(Dan Tri) - Many National Assembly delegates affirmed that the revolution in streamlining the apparatus is a breakthrough change, and now is the ripe time to implement it.
Speaking at the national conference to disseminate and summarize the implementation of Resolution No. 18 of the 12th Party Central Committee, recently organized by the Politburo and the Secretariat, General Secretary To Lam affirmed that we have enough power and strength, enough will and determination to enter a new era, an era of rising up to develop the nation richly and strongly. According to the General Secretary, now is the time, the opportunity and the urgency, the inevitable objective requirement for the revolution in streamlining the organization of the political system so that the apparatus can operate effectively and efficiently. "There can be no more delay," the General Secretary emphasized. Expectations of opening a new chapter for national governance Talking to Dan Tri reporter about the issue of streamlining the organizational apparatus, delegate Bui Hoai Son, Standing Member of the National Assembly's Committee on Culture and Education , said that merging ministries and branches with similar functions is an important solution to optimize the effectiveness of State management, save resources and modernize the administrative apparatus.

According to Mr. Son, Resolution 18 of the Central Committee has laid the foundation for this change by emphasizing the study of theoretical and practical bases for multi-sectoral and multi-field management, while proposing solutions to improve the organization and reduce focal points. This shows a long-term vision and determination to reform to meet the country's development requirements. "The current time can be considered a ripe opportunity to realize this goal. Political determination from the highest leadership level and social consensus will be an important driving force to help Vietnam create a modern, streamlined and more effective administrative apparatus, well meeting the development requirements in the new period," said Mr. Son. Mr. Son said that General Secretary To Lam calling the streamlining of the apparatus a "revolution" not only shows its importance but also emphasizes the determination needed to carry out this task. This is truly a breakthrough change, not only to improve the effectiveness of State management but also to meet the country's sustainable development requirements in the new period. Streamlining the apparatus is not simply a mechanical reduction of the number of agencies or personnel, but a comprehensive restructuring, clarifying functions and tasks, eliminating overlaps and inadequacies that have existed for many years, according to Mr. Son. This, Mr. Son said, will help reduce the budget burden, create smoother coordination between agencies, and at the same time improve the quality of service to people and businesses. This is a vital factor to meet social expectations in the context of Vietnam's deep integration and increasing competitive pressure. "I believe that, with strategic vision and wise leadership, Vietnam can completely turn this revolution into reality, opening a new chapter for national governance," Mr. Son expressed. Leaders need to be pioneers and role models. Regarding this issue, according to delegate Nguyen Thi Viet Nga, member of the National Assembly's Committee on Culture and Education, Deputy Head of the National Assembly delegation of Hai Duong province, we need to first objectively recognize and assess that our State apparatus is still too cumbersome, with overlapping functions and tasks. "This is a very suitable time for us to carry out this revolution," Ms. Nga affirmed.

According to Ms. Nga, in a revolution, there is always sacrifice. In that sacrifice, the responsibility of cadres, party members, especially the responsibility of the leader is very important. This is a specific situation for the leader to promote and demonstrate his pioneering and exemplary role. The leader who sets an example for the common good will gain trust, spread and great consensus, thereby bringing high efficiency in streamlining the apparatus from the Central to the local level, Ms. Nga commented. On the contrary, Ms. Nga said that if the leader does not set an example, hesitates and is afraid, the implementation will be difficult. Therefore, the exemplary role of the leader is very important when implementing the streamlining of the apparatus. "The requirement when merging is to both streamline and improve the effectiveness and efficiency of the apparatus. To do so, we must review it carefully and scientifically . If we merge mechanically, it may be streamlined but not refined. And if it is not refined, it will not be effective," the female delegate affirmed.
It is necessary to have a reasonable solution for the downsized staff. Delegate Pham Van Hoa (Dong Thap) said that the downsizing will certainly be done, but attention should be paid to the implementation of policies for redundant human resources. According to Mr. Hoa, in the near future, the positions to be downsized will not only be employees, but also positions such as deputy department heads, department heads, department heads, even deputy ministers, ministers... so the number of redundant human resources is certainly not small, it can be up to thousands of people. Mr. Hoa said that there should be appropriate, clear, and specific policies so that those who may be downsized in the near future can be satisfied and happy to move on to other jobs. "The fundamental and core issue is the human issue. Solving the human issue will solve the problem of awareness and ideology," the delegate said.
