to promote the production and consumption of cement, steel and construction materials in the coming time.

In particular, promoting the provision of public investment projects, social housing, national target programs on new rural construction and other important projects...

According to the Ministry of Construction's report, the total cement and clinker production output in 2023 will only reach 92.9 million tons, the average operating line of the whole industry will only reach 75% of the total design capacity. The total consumption output in 2023 will only be 88% compared to 2022. In 2023, construction steel production will decrease by 12.2%; consumption will decrease by 11.2% compared to 2022.

In Tuyen Quang, the production and consumption of cement and construction materials are mainly produced under contracts, so there is no sign of decline. However, the current difficulty is that the quality and standards of construction materials, including brick products, are not high, leading to a limited rate of use in construction projects.

At the conference, delegates focused on assessing and analyzing the situation and identifying difficulties and challenges in the production and consumption of cement, steel and construction materials. On that basis, they also proposed solutions to overcome difficulties and promote the consumption market of construction materials.

Concluding the conference, Prime Minister Pham Minh Chinh acknowledged that enterprises operating in the field of construction materials have invested in upgrading production lines and improving the quality of products to meet international quality standards.

However, the mechanism and policy for construction materials production are still far behind other countries; fuel costs are high, the supply of raw materials for production is still inadequate, even depending on raw materials from abroad, which limits autonomy in production; domestic consumption and export markets are decreasing; lack of investment capital, etc.

To stimulate production activities and promote the consumption of construction materials, the Prime Minister requested ministries to closely follow the Government's direction on promoting sustainable production and business of construction materials; grant mining licenses in accordance with regulations to ensure adequate supply of materials for production, meeting domestic and export requirements.

At the same time, apply scientific and technological achievements to production to improve quality and increase product competitiveness; use mineral resources effectively and economically, make the most of material sources, recycle renewable materials to ensure green economic development, circular economy, and limit environmental impact.

Along with that, associations and enterprises also react quickly and promptly to fluctuations in construction material prices; carry out the construction of strategic infrastructure in both economic and social aspects to promote production activities and product consumption...
