Prime Minister Pham Minh Chinh expressed his joy and emotion at meeting the Emir of Qatar again after a year of significant progress in bilateral relations; he also expressed his lasting impression of the Emir's statement, "Vietnam-Qatar relations have no limits," reflecting the Emir's concern and affection for Vietnam and the relationship between the two countries.
Prime Minister Pham Minh Chinh congratulated Qatar on its outstanding achievements under the wise and insightful leadership of the Emir, which have led to Qatar's rapid and sustainable development, a modern economy , strong national security and defense, and an increasingly prominent role on the international stage.
The Emir of Qatar expressed his great pleasure at meeting Prime Minister Pham Minh Chinh again; sharing that the Arab people in general and Qatar in particular have deep affection for Vietnam, admiring Vietnam's glorious historical traditions and its great development achievements today, especially in infrastructure, agriculture and technology.
The Emir of Qatar stated that, in addition to traditional areas of cooperation, both sides need to strengthen and expand cooperation in new fields, especially science and technology, innovation, and energy… and Qatar is ready to increase investment in Vietnam in the coming time.
Affirming that there are no limits in relations with Vietnam, the Emir of Qatar stated that Qatar is always open to cooperation with Vietnam, suggesting that both sides should explore common areas of cooperation; he also indicated that following the talks between Prime Minister Pham Minh Chinh and the Prime Minister of Qatar, the two countries would sign many important documents, creating a foundation for deepening bilateral relations.
However, the relationship between the two countries should not be limited to these documents. Both sides need to promote new, focused cooperation opportunities, especially in strategic national-level investment areas and large-scale infrastructure projects. The Emir of Qatar supports and hopes for more Vietnamese companies to invest in Qatar, and agrees to create favorable conditions for the Vietnamese community to live and work stably in Qatar.
Prime Minister Pham Minh Chinh expressed his gratitude for the deep affection the Emir of Qatar has for Vietnam; he agreed with the Emir that although the political relations between the two countries are good, economic cooperation has not yet reached its full potential and strengths.
Prime Minister Pham Minh Chinh requested the Emir of Qatar to continue paying attention to and supporting the promotion of Vietnam-Qatar relations, realizing the determination and commitment of the leaders of both sides. This includes considering the early negotiation and signing of important documents to create a solid legal framework for bilateral cooperation, such as: a Free Trade Agreement or a Comprehensive Economic Partnership Agreement, an Agreement on food security and energy security between the two countries; and promoting the Qatar Investment Fund to invest in strategic infrastructure, healthcare infrastructure, and education infrastructure.
Prime Minister Pham Minh Chinh affirmed that with a large population of over 100 million people, Vietnam can supplement Qatar's resources by increasing the number of high-quality workers sent to work in Qatar; thanked and requested Qatar to continue providing scholarships for Vietnamese students to study Arabic; and encouraged both sides to expand cooperation in the fields of digital transformation, green transformation, and circular economy.
Both sides agreed to upgrade their relationship to a new level soon, meeting the aspirations and interests of the people of both countries; and to strengthen coordination and consultation on regional and international issues, for peace, stability, cooperation, and development in the region and the world.
Prime Minister Pham Minh Chinh highly appreciated the role of Qatar and the efforts of the Emir in seeking measures to unite and mediate in the current complex issues; affirming Vietnam's support for the just struggle of the Palestinian people, its support for the two-state solution, and its readiness to cooperate with Qatar in ensuring stability and peace in the region.
The two leaders welcomed the promotion of people-to-people exchanges, connecting the two cultures, and the advancement of negotiations and the signing of a visa waiver agreement for holders of ordinary passports, facilitating travel for citizens of both countries; they agreed to instruct relevant ministries and agencies to immediately implement the commitments and agreements made during the visit.
Prime Minister Pham Minh Chinh conveyed greetings and congratulations from General Secretary To Lam, President Luong Cuong, and National Assembly Chairman Tran Thanh Man, inviting the Emir of Qatar to visit Vietnam in 2025. The Emir of Qatar happily accepted the invitation and affirmed his anticipation for the upcoming visit to Vietnam.
