High school students following the 2018 general education program will experience changes to the high school graduation exam from 2025 onwards.

To prepare for the report to the Standing Committee of the Government on the plan for the high school graduation exam from 2025 onwards, on August 24th, at the Conference summarizing the 2022-2023 school year and implementing tasks for the 2023-2024 school year regarding quality management and inspection and supervision of provincial Departments of Education and Training, organized by the Department of Quality Management, Ministry of Education and Training in Ho Chi Minh City, the Ministry of Education and Training presented two options for feedback from leaders of provincial Departments of Education and Training.

Accordingly, the high school graduation exam will be conducted by subject, with compulsory subjects including Vietnamese language and literature, mathematics, foreign language, and history (for general education); Vietnamese language and literature, mathematics, and history (for continuing education); and elective subjects at the high school level including: physics, chemistry, biology, geography, economics and law education, informatics, and technology.

At the conference, the Ministry of Education and Training presented two options to survey the opinions of leaders of provincial Departments of Education and Training regarding the graduation exam method to be applied to students studying under the 2018 general education program, i.e., the high school graduation exam from 2025 onwards.

Accordingly, Option 1 includes mathematics, literature, foreign language, history, and two elective subjects from the chosen subjects.

Option 2 includes mathematics, literature, a foreign language, and two elective subjects from those already studied, including history.

Given the two options presented by the Ministry of Education and Training, the vice principal of a well-known high school in Thu Duc City (Ho Chi Minh City) believes that the second option is the most suitable.

The vice principal argued that compulsory subjects, such as history, should be included in the curriculum while exams should be based on needs and abilities. Learning should be career-oriented rather than simply testing knowledge, so the second option—three compulsory subjects and two elective subjects from those already studied, including history—is more in line with the goals set out in the 2028 curriculum. Having five subjects in the high school graduation exam would also make the exam less stressful. Using the first option, as previously proposed by the Ministry of Education and Training in the draft, would increase the number of subjects in the exam and heavily favor social science subjects.

At the same time, the vice-principal argued that universities now have many separate admission methods, with an increasing trend towards admission based on academic transcripts. "Therefore, choosing fewer subjects, with three compulsory subjects (mathematics, literature, and a foreign language) and two elective subjects from those already studied, is a suitable option that reduces pressure on candidates," the vice-principal emphasized.

Similarly, Mr. To Lam Vien Khoa, Vice Principal of Gia Dinh High School (Binh Thanh District, Ho Chi Minh City), also chose option number 2.

According to Mr. Vien Khoa, university admissions now have many methods besides just using the results of the high school graduation exam. Therefore, the most suitable exam method will be the one that makes things easier and reduces pressure for students.

Meanwhile, Mr. Huynh Thanh Phu, Principal of Bui Thi Xuan High School (District 1, Ho Chi Minh City), also believes that having three compulsory subjects – mathematics, literature, and a foreign language – and two optional subjects from those already studied, including history, would make students feel more comfortable.

"In addition, students will be proactive and flexible in choosing exam subjects after completing high school, according to their career orientation, and will develop their individual abilities and thinking skills," Mr. Phu emphasized.
