Prime Minister Pham Minh Chinh has signed Directive No. 34 on rectifying, enhancing transparency, and preventing corruption in the review, purchase, sale, and rental of social housing.
The directive was issued in the context of existing shortcomings that pose a risk of negative consequences in the implementation of the review, purchase, lease-purchase, and rental of social housing in some projects in Hanoi , Da Nang, and Ho Chi Minh City.
This includes the phenomenon of large crowds gathering when submitting applications, a lack of regulation in the application process leading to frustration, and the emergence of negative services; (The appearance of illegal brokers, intermediaries, "selection scams," promises of "winning the lottery," advertisements for " diplomatic quotas," and "guaranteed application processing.")
In addition, some individuals are taking advantage of the policy by submitting applications to multiple projects and having relatives register under their names.

In some projects, the public disclosure of project information, number of apartments, approval results, and buyer lists is not timely; some social housing projects announce selling prices 30-40% higher than the general market price, causing public confusion; post-contract verification and transfer monitoring are not truly effective, posing a risk of speculation and exploitation of policies.
These shortcomings, if not promptly rectified and strictly addressed, will erode public trust, affect social equity, distort policies, create an environment conducive to corruption and vested interests, and generate a hidden market in accessing social housing, as directed by the Prime Minister.
To promptly rectify the situation, the Prime Minister requested that localities publicly disclose project information after commencement, conduct inspections, verify eligibility, and limit cases where a single applicant submits applications for multiple projects.
The Prime Minister directed that the list of people eligible to buy or rent-to-own social housing be made public after the contract is signed, and that the list of eligible buyers or rent-to-own applicants be updated on the website of the Department of Construction to facilitate post-audit work and avoid duplication of applicants.
In addition, government leaders have requested inspections and audits to ensure that the selling price of social housing is calculated correctly and comprehensively, preventing businesses from exploiting the State's lenient policies for personal gain.
The Prime Minister instructed local authorities to coordinate with the police to strictly handle illegal brokerage and profiteering in the processing of documents, buying and selling of social housing.
In parallel with that policy, the Prime Minister noted the need to strengthen post-audit procedures for the purchase, lease-purchase, and rental of social housing.
If any organization or individual is found to be dishonest or violating regulations in declaring and verifying eligibility for social housing support policies, the benefits must be revoked, strict penalties imposed, and the list of violators publicly disclosed.
The Prime Minister also demanded strict penalties for investors and businesses that violate legal regulations in the process of approving applications, or for organizations and individuals engaging in illegal brokerage activities or exploiting policies for personal gain.
He directed the establishment of a hotline, a channel for receiving and processing feedback, and public announcements on the local government's electronic information portal.
For developers of social housing projects, the Prime Minister requested that a public lottery be held in cases where the number of applications to buy or rent-to-own exceeds the number of apartments, with representatives from the local Department of Construction participating as supervisors; and encouraged inviting press and media agencies to increase transparency.
Investors are prohibited from collecting deposits or authorizing individuals or trading platforms to collect deposits outside of regulations; they must proactively coordinate with relevant authorities to detect and strictly handle organizations, individuals, trading platforms, and brokers who use the guise of "support" or "consultation" for personal gain.
The Ministry of Public Security is tasked with directing commune-level police to verify income eligibility for low-income urban residents without labor contracts, based on information from the population database; and directing investigations and prosecutions of cases involving illegal brokerage, fraud, and manipulation of social housing purchase applications.
