Prime Minister: Socio-Economic Subcommittee needs to clarify bottlenecks in development

The Prime Minister asked members of the 14th National Party Congress's Socio -Economic Subcommittee to propose breakthrough solutions to achieve goals and strategies, striving to become a developed country by 2045.

On the afternoon of August 23, Politburo member, Prime Minister Pham Minh Chinh, Head of the Socio-Economic Subcommittee of the 14th National Party Congress (Subcommittee) chaired the 3rd meeting of the Subcommittee to review the work and results of the Subcommittee's activities; give comments on the draft Report on the assessment of 5 years of implementing the 10-year Socio-Economic Development Strategy 2021-2030, and the directions and tasks for socio-economic development in the 5-year period 2026-2030, before reporting to the Politburo and submitting to the 10th Central Conference, 13th tenure.

Attending the meeting were Politburo members: Secretary of the Party Central Committee, Chief Justice of the Supreme People's Court Nguyen Hoa Binh; Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Minister of National Defense Phan Van Giang.

Also attending were Deputy Prime Minister Tran Hong Ha, leaders of a number of ministries, branches, central and local agencies.

Opening the meeting, Prime Minister Pham Minh Chinh, Head of the Subcommittee, said that after the second meeting, the Subcommittee has been proactive, active, and made efforts to deploy and complete many tasks to ensure progress and quality.

Among them, the 9th Central Conference has approved the detailed outline of the Socio-Economic Report; developed the Draft Socio-Economic Report; researched, compared, and updated the content of the Draft Political Report according to the principle that the Political Report is the central report and the Socio-Economic Report is a thematic report.

The Editorial Team of the Document Subcommittee and the Socio-Economic Subcommittee regularly exchanged information to ensure consistency and updates between the two reports. The Subcommittee organized survey and working delegations in the following regions: Northern Midlands and Mountains, Red River Delta, North Central and Central Coast, and Central Highlands.

Along with studying valuable reports, proposals and recommendations from the practices of localities in the Regions and in-depth research topics of a number of ministries and branches on important and key areas, the Editorial Team updated and drafted the Report on the assessment of 5 years of implementing the 10-year Socio-Economic Development Strategy 2021-2030, and the directions and tasks for socio-economic development for the 5 years 2026-2030.

The Prime Minister requested that at this Session, the Subcommittee members focus on discussing and contributing comments to the draft Report on the assessment of 5 years of implementing the 10-year Socio-Economic Development Strategy 2021-2030, and the directions and tasks for socio-economic development for the 5 years 2026-2030.

Among them, analyzing and assessing the international and regional context, updating new and unusual developments in the world situation affecting our country, especially the COVID-19 pandemic, strategic competition, conflicts, etc.

Meanwhile, our country also has internal difficulties and challenges and must deal with emerging issues, as well as many long-standing issues.

Along with that is the assessment of the process of thoroughly grasping and implementing the Resolution of the 13th National Party Congress; reviewing the direction, administration, and decisions to turn around the situation, change the status, prevent and control the COVID-19 pandemic, restore and develop the economy, ensure social security, maintain political security, social order and safety, national defense, foreign affairs and international integration; especially the results of implementing the 3 strategic breakthroughs; building plans; developing socio-economic regions.

The Prime Minister pointed out that it is necessary to state the results of the general goals, compare them with the region and the world; affirm the assessment of the 13th National Party Congress: "Our country has never had such a foundation, potential, prestige and international position as today". This shows that Vietnam has followed, progressed with and surpassed the group of developing countries, participating with countries with a level of development in a number of fields.

The Prime Minister also requested the Subcommittee members to analyze and clearly state the limitations and bottlenecks in socio-economic development; the subjective and objective causes of both results and limitations, and lessons learned.

Along with that, the Subcommittee members proposed to add new viewpoints, main goals, and contents suitable to the context and situation, especially breakthrough solutions to achieve the basic, strategic goals, striving to make our country a developing country with modern industry and high average income by 2030, and a developed country with high income by 2045./.
