The Department of Education and Training also stipulates that students who live in border areas between regions, or whose actual residence is different from their permanent residence, will be allowed to change their enrollment area. They need to fill out an application form, stating the reason for the change and have it accepted by the Head of the Department of Education and Training - the place where the application form is received. Students are not allowed to change their preferences after registration.

For students who only wish to study at self-financed public or private high schools, which recruit students using Hanoi's 10th grade exam results, they still have to take the exam to get admission scores.

In the application form, candidates write the name of a public high school in the first choice to be able to take the exam. In the second choice, candidates write "NCL".
