On the evening of November 28, Prime Minister Pham Minh Chinh presented the appointment decision and assigned tasks to Minister of Transport Tran Hong Minh and Minister of Finance Nguyen Van Thang.

Must complete key projects, mobilize financial resources for development

Also attending the meeting were members of the Politburo , members of the Party Central Committee, Deputy Prime Ministers, members of the Government, leaders of ministries, branches and central agencies.

At the event, Prime Minister Pham Minh Chinh presented the President's decisions appointing Mr. Tran Hong Minh as Minister of Transport and Mr. Nguyen Van Thang as Minister of Finance .

The Head of Government congratulated the two newly appointed Ministers and acknowledged and commended the important contributions of Mr. Ho Duc Phoc in successfully completing his duties as Minister of Finance and continuing to hold the position of Deputy Prime Minister.

Regarding the two new Ministers of Transport and Finance, the Prime Minister emphasized that the tasks of the two Ministries play an important role in the overall tasks of the Government, especially in accelerating and making breakthroughs to complete tasks and targets in 2024 and 2025 and implementing major tasks to turn around the situation and change the state in the coming time.

Stating that in the coming time, in the context of many opportunities but also many challenges, the Government's tasks are very heavy, the Prime Minister emphasized the viewpoint that resources originate from thinking, motivation originates from innovation, and strength originates from the people.

Assigning tasks to the two Ministers, the Prime Minister hoped that they would promote their strengths and work experience, "share the joys and sorrows" with the Government to inherit and promote the valuable traditions and experiences, and the great results and achievements of the Government through the periods.

Further promote the spirit of responsibility, solidarity, and unity. Once determined, we must be even more determined. Once tried, we must try even harder. Once made an effort, we must try even harder. Once acted decisively, we must be even more decisive. Once effective, we must be even more effective.

Respecting time, intelligence and timely and decisive decisions, "what is said must be done, what is discussed must be understood, what is done must be done, what is done must be completed", doing each task properly, finishing each task, meeting new requirements under the direction of General Secretary To Lam in the new era, the era of national growth, the era of wealth and prosperity, the people are increasingly well-off and happy.

Noting a number of key tasks, the Prime Minister requested Minister Nguyen Van Thang and the Ministry of Finance to continue to effectively implement the expansionary fiscal policy with focus and key points, restructure the national financial system, save regular expenditures, focus on development investment and development of the capital market, financial market, and mobilize development resources.

Minister Tran Hong Minh and the Ministry of Transport continue to deploy and complete important national and key projects in the transport sector, especially the basic completion of the Long Thanh airport project in 2025, contributing to creating a stronger breakthrough in the transport sector.

At the same time, the Prime Minister noted that the two Ministers and the Government should perform well the tasks of reviewing, arranging, streamlining the apparatus, reducing staff; and doing better in preventing and combating corruption, negativity, and waste.

Resolutely and effectively implement transportation projects

In his speech accepting the assignment, Minister of Transport Tran Hong Minh expressed his clear awareness that the transport sector is a key economic and technical sector, holding an important position and role, and is the subject implementing one of the three strategic breakthroughs in socio-economic development, contributing to the cause of building and defending the socialist Vietnamese Fatherland in the new situation.

Citing the teachings of President Ho Chi Minh during his lifetime, "Transportation is the lifeblood of an organization. Good transportation makes everything easy. Bad transportation makes everything delayed," Minister Tran Hong Minh said that Uncle Ho's teachings are the guiding principle for all activities of the industry, especially in the current context when the country is striving to achieve the goals of rapid, sustainable development and international integration.

The new Minister pledged to make every effort, together with the Party Committee and the collective leadership of the Ministry of Transport, to concentrate their intelligence, efforts, solidarity, unity, and strictly implement the principle of democratic centralism, etc. to successfully complete the tasks assigned by the Party, the State, and the people, especially in implementing the Resolution of the 13th National Congress of the Party and the goals, programs, and action plans of the Government for the period 2021-2026.

In particular, the Minister outlined a number of key tasks such as resolutely and effectively implementing, ensuring the progress and quality of important national projects and key projects of the transport sector; resolutely and urgently implementing the North-South high-speed railway project immediately after the National Assembly approved the investment policy and railway routes connecting with China; focusing on thoroughly handling projects that are being suspended, delayed, or prolonged...

In the context of the international situation still having many unpredictable changes, especially the political instability and armed conflicts taking place in some regions of the world, natural disasters still have the potential for complex and unpredictable developments, which will continue to cause many difficulties, challenges and significantly affect the implementation of political tasks of the transport sector.

"To realize the above tasks, I personally, together with the collective leadership, civil servants, public employees, and workers of the Ministry of Transport, continue to thoroughly grasp the awareness and act resolutely according to the guiding motto and action goals of the Government and the Prime Minister, which are "unity, integrity; discipline; streamlining, effectiveness, efficiency; dynamism, innovation," said Minister Tran Hong Minh.

Mobilizing and effectively using national financial resources

Speaking at the inauguration ceremony, Minister Nguyen Van Thang said that the Ministry of Finance is multi-sectoral and multi-field, with heavy political tasks, large scale, and many areas of work with wide scope of influence.

He affirmed that he will try to promote his experience and practical work to work with the Party Executive Committee and the leadership of the Ministry of Finance to promote the spirit of solidarity, unity, and focus on directing the immediate implementation of assigned political tasks.

Notably, the new Minister emphasized the task of focusing on improving the quality of civil servants, building a professional, honest and dedicated administration for the benefit of the people.

Continue to restructure state budget expenditures in a sustainable manner, save regular expenditures, increase accumulation from the state budget for development investment expenditures, strengthen decentralization and delegation of authority, create initiative and clear responsibility in financial management at all levels.

Strengthen discipline and order in performing public duties, promote administrative reform in resolving and implementing assigned tasks.

At the same time, mobilizing and effectively using financial resources is one of the key tasks of the financial sector to serve national strategic goals.

In particular, priority is given to investment in areas that drive growth such as: transport infrastructure, energy, information technology and sustainable urban areas.
