On December 13th, at the Vietnam-Cuba Friendship Hospital in Dong Hoi (Quang Tri province), the Ministry of Health organized the 2025 Medical Response Exercise in Terrorism Situations (YTKB-2025). Deputy Minister of Health Do Xuan Tuyen, Head of the Steering Committee for Counter-Terrorism, Ministry of Health, chaired the exercise.

Attending the program were representatives from units under the Ministry of Public Security , the Ministry of National Defense, agencies and hospitals under the Ministry of Health, leaders of the Quang Tri Provincial People's Committee, and representatives from relevant departments, sectors, and localities.
Speaking at the program, Deputy Minister of Health Do Xuan Tuyen said that, in addition to the task of examining, treating, and caring for the health of the people, the Ministry of Health considers maintaining political security, social order and safety, and the safety of medical supplies and assets at medical facilities, especially hospitals, to be of paramount importance.

Every year, the Minister of Health issues directives and plans on national defense and security, instructing subordinate units and provincial/city health departments to coordinate with local military and police agencies to effectively ensure security and order, prevent and combat terrorism, and guarantee the safety of patients and healthcare facilities.
The units are developing medical response plans for potential emergencies in the area. This contributes to building and strengthening the national defense posture, linked with the people's security posture, making it increasingly solid and preventing any unexpected or passive response to any situation.

The Deputy Minister emphasized that the medical response drill in a terrorist situation is an important step to enhance the leadership capacity of Party organizations, the management capacity of unit leaders, and the advisory and coordination capabilities of agencies and units in responding to and handling such situations.
According to the hypothetical scenario, the Vietnam-Cuba Friendship Hospital in Dong Hoi receives 40 victims of a mass poisoning incident at an industrial zone. The hospital mobilizes personnel and facilities across various specialties to provide emergency care and treatment for the victims.

According to the hypothetical scenario, the leadership of the Vietnam-Cuba Friendship Hospital in Dong Hoi held a meeting to discuss response plans upon receiving information about a large number of patients suffering from food poisoning in the industrial zone.
Of the 40 patients, 15 with moderate symptoms were transferred to the Department of Tropical Diseases for monitoring and care. Of the 5 with severe symptoms, 3 critically ill patients were transferred to the Intensive Care and Toxicology Unit, and the remaining 2 severely ill patients were also transferred to the Intensive Care and Toxicology Unit for treatment.

The hospital mobilized personnel and facilities, focusing on various specialties to provide emergency care and treatment for the victims.
According to the Quang Tri Provincial Center for Disease Control (CDC), the cause of the mass food poisoning is suspected to be Escherichia coli O157:H7 bacteria (a bacterium primarily transmitted through the digestive tract).

According to the hypothetical scenario, three critically ill patients are transferred to the Intensive Care and Toxicology Unit.
This is a serious and large-scale poisoning incident in the province. Along with admitting patients, the hospital's management board reported the case to the Ministry of Health, the Ministry of Health's Counter-Terrorism Steering Committee, the Chairman of the Quang Tri Provincial People's Committee, the Director of the Provincial Police, and the Director of the Provincial Department of Health to carry out information gathering, investigation, and clarification of the cause of the poisoning.

The exercise closely followed the planned content, requirements, and scenarios; all exercise contents were fully implemented as directed by the Steering Committee for Counter-Terrorism of the Ministry of Health. The participating forces demonstrated a high sense of responsibility, overcame difficulties, maintained unity and solidarity, thoroughly understood their tasks, mastered the procedures and techniques, handled situations effectively according to the scenario, and successfully completed all assigned roles.

Concluding the program, Deputy Minister of Health Do Xuan Tuyen remarked that the exercise was organized according to the intended purpose and requirements, from receiving and processing information to promptly activating the pre-developed medical response plans. The content closely reflected the actual situation and ensured absolute safety for personnel, equipment, and vehicles.
