Pioneering in attracting resources for development.
According to Prime Minister Pham Minh Chinh, the central task of the Ministry of Planning and Investment is to effectively coordinate macroeconomic policies, with growth being the most important indicator, especially GDP growth. If growth continues at a steady 6.5-7% in the coming years, the two centenary goals (the 100th anniversary of the founding of the Party and the 100th anniversary of the founding of the nation) will not be achieved.
To achieve high growth targets, the Prime Minister requested the ministry to implement five pioneering initiatives, including pioneering in innovative thinking, because innovative thinking creates resources.
Institutions must be recognized as the breakthrough of breakthroughs; institutions that do not keep pace with the realities of development must be amended and supplemented, and existing institutions that create obstacles must be removed.
Pioneering in attracting resources for development, state resources must be used efficiently, and private resources and foreign investment must be attracted for national development.
Pioneering innovation and restructuring the economy.
And pioneering in building a national database, formulating policies based on databases, and developing artificial intelligence based on Vietnam's databases.
Mergers require sacrifices from civil servants.
Regarding the policy of merging the Ministry of Planning and Investment with the Ministry of Finance, the Prime Minister affirmed that the Party has directed it, the Government has agreed, the National Assembly has concurred, and the people support it, so there is no turning back now.
The Prime Minister stated that the merger of the two ministries would not eliminate any functions, but would reduce the number of departments and personnel, improve quality, and ensure efficiency.
Since we prioritize the people, all policies must be directed towards the grassroots. There will soon be a policy to send civil servants to the grassroots level. If 11,000 communes and wards agree to go, then each locality will need 3 civil servants, which would require 33,000 positions.
Furthermore, during the merger and streamlining process, young personnel must be trained and provided with additional knowledge; this should be seen as an opportunity. Those who have better opportunities should be given favorable policies.
"Of course, there must be dedication and sacrifice from officials and civil servants within the ministry. When merging and combining, the internal organization must control and arrange internal affairs harmoniously and rationally in the spirit of compromise and sacrifice," the Prime Minister affirmed.
According to a report by the Ministry of Planning and Investment, as of December 2024, the ministry had 23 units performing state management functions, including: 1 general department, 5 departments, and 17 divisions and equivalent units, a decrease of 2 divisions compared to the previous term.
In 2024, the ministry continued to reorganize public service units; currently, the ministry has 27 public service units.

GDP growth rate in 2024 is projected to reach 7%.
Speaking at the industry's concluding conference, Minister of Planning and Investment Nguyen Chi Dung also acknowledged that the revolution in streamlining the organizational structure was an opportunity for the planning, investment, and statistics sector to reflect on its 79-year development journey.
From the beginning of 2020 until now, and especially from 2024 onwards, the world has witnessed many changes, and the economic structure is changing rapidly.
Looking back at 2024, Minister Nguyen Chi Dung stated that the planning, investment, and statistics sectors had achieved positive results, with many highlights such as: proactive and innovative thinking, rapid growth, breakthrough development, using development to maintain stability, and stability to promote development.
Thanks to this, the scale and potential of the economy continue to be enhanced. By the end of 2024, the economy is likely to achieve 15 out of 15 key targets, with a growth rate of approximately 7%, exceeding the set target (6-6.5%), including many key localities such as Hanoi, Ho Chi Minh City, Hai Phong, Quang Ninh, Nghe An, Dong Nai, and Binh Duong.
The Ministry also implemented three strategic breakthroughs in institutions, infrastructure, science and technology, and human resources, achieving many tangible results thanks to innovation in thinking, approach, methods, and organizational implementation.
Many policies and solutions have been implemented synchronously, promptly, and effectively to support production and business, especially small and medium-sized enterprises, in overcoming difficulties and adapting to new global trends.
Furthermore, Vietnam continues to be an attractive destination for global FDI flows, which are currently declining and increasingly competitive among countries. FDI attracted in the first 11 months is estimated at nearly $31.4 billion, with implemented FDI reaching approximately $21.7 billion, a 7.1% increase compared to the same period last year.
In particular, the signing of an agreement between the Government and NVIDIA, a leading global technology corporation, to establish an Artificial Intelligence (AI) Research and Development Center and an AI Data Center, according to Minister Nguyen Chi Dung, is a historic turning point for Vietnam, positioning the country as a leading AI research and development center in Asia.
