The meeting was held in person and online between the Government headquarters and 27 provinces and centrally-run cities with important national and key transport projects in the area. Attending the meeting were Deputy Prime Minister Tran Hong Ha, Minister of Construction Tran Hong Minh, members of the Steering Committee, leaders of ministries, ministerial-level agencies, and government agencies; leaders of provinces and cities; representatives of corporations, general companies, project management boards, investors, and contractors participating in the projects.

In his opening speech, Prime Minister Pham Minh Chinh said that we are in the heroic atmosphere of the 80th anniversary of the historic August Revolution and National Day September 2. The Prime Minister stated that to achieve the economic growth target of 8.3 - 8.5% in 2025, high but sustainable growth, one of the driving forces is to promote public investment. Currently, the total number of projects under the Steering Committee is 120 projects/component projects, in 30 provinces and cities (including 3 areas: roads, aviation and seaports). Stating that reality shows that localities that invest well in infrastructure will have good double-digit growth, the Prime Minister emphasized that the implementation of these projects is important for promoting growth; promoting the role of public investment in activating and leading private investment; opening up new development space, connecting inter-provincial, inter-regional, national and regional connections; increase the added value of land; contribute to reducing traffic congestion, creating a bright, green, clean and beautiful environment. The Prime Minister expressed his concern that despite actively removing many difficulties and obstacles, the disbursement rate of public investment capital this year, although about 6% higher than the same period last year and more than nearly 140 trillion VND in absolute terms, is still not as expected, while the requirement this year is to disburse 100% of public investment capital, the requirement for stronger development, and the people's expectations are greater. There is no reward greater than the joy and excitement of the people when the projects are completed, the Prime Minister expressed. Therefore, the Prime Minister requested ministries, branches and localities to review the work with a spirit of speed, boldness and efficiency; learn from existing experiences to actively speed up the work even more. For example, the Phong Chau bridge project assigned to the military unit has helped reduce the implementation time from 1 year to 10 months and saved 300 billion VND. The Prime Minister stated that if the project is put into operation early, it will save capital, be more effective, and bring benefits to the State and the people. The Prime Minister emphasized that the lesson is to have the spirit of daring to face difficulties and challenges, daring to think, daring to do, daring to take responsibility with a pure spirit, for the country, for the people, self-reliance, self-reliance, not waiting or relying. Along with that, the experience of this term has reduced the number of public investment projects, thereby reducing the situation of spreading, concentrating resources to speed up projects. The Prime Minister requested provinces, cities, and Project Management Boards to learn from good models and good practices in the past, to innovate thinking and methods, mobilize resources, and further speed up projects. Localities must definitely take responsibility for site clearance, in the spirit that the Central Government will strongly decentralize to localities.

At the meeting, the Ministry of Construction (Standing Body of the Steering Committee) reported specifically on the results of the implementation of assigned tasks, clearly pointing out the existing problems, obstacles and difficulties; clearly proposing measures for implementation in the coming time, especially projects that must be completed by 2025. Leaders of ministries and branches who are members of the Steering Committee reported specifically on the implementation of assigned tasks. Localities focused on reporting on the handover of land and relocation of technical infrastructure; the construction status of projects in the plan to complete 3,000km of highways by 2025 (including some projects such as component projects 3, 5 Ring Road 3 Ho Chi Minh City, component project 1 Bien Hoa - Vung Tau, Tuyen Quang - Ha Giang expressway, component projects An Huu - Cao Lanh; Huu Nghi - Chi Lang, Dong Dang - Tra Linh); Difficulties in construction investment management when implementing the two-level government model and performing a number of state management tasks decentralized from the Ministries related to key projects.

In his concluding remarks, Prime Minister Pham Minh Chinh said that at the 19th Meeting on July 31, 2025, the Head of the Steering Committee assigned 33 tasks to ministries, branches and localities. In the past time, the ministries and branches have actively implemented and achieved positive results, completing 12 tasks on time. Some important tasks have been completed such as completing an additional 208 km of expressway compared to the 19th Meeting, bringing the total number of expressways put into operation to 2,476 km; starting the Dau Giay - Tan Phu project, Ho Chi Minh City - Long Thanh, component project 3 of Hanoi Ring Road 4; successfully organizing the inauguration ceremony, starting the construction of 250 projects to celebrate the 80th anniversary of National Day on August 19, 2025; reporting to the Prime Minister the investment plan to expand the Eastern North - South expressway sections under the PPP method; timely reward collectives and individuals with high achievements; completed and submitted to the Government the Resolution on specific mechanisms and policies to remove difficulties in implementing the Law on Geology and Minerals. On this occasion, the Prime Minister thanked the people in the areas where the projects were located for giving up land for the projects. However, some localities have not yet completed site clearance for projects and rest stops; the progress of implementing some projects is slower than the direction of the Prime Minister. Therefore, relevant localities, agencies and enterprises need to be more determined to completely complete the site clearance and relocation of technical infrastructure; At the same time, speed up the construction progress to compensate for the volume and regain the slow progress. The Prime Minister stated that from now until the end of 2025, there are only nearly 4 months left, the weather is in the rainy and stormy season with many unfavorable fluctuations, the workload is still a lot, requiring the competent agencies to continue to promote the achievements that have been achieved, make efforts to implement the assigned tasks to complete the projects on schedule, contribute to disbursing 100% of public investment capital in 2025, strive for economic growth in 2025 to reach 8.3-8.5% and create momentum for the following period to achieve double-digit growth.

Must exceed the target of 3,000 km of highways and 1,700 km of coastal roads

Regarding key tasks, the Prime Minister requested to complete and exceed the target of putting into operation 3,000 km of expressway, opening the expressway from Cao Bang to Ca Mau and over 1,700 km of coastal road in 2025; at the same time ensuring the basic completion of the Long Thanh International Airport project in 2025. This is a heavy task but we will do it, the Prime Minister stated.

Directing a number of specific tasks, regarding investment preparation procedures, the Prime Minister requested Nghe An, Quang Tri, Quang Ngai, and Cao Bang provinces to be proactive in implementing and completing pre-feasibility study reports to submit to competent authorities for approval of investment policies for the Vinh - Thanh Thuy, Cam Lo - Lao Bao, Quang Ngai - Kon Tum, and Bac Kan - Cao Bang expressway projects, to be completed in December 2025. Hanoi City and Bac Ninh and Gia Lai provinces speed up the preparation and approval of feasibility study reports for the Gia Binh airport connecting road project and the Quy Nhon - Pleiku project, to be completed in December 2025. The Ministry of Construction speeds up the approval of projects and starts construction of the Ho Chi Minh City - Trung Luong - My Thuan expressway expansion project in the fourth quarter of 2025. Ho Chi Minh City and Lam Dong province speed up the selection of investors, contractors, and related procedures to start construction of the Ho Chi Minh City - Moc Bai project. Tan Phu - Bao Loc in the fourth quarter of 2025. Regarding site clearance , Ho Chi Minh City and the provinces of Dong Nai, Lang Son, Tuyen Quang, Quang Tri, Can Tho, An Giang, and Ca Mau need to seriously implement the Prime Minister's instructions and promptly hand over the remaining site of projects scheduled to be completed in 2025, in September 2025. The provinces of Quang Ngai, Khanh Hoa, Lam Dong, and Dong Nai urgently speed up the handover of site for rest stop projects on the Eastern North-South Expressway, to complete it no later than September 2025.

Regarding construction materials, the Prime Minister requested to urgently submit a Government Resolution on a number of specific mechanisms and policies to remove current difficulties and obstacles. Regarding construction organization, the Ministry of Construction, localities, and agencies managing projects under construction will review and update the progress of projects to direct investors and contractors to supplement human resources and equipment, increase construction teams, organize construction in 3 shifts and 4 teams to speed up progress to ensure completion on time, especially for projects planned to be completed in 2025. The Prime Minister especially noted a number of projects that need to be urgently completed according to the set schedule, including the Cao Bang - Lang Son and Chau Doc - Can Tho - Soc Trang expressways; Traffic projects connecting Long Thanh airport, runway 2 of Long Thanh airport... Investors should note that they must ensure quality, environmental hygiene, and labor safety according to regulations. They must not ignore or shorten technological processes and procedures for the sake of progress, choose materials that do not meet standards, and cause environmental hygiene and labor safety at the construction site...
