On September 9th, at the Government headquarters, under the chairmanship of Prime Minister Pham Minh Chinh, the Government held its regular monthly meeting for August 2023. Attending the meeting were Deputy Prime Ministers Le Minh Khai, Tran Hong Ha, and Tran Luu Quang; and Ministers and heads of ministerial-level agencies and government agencies.

At this meeting, the Government discussed and assessed the socio-economic situation in August and the first eight months of 2023; the implementation of the socio-economic recovery and development program, the allocation and disbursement of public investment capital, and the implementation of three national target programs; and the situation regarding improving the investment and business environment and enhancing national competitiveness.

In addition, the Government reviewed reports on the implementation of the socio-economic development plan for 2023 and the projected socio-economic development plan for 2024; a mid-term assessment of the implementation of the five-year socio-economic development plan (2021-2025); the implementation of the public investment plan for 2023 and the projected public investment plan for 2024; a mid-term assessment of the medium-term public investment plan for the period 2021-2025; and several other important issues.

The socio-economic situation in August continued its positive trend.

After listening to the speeches and concluding the meeting, Prime Minister Pham Minh Chinh affirmed that, in the context of very difficult international and domestic conditions, thanks to the decisive involvement of the entire political system, the people and the business community, under the leadership of the Party, the socio-economic situation in August continued its positive trend, with many areas achieving better results than in July, maintaining the momentum of "each month better than the previous month, each quarter better than the previous quarter," contributing to the overall results of the first eight months of 2023.

In August and the first eight months of the year, the most important achievement was reaching the overall goals set forth in the Resolutions and Conclusions of the Central Party Committee, the National Assembly, and the Government. These goals include: maintaining macroeconomic stability; controlling inflation; promoting growth; ensuring major balances, social welfare, and people's living standards; maintaining political and social stability; safeguarding national defense and security; strengthening foreign relations and international integration; and preserving a peaceful and stable environment for national development.

Analyzing the results, shortcomings, limitations, difficulties, challenges, causes, and lessons learned, the Prime Minister emphasized six key lessons. These included the strict implementation of the Party, State, and Government's leadership and guidance; tightening discipline and order in management and administration; strengthening unity and improving coordination among ministries, sectors, and localities; and accurately assessing the situation and responding with timely and effective policies according to assigned functions, tasks, and authority.

Furthermore, it is necessary to uphold the spirit of self-reliance and self-improvement, striving harder in the face of difficulties; fostering a spirit of daring to think, daring to act, and daring to take responsibility for the common good; promoting decentralization and delegation of power, emphasizing the responsibility of leaders while allocating resources appropriately and strengthening inspection, supervision, and control of power; unlocking, mobilizing, and effectively utilizing all internal and external resources; accelerating key projects and works; promoting administrative procedure reform and improving the investment and business environment; actively listening to and decisively and promptly resolving difficulties and obstacles faced by citizens and businesses.

Analyzing the situation and outlining the key tasks and solutions to be implemented in September, the remaining months of 2023, and the coming period, the Prime Minister emphasized the need for resolute, persistent, and determined efforts to achieve the overall objectives set forth.

This includes developing appropriate response plans and scenarios, incorporating both breakthrough short-term solutions and fundamental long-term solutions; while prioritizing growth, focusing on removing difficulties and obstacles for production and business, while maintaining macroeconomic stability and ensuring social security and people's livelihoods.

"This is a particularly important issue that needs to be clearly identified as a key task for all levels, sectors, and localities in September and the remaining months of 2023," the Prime Minister noted.

The Prime Minister requests that ministries, sectors, and localities continue to resolutely and effectively implement the Resolution of the 13th National Congress of the Party, the Resolutions and Conclusions of the Central Committee, the Politburo, the Secretariat, key leaders; of the National Assembly, the Government, and the directives of the Prime Minister.

In particular, Prime Minister Pham Minh Chinh requested a focus on promoting three growth drivers. Regarding investment, he emphasized accelerating the disbursement of public investment capital, decisively implementing the socio-economic recovery and development program and the three national target programs; maximizing the investment resources of state-owned corporations and enterprises; further promoting private and foreign investment; strengthening public-private partnerships (PPP); actively and proactively attracting selective, high-quality FDI; and focusing on technology transfer, linkages with domestic businesses, and participation in regional and global supply chains.

Regarding export dynamics, the Prime Minister directed the maintenance and consolidation of traditional markets while actively expanding into new markets; strengthening guidance and support for people and businesses to improve product and service quality to meet new conditions and standards, especially green standards; taking advantage of opportunities from signed FTAs; and accelerating negotiations and signing of new trade agreements, commitments, and linkages.

Regarding consumption, the Prime Minister requested a focus on strongly developing the domestic market; promoting the "Vietnamese people prioritize using Vietnamese goods" campaign; organizing widespread promotional programs to stimulate consumer demand; strongly developing e-commerce; strengthening connectivity and ensuring a balance between supply and demand of goods, especially essential goods; and strengthening the prevention and fight against smuggling and trade fraud…

Regarding fiscal and monetary policy management, the Prime Minister proposed continuing to implement a proactive, flexible, timely, and effective monetary policy; coordinating synchronously, closely, and harmoniously with a rational, focused, effective, swift, and decisive expansionary fiscal policy and other policies to prioritize promoting growth while ensuring macroeconomic stability.

Considering the importance of macroeconomic coordination among ministries and agencies, the Prime Minister requested the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Industry and Trade, the State Bank of Vietnam, and other ministries, agencies, and localities to closely monitor international and domestic developments in order to have synchronized, appropriate, timely, and effective policy responses. He emphasized the need to pay special attention to and seriously learn from this experience.

The head of the government requested that the progress and quality of regional and provincial planning be ensured and completed in 2023. At the same time, focus should be placed on implementing the Power Development Plan VIII; first and foremost, the implementation plan should be finalized and issued immediately in September 2023.

In addition, focus on developing key sectors such as industry, especially processing and manufacturing, agriculture, services, and tourism; continue to focus on removing difficulties and obstacles, reforming administrative procedures, digital transformation, and implementing Project 06; prioritize the development of culture and social fields, ensuring national defense and security; strengthen foreign relations; and enhance information and communication work to create consensus and solidarity throughout society and international solidarity.

The Prime Minister has assigned specific tasks to each ministry, sector, and locality. In particular, the Prime Minister requested that the People's Committees of provinces and centrally-governed cities focus on proactively carrying out the work of preparing, appraising, approving, or reporting on planning within their authority; and further accelerate the disbursement of public investment capital, the socio-economic recovery and development program, and the three national target programs in their respective areas.

Local authorities must focus on land clearance and preparing materials for leveling and construction of expressways passing through their areas; accelerate administrative procedure reforms; concentrate on resolving difficulties and obstacles for production and business within their jurisdiction; proactively develop policies to support businesses and workers through specific programs, plans, and projects; strengthen discipline and order, strictly handle and promptly replace cases of officials and civil servants who evade responsibility, shirk their duties, or violate the law.
