Construction of the coastal road project, Nga Son - Hoang Hoa section.
As one of the province's strategic transport projects, the 23.7km long coastal road section of Nga Son - Hoang Hoa, with a total investment of thousands of billions of VND, plays a role in connecting economic , industrial and coastal tourism zones. Up to now, all site clearance work has been completed and 100% handed over to contractors. However, the expected completion date of December 31 this year is facing a lot of pressure, as contractors still have a huge amount of work to do on foundations, foundations and asphalt; while the supply of raw materials continues to face difficulties.
The Department of Construction representative said that the project's current material shortage is estimated at about 360,000m3 of soil, along with a large amount of sand and stone. In recent site inspections, the Department of Construction representative emphasized: To ensure progress, contractors need to proactively connect with mineral exploitation enterprises inside and outside the province, promptly sign contracts to supplement material sources and complete the gathering before July 1, 2025, in order to maintain continuous construction and avoid interruptions. Along with that, construction units are required to mobilize maximum human resources and equipment, organize many construction teams simultaneously along the entire route, take advantage of favorable weather, strive to complete the roadbed before November 2025 and the entire project before December 31, 2025.
Another infrastructure highlight is the North-South railway overpass project and the two-way road at both ends of the bridge belonging to the East-West Highway. With a total investment of more than 647 billion VND, the project not only relieves traffic pressure on National Highway 47 through the North-South railway but also synchronously connects the East-West urban areas of the province, contributing to the completion of the urban traffic infrastructure network.
Xuan Quang Bridge project, inaugurated in early 2025, connects the development space on both banks of the Ma River.
At the construction site, hundreds of engineers and workers are organizing many construction teams with a sense of urgency. Mr. Tran Van Thanh, representative of the consulting supervisor of Cau Lon - Tunnel Design Consulting Joint Stock Company, said: “This is a key project, we have arranged enough human resources to accompany the contractor in the construction of “3 shifts, 4 teams”. In addition to supervising the quality, progress and safety of the project, we also advise on technical solutions, promptly removing difficulties for the investor and contractor during the construction process. Currently, the project progress meets the requirements and strives to open to traffic on the occasion of National Day, September 2, 2025”.
In 2025, the province's public investment plan from the State budget is allocated more than 14,000 billion VND, creating a prerequisite resource to put projects that have started construction into operation and launch many new strategic projects. Currently, there are 13 large and key public investment projects being implemented in the area. Many projects have inter-regional connectivity significance, such as: the coastal road section Nga Son - Hoang Hoa (old); the road connecting the North - South expressway with National Highway 1A to Nghi Son Port; upgrading and expanding Le Loi Avenue (Hac Thanh ward); the road from Bim Son Industrial Park to the coastal road Nga Son - Hoang Hoa (old). Investors and contractors are currently focusing and making efforts to overcome many objective and subjective difficulties to complete the project on schedule.
According to the Thanh Hoa Traffic Construction Investment Project Management Board, in 2025, the unit will be assigned to implement many important traffic projects with large total investment. Along with proactively coordinating with localities to speed up site clearance progress - a key factor determining the success of the project; the unit also urges contractors to overcome difficulties in materials, human resources, and equipment. "We are also strongly innovating management thinking, promoting administrative reform, digital transformation; building a real-time database management system, applying remote construction monitoring software, managing progress and electronic payment records, ensuring quick capital disbursement so that contractors have resources to accelerate construction" - Director of the Project Management Board Le Ba Hung emphasized.
In order to accelerate the progress of key infrastructure projects and promote the disbursement of public investment capital, on June 19, 2025, the Provincial People's Committee issued Official Dispatch No. 9382/UBND-THDT requesting to classify projects, strictly handle cases of slow progress, and at the same time focus resources on key projects. The medium-term public investment plan for the period 2026-2030 is also clearly defined: "The selection of projects must ensure compliance with planning, budget balance capacity and development needs; focus on key projects, truly necessary, highly effective, avoiding the situation of scattered investment, waste, and inefficiency".
With the synchronous and drastic participation of the entire political system, Thanh Hoa expects that key infrastructure projects will become a solid "launching pad", expanding development space and attracting high-quality investment capital in the new period.
