The Ministry of Construction urgently prepares a feasibility study report for the Lao Cai - Hanoi - Hai Phong railway project to start the project on December 19, 2025 according to Official Dispatch No. 158/CD-TTg; coordinates with the Ministry of Science and Technology to complete the announcement of standards and regulations for high-speed railways and Lao Cai - Hanoi - Hai Phong railways in October 2025 according to the provisions of law; coordinates with the Ministry of Agriculture and Environment to update land use needs related to route adjustment, conversion of rice land and forest land use, appraisal of environmental impact assessment reports and coordinates with localities to proactively clear land according to the Resolutions of the National Assembly.
Emphasizing the spirit of "nothing is impossible", the assignment must be "6 clear": Clear people, clear work, clear time, clear responsibility, clear authority, clear products and assigning Deputy Prime Ministers to directly direct specific related fields, the Government Office monitors and urges, the Prime Minister requires ministries and agencies to report every Saturday on assigned tasks; proactively resolve difficulties and problems within their authority, if beyond their authority, report to competent authorities for consideration and decision.

Previously, the Government Office issued Notice No. 462/TB-VPCP on the conclusion of the Government Standing Committee at the meeting on technical standards and regulations in the railway sector.
The Government Standing Committee applauded the efforts of the Ministry of Construction, the Ministry of Science and Technology, and relevant agencies and units in carrying out their assigned tasks related to the implementation of key national railway projects. However, the progress has not yet met requirements and there is still much work to be done.
The relevant standards and regulations are a very important scientific basis for the implementation of the next steps such as choosing the form of investment, determining the criteria for selecting investors, etc., ensuring that railway projects will be implemented synchronously, safely and effectively. This viewpoint has been directed by the Prime Minister throughout many documents, and needs to be seriously grasped and learned from by relevant agencies and units, reviewed for delays in implementation in the past time, and promptly and proactively coordinate closely to carry out the following tasks:
The Ministry of Construction, the Ministry of Science and Technology, relevant agencies and units, according to their assigned functions and tasks, based on the direction of the Politburo, the Resolution of the National Assembly, the Government, international experience, and the actual conditions of Vietnam, shall select the most optimal, safe, and effective technology; develop, appraise, and promulgate standards and regulations for high-speed railways and Lao Cai - Hanoi - Hai Phong railways in accordance with the correct processes, procedures, authorities, and regulations, to be completed in October 2025.
On that basis, consider selecting investment methods and investors in accordance with the correct processes, procedures, authority and legal regulations in October 2025; report to the Prime Minister on matters beyond authority.
