Official dispatch sent to the Secretaries and Chairmen of the People's Committees of the provinces and cities of: Quang Ninh, Hai Phong, Thai Binh, Nam Dinh, Hoa Binh, Lao Cai, Yen Bai , Son La, Lai Chau, Dien Bien, Ha Giang, Cao Bang, Bac Kan, Thai Nguyen, Tuyen Quang, Phu Tho, Vinh Phuc, Lang Son, Bac Giang, Bac Ninh, Hai Duong, Hanoi, Hung Yen, Ha Nam, Ninh Binh, Thanh Hoa; Ministers of Ministries, Heads of ministerial-level agencies, and agencies under the Government.
In accordance with the Politburo 's conclusion in document No. 11261-CV/VPTW dated September 9, 2024, and following the directives issued during recent inspections of the aftermath of Typhoon No. 3 in several localities, the Prime Minister requests:
The Party Secretaries and Chairmen of the People's Committees of the provinces and cities in the areas affected by the aforementioned storms and floods, with the goal of ensuring the safety, health, and lives of the people as the top priority, shall directly instruct relevant agencies to: With the utmost urgency, continue to focus on searching for and rescuing those still missing (paying particular attention to ensuring the absolute safety of the search and rescue forces); provide free medical treatment for the injured; organize timely visits and encouragement to relatives and provide thoughtful support for the funeral arrangements of those who died. Organize relief efforts with food, supplies, and essential goods for households at risk of starvation, especially those in isolated areas; arrange temporary housing for households that have lost their homes. Absolutely no one should be left hungry, cold, or homeless. Inspect, review, and compile a complete and accurate report on all damages to production, property of people and businesses, and state infrastructure, and submit it to the Prime Minister by September 12, 2024; proactively mobilize local resources and other legitimate sources of capital to urgently address the consequences of storms and floods, quickly stabilize people's lives, and promptly restore production and business activities.
The Ministers of the Ministries of National Defense and Public Security instructed the military regions and subordinate units to deploy forces and resources (including helicopters) to reach and assist in transporting food, provisions, dried food, bread, milk, relief supplies, etc., to people in areas still isolated; and to support the people in overcoming the consequences of natural disasters as requested by the localities.
The Minister of Health directed the treatment of the injured; promptly provided sufficient medicine, ensured medical examination and treatment for people in areas affected by natural disasters, and guided people on how to treat drinking water and the environment to prevent outbreaks of disease after storms and floods.
The Minister of Industry and Trade effectively carries out state management in the assigned sectors and fields, directing the Vietnam Electricity Group and related agencies and organizations to focus on repairing and restoring the power system as quickly as possible, ensuring electricity supply for production, business and people's lives, with priority given to ensuring electricity supply to hospitals, medical facilities, and important production activities; developing plans to ensure sufficient supply of goods, strengthening market control, preventing shortages, unreasonable price increases, and the consumption of counterfeit and substandard goods; and promoting domestic consumption.
The Ministry of Education and Training has directed the urgent cleaning of school premises and the repair of damaged infrastructure caused by storms and floods; it has also mobilized the entire education sector and the entire nation to support schools and educational institutions with teaching equipment, books, and learning materials that have been damaged, creating conditions for students to return to normal schooling as soon as possible.
The Minister of Transport directed that efforts be focused on quickly repairing key transportation routes serving the transport of relief supplies and search and rescue operations, while also ensuring traffic safety.
The Minister of Information and Communications effectively carries out state management of media and press, and directs telecommunications corporations to ensure signal coverage for production, business, and services for the people.
The Minister of Labour, Invalids and Social Affairs directed relevant agencies to coordinate with localities to review households affected by floods and promptly propose food assistance for households at risk of food shortages, ensuring stable living conditions for people, especially those in isolated areas.
The Governor of the State Bank of Vietnam instructed credit institutions and commercial banks to proactively review and compile the losses of customers with outstanding loans, promptly apply policies to support interest rates, freeze debts, extend repayment periods, and continue lending so that people and businesses have the conditions to restore production and business.
The Minister of Finance directed the effective implementation of policies on tax and fee deferral, exemption, and reduction for organizations, individuals, and businesses affected by storms and floods, in accordance with the law; requested insurance companies to promptly compensate policyholders for losses, ensuring timely, complete, and accurate compensation in accordance with contract agreements and legal regulations; and promptly coordinated with the Ministry of Labor, Invalids and Social Affairs to propose the allocation of rice to households at risk of food shortages in accordance with regulations and authority.
The Prime Minister requested the Minister of Agriculture and Rural Development to: Continue to direct and promptly implement measures to ensure the safety of dikes and dams, detect and handle incidents promptly from the outset; direct measures to mitigate the impact of storms and floods on agricultural production, and restore agricultural production immediately after storms and floods; direct the compilation of needs, promptly report and propose to competent authorities to decide on support for seeds to restore agricultural production, preventing food shortages in the coming period, especially during the end of 2024 and the Lunar New Year.
Ministers, heads of ministerial-level agencies, government agencies, and leaders of Party committees and local governments, according to their assigned functions and duties, should actively and proactively direct and organize the implementation of support for localities to overcome the consequences of storms and floods as prescribed.
The provinces of Ha Giang, Lao Cai, and Yen Bai are taking all possible measures to control floodwaters flowing from upstream into Thac Ba Lake. Hanoi City and the provinces of Tuyen Quang, Phu Tho, Vinh Phuc, and especially Yen Bai, are preparing for the worst-case scenario for Thac Ba Lake, as directed by the Prime Minister at the online meeting on the afternoon of September 10, 2024.
The Prime Minister assigned Deputy Prime Minister Ho Duc Phoc and Deputy Prime Minister Le Thanh Long to directly supervise relevant ministries, agencies, and localities in seriously implementing this directive.
The Government Office, in accordance with its assigned functions and duties, shall monitor and urge the implementation of this Directive; and promptly report to the Prime Minister and the Deputy Prime Ministers in charge of any unforeseen or emerging issues.
