Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 60/CD-TTg dated June 22, 2024, regarding the organization of the 2024 high school graduation exam and the management of children and students during the summer break.
Official dispatch sent to the Secretaries of the Provincial and City Party Committees of provinces and centrally-administered cities; the Chairmen of the People's Committees of provinces and centrally-administered cities; and the Ministers of the Ministries of Education and Training, Public Security, National Defense, Health, Labor-Invalids and Social Affairs, and Information and Communications.
Over the years, the Party, the State and all levels of government have always paid special attention to the organization of the High School Graduation Exam and the management of children and students during the summer vacation. All levels and sectors from the central to local levels and the entire political system have participated and coordinated with the education sector to implement these tasks.
To ensure the 2024 High School Graduation Examination (hereinafter referred to as the Examination) is conducted safely, seriously, and meticulously; and to ensure safe and beneficial recreational activities for children and students during the summer vacation, the Prime Minister requests: The Secretaries of Provincial and City Party Committees, and the Chairmen of the People's Committees of provinces and centrally-administered cities should focus on directing and instructing Party committees, governments, and relevant organizations at all levels to participate and coordinate effectively with the Education sector to prepare the best conditions for the Examination; and strictly implement Directive No. 15/CT-TTg dated May 16, 2024, of the Prime Minister on strengthening the direction and coordination of the 2024 Examination and university and vocational education admissions.
Local authorities are directing relevant levels, sectors, and organizations to coordinate closely with the Education sector to implement measures to ensure absolute security and safety for the exam; proactively prevent, detect, and handle acts of using high-tech devices to cheat in the exam. At the same time, they are creating favorable conditions for accommodation and transportation for students, especially those from ethnic minority groups, policy beneficiary families, remote areas, students with disabilities, and students in areas affected by natural disasters, to participate in the exam, with the motto that no student should have to miss the exam due to economic or transportation difficulties.
Authorities proactively implemented measures to prevent and control natural disasters and epidemics, ensure food safety and environmental hygiene, and provide sufficient electricity and water for daily use during the examination period; they also effectively carried out inspection, examination, and supervision of the examination, and strictly handled cases of violations of examination regulations and the dissemination of inaccurate information about the examination.
All levels of government, organizations, especially the Youth Union, Women's Union, and Child Protection Committees at all levels, should create conditions for children and students to enjoy safe, healthy, and beneficial recreation during the summer break. They should also coordinate with families to manage and supervise children and students during their time away from school, ensuring their safety, especially in preventing accidents, injuries, drowning, and child abuse in the online environment.
Ministers of ministries, heads of ministerial-level agencies, and heads of government agencies shall coordinate with the Ministry of Education and Training to seriously implement Directive No. 15/CT-TTg dated May 16, 2024, of the Prime Minister and implement measures to ensure the safety, seriousness, and effectiveness of the examination, including: The Ministry of Education and Training shall ensure the quality, accuracy, and absolute safety of the exam questions, focusing on directing and strengthening comprehensive inspection, examination, and supervision of the examination. The Ministry of Public Security and the Ministry of National Defense shall direct the police forces in their respective units and localities to closely coordinate with the education sector to implement measures to ensure absolute security and safety for the examination, preventing, detecting, and promptly handling any acts of using high-tech devices to cheat in the examination.
The Ministry of Health directs localities to deploy disease prevention and control work, ensure food safety, environmental sanitation, prepare human resources, materials, and medical equipment to carry out medical examination and treatment for candidates and those participating in the organization of the exam with health problems.
The Ministry of Labour, Invalids and Social Affairs urges and guides localities to implement child care and protection work, especially preventing accidents and injuries, preventing drowning among children, and strengthens inspection and supervision of the implementation of this work.
The Ministry of Information and Communications directs localities to implement measures to prevent and combat child abuse in cyberspace.
The Prime Minister has assigned Deputy Prime Minister Le Thanh Long to direct ministries, agencies, and localities to oversee the implementation of the examination and the management of children and students during the summer break in accordance with this Official Dispatch and the directives of the Government and the Prime Minister.
The Government Office, in accordance with its assigned functions and duties, shall monitor and urge the implementation of this Directive, and promptly report any arising issues to the Prime Minister.
This year, the total number of candidates registered for the exam is 1,071,393 (an increase of more than 45,000 candidates compared to 2023). There are 46,978 independent candidates, accounting for 4.38% of the total number of candidates.
The number of candidates who registered online was 1,014,020, accounting for 94.66%; the remaining candidates who registered in person were independent candidates and a small number of 12th-grade students who could not register online for various reasons.
The total number of candidates registered for exemption from the Foreign Language exam is 66,927, accounting for 6.25%.
There are 2,323 exam sites and 45,149 exam rooms during the exam.
Representatives from various ministries and agencies discussed ensuring security and safety for the exam, maintaining the confidentiality of exam papers, preventing cheating using high-tech devices, and ensuring medical services for the exam.
