1. Procedure for separating a driver's license that combines car and motorcycle licenses.
Specifically, Clause 3, Article 33 of Circular 12/2017/TT-BGTVT stipulates that individuals who already possess an integrated driver's license combining both time-limited and unlimited-term licenses, if they wish to separate the licenses, must follow the procedures for separating the licenses as prescribed in Article 38 of Circular 12/2017/TT-BGTVT (amended by Circular 01/2021/TT-BGTVT):
- Documents required for renewing a driver's license issued by the Department of Transport include:
+ Application form for driver's license renewal as prescribed in Appendix 19 issued with Circular 12/2017/TT-BGTVT;
+ A copy of your driver's license, identity card or citizen identification card or valid passport with the identity card or citizen identification card number (for Vietnamese citizens) or a valid passport (for foreigners and Vietnamese citizens residing abroad).
- Individuals must prepare one set of documents as prescribed in Clause 1, Article 33 of Circular 12/2017/TT-BGTVT and submit them directly or via the online public service system to the Vietnam Road Administration or the Department of Transport.
- In cases where the driver submits the application in person, they must have their photo taken at the driver's license issuing authority when they come to complete the driver's license renewal procedure and must present the original copies of the aforementioned documents for verification, except for the documents specified in points a and b, clause 1, Article 33 of Circular 12/2017/TT-BGTVT.
- In cases where applications are submitted through the online public service system, individuals must fill out the forms according to the instructions and are responsible for the accuracy and legality of the information provided; upon receiving the driver's license, the old driver's license must be returned for record keeping.
- The driver's license will be returned at the agency that received the application or through public postal services as requested by the individual; in the case of submitting the application through the online public service system, the driver's license will be returned to the individual who applied for the license.
2. Regulations on driver's license classification
(1) Class A1 is awarded to:
- Drivers are permitted to operate two-wheeled motorcycles with a cylinder capacity from 50 cm3 to under 175 cm3;
- People with disabilities operate three-wheeled motorcycles designed for people with disabilities.
(2) Class A2 is issued to drivers to operate two-wheeled motorcycles with a cylinder capacity of 175 cm3 or more and other types of vehicles specified for Class A1 driving license.
(3) Class A3 is issued to drivers to operate three-wheeled motorcycles, vehicles specified for Class A1 driving licenses and similar vehicles.
(4) Class A4 is given to drivers to operate small tractors with a payload of up to 1,000 kg.
(5) Class B1 automatic is issued to non-professional drivers to operate the following types of vehicles:
- Automatic transmission passenger cars with up to 9 seats, including the driver's seat;
- Trucks, including automatic transmission trucks with a design payload of less than 3,500 kg;
- Cars for people with disabilities.
(6) Class B1 is issued to non-professional drivers to operate the following types of vehicles:
- Passenger cars with up to 9 seats, including the driver's seat;
- Trucks, including specialized trucks, with a designed payload of less than 3,500 kg;
- The tractor is pulling a trailer with a design load capacity of less than 3,500 kg.
(7) Class B2 is granted to professional drivers to operate the following types of vehicles:
- Special-purpose vehicles with a designed payload of less than 3,500 kg;
- Types of vehicles specified for a B1 driver's license.
(8) Class C is given to drivers to operate the following types of vehicles:
- Trucks, including specialized trucks and specialized vehicles with a designed payload of 3,500 kg or more;
- Tractors that tow trailers with a design load capacity of 3,500 kg or more;
- Types of vehicles specified for B1 and B2 driver's licenses.
(9) Class D is given to drivers to operate the following types of vehicles:
- Passenger vehicles with 10 to 30 seats, including the driver's seat;
- Types of vehicles specified for B1, B2, and C driver's licenses.
(10) Class E is issued to drivers to operate the following types of vehicles:
- Vehicles carrying more than 30 passengers;
- The types of vehicles specified for B1, B2, C, and D driver's licenses.
(11) People with driving licenses of categories B1, B2, C, D and E, when driving the corresponding types of vehicles, are allowed to tow an additional trailer with a design load of not more than 750 kg.
(12) Class F is issued to people who already have driving licenses of classes B2, C, D and E to operate corresponding types of automobiles towing trailers with a design load greater than 750 kg, semi-trailers, and passenger cars with attached trailers, as specified below:
- The FB2 license is issued to drivers of automobiles to drive the types of vehicles specified in the B2 driver's license with a trailer, and also allows them to drive the types of vehicles specified for the B1 and B2 driver's licenses;
- Class FC licenses are issued to drivers of automobiles to operate the types of vehicles specified in Class C driver's licenses, including vehicles with trailers, tractor-trailers, and vehicles specified for Class B1, B2, C, and FB2 driver's licenses;
- The FD license class allows drivers to operate the types of vehicles specified in the D license class with a trailer, and also allows them to operate the types of vehicles specified for B1, B2, C, D, and FB2 licenses.
- Class FE license grants drivers the right to drive the types of vehicles specified in the Class E driver's license, including those with trailers, and allows them to operate passenger cars with attached trailers and all types of vehicles specified for Class B1, B2, C, D, E, FB2, and FD driver's licenses.
(13) Driving license categories used for drivers of sleeper buses and city buses (used for passenger transport business by bus) shall comply with the provisions of Clauses 9 and 10, Article 16 of Circular 12/2017/TT-BGTVT. The number of seats on the vehicle is calculated according to the number of seats on passenger buses of the same type or buses with equivalent dimensions that only have seats.
