On Friday, November 8, 2024, the National Assembly continued its sixteenth working day (8th Session, 15th National Assembly) at the National Assembly building in Hanoi , under the chairmanship of National Assembly Chairman Tran Thanh Man.

MORNING
Content 1: Under the chairmanship of Vice Chairperson of the National Assembly Nguyen Thi Thanh, the National Assembly held a plenary session in the assembly hall to hear the following agenda items: (i) Minister of Culture, Sports and Tourism Nguyen Van Hung, authorized by the Prime Minister, presented the Proposal on the draft Law amending and supplementing a number of articles of the Advertising Law. (ii) Chairman of the National Assembly's Committee on Culture and Education , Nguyen Dac Vinh, presented the report on the review of the draft Law amending and supplementing a number of articles of the Law on Advertising . (iii) Minister of Industry and Trade Nguyen Hong Dien, acting on behalf of the Prime Minister, presented the draft Law on Chemicals (amended). (iv) Chairman of the National Assembly's Committee on Science , Technology and Environment, Le Quang Huy, presented the report on the review of the draft Law on Chemicals (amended). (v) Deputy Prime Minister Le Thanh Long, on behalf of the Government, presented the Proposal on the investment policy for the National Target Program on Drug Prevention and Control until 2030. (vi) Chairwoman of the National Assembly's Social Affairs Committee, Nguyen Thuy Anh, presented the report on the review of the investment policy for the National Target Program on Drug Prevention and Control until 2030.
Content 2: Under the chairmanship of Deputy Speaker Tran Quang Phuong, the National Assembly discussed the draft Law on Data in the plenary session. During the session, 15 National Assembly deputies expressed their opinions; the opinions generally agreed on the necessity of enacting the Law and many of its contents.
In addition, to further refine the draft Law, National Assembly deputies focused their discussions on the following contents: scope of regulation, subjects of application, structure, and title of the draft Law; consistency and uniformity within the legal system; definitions of terms; principles of data processing and protection; data security and privacy protection; rights and obligations of relevant parties in protecting personal data; state management of data; state policies on data; providing data to Party and State agencies and socio-political organizations; prohibited acts; data collection, digitization, creation, and establishment of data ownership; data classification; data storage; data public disclosure; data encryption and decryption; data transfer abroad; data transfer to foreign organizations and individuals; data standards and technical regulations; national comprehensive database; digital technology human resources; National Data Development Fund; The discussion covered topics such as the construction and development of the National Data Center; the data exchange platform; the timing of the Law's adoption; and its implementation. At the end of the session, Deputy Prime Minister Le Thanh Long delivered a speech clarifying and explaining several issues raised by National Assembly deputies.
AFTERNOON
The National Assembly discussed the following topics in group meetings: (i) Investment policy for the National Target Program on Drug Prevention and Control until 2030. (ii) Draft Law amending and supplementing a number of articles of the Advertising Law. (iii) Draft Law on Chemicals (amended).
Saturday, November 9, 2024 (i) Morning, The National Assembly convened a plenary session in the assembly hall to hear the following: the presentation and verification report on the draft Law on Employment (amended); and the presentation and verification report on the draft Law on Teachers. Following this, the National Assembly discussed in the assembly hall the draft Resolution on piloting the handling of evidence and assets during the investigation, prosecution, and trial of certain criminal cases. (ii) Afternoon, The National Assembly held group discussions on the Draft Law on Teachers and the Draft Law on Employment (amended).
