On the morning of June 29th, the National Assembly voted to approve the Resolution on Questioning and Answering Questions at the 7th Session of the 15th National Assembly.
With 472 delegates voting in favor (97.12%), the National Assembly officially passed this resolution.
Strictly handle violations related to the environment and mineral resources.
Presenting the report explaining, receiving, and revising the draft Resolution on questioning activities at the 7th Session of the 15th National Assembly, the Head of the National Assembly Office, Bui Van Cuong, stated that the Standing Committee of the National Assembly had received opinions from 420 National Assembly deputies, of which 386 deputies fully agreed with the draft Resolution, and 34 deputies basically agreed and offered suggestions on some specific contents.
Accordingly, regarding the field of natural resources and environment, some opinions suggest specifying a concrete deadline for ensuring the rate of access to clean and hygienic water for rural residents and terminating the operation of mineral exploitation and processing projects using outdated technology; proposing solutions to build centralized wastewater treatment systems in craft villages and strengthening inspection, supervision, and strict handling of violations.
The Standing Committee of the National Assembly found the opinions of the National Assembly deputies to be valid and therefore requested to incorporate them and adjust the relevant contents in the draft resolution.
Regarding the suggestion to clarify the concept of new marine economic sectors, the Standing Committee of the National Assembly believes that these new marine economic sectors have already been specifically defined in Resolution No. 36-NQ/TW dated October 22, 2018, of the Central Committee on the Strategy for Sustainable Development of Vietnam's Marine Economy to 2030, with a vision to 2045; therefore, they will not be specifically mentioned in the draft Resolution.
Regarding the field of industry and trade, Chairman Bui Van Cuong said there were suggestions to add content on strengthening market management, combating counterfeit, fake, and substandard goods; and focusing on ensuring food safety and hygiene.
Explaining the above content, Chairman Bui Van Cuong stated that the issues raised by the delegates do not fall under the group of issues to be questioned at this session. Furthermore, the Standing Committee of the National Assembly has issued Resolution No. 499/NQ-UBTVQH15 dated March 28, 2022, on questioning activities at the 9th session, which includes a requirement for this content, therefore, it is requested that it not be added to the draft resolution.
Promoting Vietnamese artwork abroad.
Regarding the fields of culture, sports , and tourism, suggestions were made to add content on the dissemination of Vietnamese art works abroad; the development of community tourism in rural areas; and solutions to overcome existing shortcomings and limitations, and improve the efficiency of using state budget funds from the Tourism Development Support Fund.
"The Standing Committee of the National Assembly recognizes that the opinions of the National Assembly deputies are consistent with the content of the questioning session, and wishes to incorporate them into the draft resolution," Chairman Bui Van Cuong emphasized.
Regarding the National Assembly delegates' suggestion to add content on improving mechanisms and policies for the effective management and operation of the physical education and sports infrastructure system, the Standing Committee of the National Assembly stated that the solutions for implementing Conclusion No. 70-KL/TW dated January 31, 2024, of the Politburo on the development of physical education and sports in the new period, the promulgation of the Strategy for the Development of the Vietnamese Physical Education and Sports Sector until 2030, with a vision to 2045; and the Planning of the Network of Cultural and Sports Facilities for the period 2021-2030, with a vision to 2045, in the draft Resolution already encompass the content raised by the delegates.
"Therefore, the Standing Committee of the National Assembly requests that this not be added to the draft Resolution," Chairman Bui Van Cuong informed.
In the field of auditing, there was a suggestion to exclude provisions for handling audit teams that issue conclusions or recommendations that are impractical or inconsistent with reality. The Standing Committee of the National Assembly found the opinion of the National Assembly deputies to be valid and accepted it, omitting the aforementioned provision from the draft Resolution.
Regarding the proposal to add some requirements and solutions to strengthen state management and improve the quality of independent audits, the Standing Committee of the National Assembly reports: At the 31st session of the Standing Committee of the National Assembly (March 2024), National Assembly deputies questioned the Minister of Finance, and the Standing Committee of the National Assembly issued Resolution No. 1035/NQ-UBTVQH15 dated April 8, 2024. This resolution included several requirements and solutions to strengthen state management and improve the quality of independent audits.
"Therefore, the Standing Committee of the National Assembly requests not to add some requirements and solutions to strengthen state management and improve the quality of independent auditing in the draft resolution," Chairman Bui Van Cuong emphasized.
Furthermore, some National Assembly deputies suggested that the Government and the Prime Minister should issue, within their authority, a general mechanism for handling inspection conclusions and audit recommendations that are no longer feasible due to force majeure, or report to the Standing Committee of the National Assembly or the National Assembly for consideration and decision in cases exceeding their authority.
Regarding the above content, Chairman Bui Van Cuong stated that the authority to issue a general mechanism for handling inspection conclusions and audit recommendations needs to be studied and proposed by relevant agencies in accordance with legal regulations and practical application, and therefore should not be included in the draft resolution.
In addition, there were some specific comments on the technical aspects of the text, which the Standing Committee of the National Assembly studied, incorporated, and adjusted as in the draft resolution.
