At the meeting, Prime Minister Pham Minh Chinh thanked the government and people of New York City for the warm welcome to the high-ranking Vietnamese delegation.
The Prime Minister congratulated the New York City government on overcoming the COVID-19 pandemic and quickly recovering and developing its socio-economy .
The Prime Minister shared that New York holds many historical moments in the Vietnam-US relationship, is where President Ho Chi Minh came to work and is also where the Vietnamese flag was raised at the United Nations Headquarters in 1977.
The Prime Minister said that the establishment of the Comprehensive Strategic Partnership between the two countries will create many new opportunities for more substantive and extensive bilateral cooperation. The Prime Minister affirmed that Vietnam attaches importance to promoting cooperation with New York, the world's leading commercial and financial center, and will ensure the interests of investors and businesses from the United States in general and New York in particular in Vietnam.
The Prime Minister expressed his satisfaction with the strong and substantive developments in the cooperative relationship between New York and Vietnamese agencies and localities, including educational and training cooperation with over 1,500 Vietnamese students studying and researching at universities in New York state.

Emphasizing that New York City is one of the areas with a large Vietnamese community living, studying and working, the Prime Minister thanked the New York City government for paying attention to the Vietnamese community in the locality.
The Prime Minister said that there is still a lot of room to promote multifaceted cooperation between New York and Vietnamese localities and agencies, especially in the fields of economics, investment, people-to-people exchange, local cooperation, science and technology, innovation, etc.
Accordingly, the Prime Minister expressed his delight at the signing of the Memorandum of Understanding on Establishing Friendship and Cooperation between Ho Chi Minh City and New York City, considering this a vivid demonstration of the good relations between Vietnam and the United States in general and between the localities of the two countries in particular, and hoped that more cooperative relations between the localities of the two countries would be established in the coming time. The Prime Minister also invited the Mayor to visit Vietnam again soon.

On this occasion, Prime Minister Pham Minh Chinh witnessed Chairman of the Ho Chi Minh City People's Committee Phan Van Mai and Mayor of New York sign a memorandum of understanding establishing a sister city relationship between New York City and Ho Chi Minh City.
According to Chairman of the Ho Chi Minh City People's Committee Phan Van Mai, this is of great significance to the two cities, not only symbolic but also demonstrating a strong commitment to promoting comprehensive, substantive and effective cooperation between the two countries at all levels.
Ho Chi Minh City is once again the first locality to establish a sister city relationship with a US locality in the context of the two countries making strong progress in relations (previously in 1995 with the city of San Francisco at the time the two countries normalized relations).
The sister city relationship between the two cities will be a solid foundation, facilitating bilateral cooperation programs. On the basis of this sister city relationship, Mr. Phan Van Mai hopes that the two cities will focus on promoting experience exchange and cooperation in the fields of economics, finance, culture, environment (especially related to climate change), science and technology, innovation and education.
In addition to the links at the government level, establishing a sister city relationship between the two cities will open up space for businesses from both sides to connect, enhance cooperation, and expand markets through organizing business delegations and joint trade and investment promotion activities between the two cities.
In particular, the twinning relationship between Ho Chi Minh City and New York City - one of the world's important financial centers, can bring many benefits to both cities and support Ho Chi Minh City in realizing its goal of becoming a regional and international financial center.
