Deputy Prime Minister Tran Hong Ha signed Official Dispatch No. 111/CD-TTg dated November 4, 2024, from the Prime Minister on focusing on implementing urgent and key tasks and solutions to combat illegal, unreported, and unregulated (IUU) fishing, and preparing to welcome and work with the 5th Inspection Team of the European Commission.
The official dispatch was sent to the Ministers of the Ministries of Agriculture and Rural Development, Finance, Planning and Investment, Information and Communications, Foreign Affairs, Public Security, and National Defense; the Chairpersons of the People's Committees of 28 coastal provinces and centrally-administered cities; and the Chairpersons of the Associations and Societies of: Vietnam Fisheries, Vietnam Tuna, and Seafood Processing and Export.
The official dispatch stated: After 7 years of combating IUU fishing, ministries, departments, and localities have made many efforts in implementing tasks and solutions to combat illegal, unreported, and unregulated (IUU) fishing. However, many goals and tasks remain unachieved or are behind schedule as directed by the Party Central Committee, the Government, the Prime Minister, and the EC, related to issues concerning registration and issuance of fishing licenses, handling of "three-no" fishing vessels; violations of regulations on the installation, management, and operation of vessel monitoring systems (VMS); and especially, the situation of Vietnamese fishing vessels and fishermen violating regulations on illegal fishing in foreign waters continues to be complex.
To resolutely lift the "Yellow Card" warning issued during the 5th EC inspection, and to prevent negative impacts on the development of the fisheries sector and the livelihoods of coastal fishing communities, especially to avoid diminishing the prestige, position, and image of the nation, the Prime Minister requests relevant ministries, agencies, and localities to organize thorough dissemination, assign specific tasks, clearly define the responsibilities of each agency and unit, the completion time, and the expected results to seriously and effectively implement the tasks and solutions to combat IUU fishing as outlined in Directive No. 32-CT/TW of the Party Central Committee, Resolution No. 52/NQ-CP of the Government, and the directives of the Prime Minister and the Head of the National Steering Committee on IUU. The responsibility of the heads of Party committees, Party organizations, and governments at all levels in carrying out the task of combating IUU fishing must be emphasized. Timely encouragement, commendation, and review, along with strict handling of responsibility for cases of failure to fulfill assigned duties and responsibilities.
Proactive and timely coordination among ministries, sectors, localities, and forces in sharing information, combating, preventing, and handling illegal, unreported, and unregulated (IUU) fishing activities. Directing subordinate law enforcement forces to launch a high-intensity campaign in November to simultaneously deploy patrol, inspection, and control forces to handle fishing vessels with "three no's" (no registration, no permits, no licenses, no permits ...

The Ministry of Agriculture and Rural Development, in collaboration with the Ministry of Information and Communications and the Ministry of Science and Technology, will review and refine regulations and standards regarding equipment and the installation of connected devices on fishing vessels to ensure quality and prevent the removal or disabling of vessel tracking devices.
The presiding body, in coordination with ministries, sectors, and technology enterprises, will continue to invest in and upgrade the information infrastructure for fisheries management, the national fisheries database (VNFishbase), the vessel monitoring system (VMS), and apply information technology and artificial intelligence in analyzing, monitoring, supervising, and penalizing IUU fishing activities.
The Ministry of National Defence directs the Navy, Border Guard, and Coast Guard to take the lead and coordinate with the Fisheries Surveillance and other maritime law enforcement forces to continue strengthening patrols, inspections, and controls in the maritime areas bordering countries where Vietnamese fishing vessels frequently violate regulations on illegal fishing.
The Ministry of Public Security is focusing its efforts on directing police forces and the police of 28 coastal provinces and centrally-administered cities to control the situation of fishing vessels being bought, sold, or transferred without proper ownership registration, "three-no" fishing vessels, and fishing vessels and fishermen from other localities operating in their jurisdiction without complying with the law.
The Ministry of Foreign Affairs directs Vietnamese diplomatic missions in relevant countries to strengthen cooperation with host countries in sharing and exchanging information on the arrest and handling of Vietnamese fishing vessels and fishermen, and to promptly provide this information to domestic authorities for investigation and handling in accordance with Vietnamese law. It also promotes bilateral cooperation on combating IUU fishing with countries that arrest and handle Vietnamese fishing vessels and fishermen; and establishes hotlines between Vietnam and these countries to address issues related to fishing vessels and fishermen of both countries operating at sea.
Specifically, the Chairpersons of the People's Committees of the 28 coastal provinces and centrally-administered cities will directly lead and direct the tasks and solutions to combat IUU fishing, and will be responsible to the Prime Minister for the results of implementation in their localities; they must urgently conduct a comprehensive review and classification of the fishing fleet, decisively address fishing vessels with "three no's" (no registration, no registration, no ownership transfer), fishing vessels that have been bought, sold, or transferred without changing ownership; fishing vessels that are still operating or no longer operating, those whose registration has been cancelled, and local fishing vessels operating in other provinces...; ensure a clear understanding of the current situation and strict management; fully update fishing vessel data into the national fisheries database; and complete this before November 20, 2024.
