National Assembly Chairman Tran Thanh Man suggested that Armenia continue to promote exchanges of high-level and other delegations, effectively implement cooperation mechanisms and agreements, and contribute to strengthening political trust between the two countries.

On the afternoon of November 19th, at the National Assembly building, National Assembly Chairman Tran Thanh Man presided over the welcoming ceremony for the Speaker of the National Assembly of the Republic of Armenia, Alen Simonyan, who is on an official visit to Vietnam from November 17th to 23rd.
Immediately after the welcoming ceremony, the two Speakers of Parliament held talks.
Welcoming Speaker of the Armenian Parliament Alen Simonyan and the Armenian parliamentary delegation on their official visit to Vietnam, Speaker of the National Assembly Tran Thanh Man stated that this is the first visit of the head of the Armenian legislative body to Vietnam, more than 30 years after the establishment of diplomatic relations between the two countries. Vietnam always values and wishes to strengthen the traditional friendship and multifaceted cooperation with Armenia.
Armenian Parliament Speaker Alen Simonyan expressed his honor to visit the beautiful country of Vietnam; emphasizing that in recent years, the two countries have continuously strengthened political and diplomatic relations and cooperation in many fields; and expressed his desire to exchange views with National Assembly Chairman Tran Thanh Man on issues of mutual interest, thereby establishing joint working groups to promote cooperation in the fields of trade, economics, science, technology, education, tourism, etc.
Speaker of the National Assembly Alen Simonyan stated that in October 2024, Vice Chairwoman of the Vietnamese National Assembly Nguyen Thi Thanh met with Vice Chairwoman of the Armenian National Assembly Hakob Arshakyan on the sidelines of the 45th ASEAN Inter-Parliamentary Assembly (AIPA-45) in Laos. During the meeting, the two sides discussed specific issues to promote cooperation between the two countries.
Considering the great potential for cooperation between Vietnam and Armenia, Speaker of the Parliament Alen Simonyan expressed his desire to promote cooperation in the fields of defense, technology, etc.; and suggested that the two countries strengthen mutual support in international forums.
National Assembly Chairman Tran Thanh Man thanked National Assembly Chairman Alen Simonyan for his kind words and sentiments towards Vietnam; and also informed the Armenian National Assembly Chairman about Vietnam's outstanding socio-economic achievements.
National Assembly Chairman Tran Thanh Man expressed his pleasure at the positive developments in relations between Vietnam and Armenia in all fields over the past period. High-level exchanges and contacts have been actively promoted.
Furthermore, bilateral economic and trade cooperation has been strengthened; trade turnover in the first 10 months of 2024 reached nearly 424 million USD, an increase of 28.9% compared to the same period in 2023. Armenia has several direct investment projects in Vietnam. Vietnam also encourages businesses to invest in Armenia, especially in advantageous sectors such as agriculture, food processing, and textiles.
Agreeing with Speaker of the National Assembly Alen Simonyan's assessment that the potential and advantages between the two countries are still very great, Speaker of the National Assembly Tran Thanh Man suggested that Armenia continue to promote exchanges of high-level and other delegations, effectively implement existing cooperation mechanisms and agreements, contributing to strengthening political trust between the two countries; and accelerate the implementation of the Vietnam-Eurasian Economic Union (EAEU) Free Trade Agreement to create strong and breakthrough changes in bilateral economic and trade cooperation.

National Assembly Chairman Tran Thanh Man also suggested that the two sides strengthen exchanges and information sharing on issues of common interest and each side's foreign policy; continue to coordinate effectively in regional forums; and support the stance of ASEAN and Vietnam on the East Sea issue, resolving disputes peacefully on the basis of international law, the United Nations Charter, and the 1982 United Nations Convention on the Law of the Sea, especially in matters related to peace, stability, and sustainable development.
The governments of both countries are strengthening negotiations and signing cooperation documents, creating a legal framework for agencies, organizations, people, and businesses to promote exchanges, explore markets and opportunities for cooperation, investment, and trade in specific fields, especially plant and animal quarantine, mutual recognition of product quality certifications, and avoiding double taxation.
The two Speakers of Parliament agreed to continue discussions and reach a consensus on granting scholarships for exchange students between the two countries; to continue organizing regular cultural exchange activities; and to request relevant agencies of both sides to consider preferential visa policies to facilitate citizens' travel and cultural exploration.
Welcoming the Armenian parliamentary delegation on their visit and working trip to Ninh Binh, National Assembly Chairman Tran Thanh Man noted the importance of promoting cooperation between localities of the two countries; he suggested that localities on both sides should soon promote the signing of a Memorandum of Understanding on twinning cooperation to promote potential areas of cooperation, especially tourism cooperation.
National Assembly Chairman Tran Thanh Man and National Assembly Chairman Alen Simonyan assessed that relations between the two countries' parliaments continue to be maintained, contributing to promoting bilateral relations. However, exchanges of delegations at all levels have not been frequent, mainly consisting of contacts on the sidelines of multilateral conferences and forums such as the Inter-Parliamentary Union (IPU), the ASEAN Inter-Parliamentary Assembly (AIPA), and the Francophone Parliamentary Assembly (APF).

To further strengthen relations between the two Parliaments, the two Speakers of Parliament agreed to enhance contact and exchange of delegations between parliamentary leaders, parliamentary bodies, and parliamentary representatives of the two countries, and to exchange experiences in lawmaking and institutional improvement to serve the development of each country and parliamentary activities.
Both sides considered signing a Cooperation Agreement between the two Parliaments to create a legal framework to promote and deepen parliamentary cooperation, contributing to building political trust, mutual understanding, and good friendly cooperation between Vietnam and Armenia.
National Assembly Chairman Tran Thanh Man proposed strengthening the role of the legislative body in promoting bilateral relations; cooperating in monitoring the effective implementation of international treaties and cooperation agreements signed between the two governments; and creating favorable conditions to support the business communities and citizens of both countries living, investing, and doing business in each other's countries. He also called for continued close coordination at multilateral forums such as the IPU and APF.
On this occasion, National Assembly Chairman Tran Thanh Man congratulated Armenia on successfully hosting the 10th Global Young Parliamentarians Conference in September 2024; and respectfully invited the Armenian National Assembly to send a high-level delegation to attend the Parliamentary Forum on Francophone Cooperation on Sustainable Agriculture, Food Security and Climate Change organized by the Vietnamese National Assembly in January 2025.
Earlier that morning, Speaker of the Armenian Parliament Alen Simonyan and the Armenian parliamentary delegation visited the Ho Chi Minh Mausoleum and the Van Mieu-Quoc Tu Giam National Special Monument.
According to the program, on the evening of November 19th, National Assembly Chairman Tran Thanh Man will host a reception for National Assembly Chairman Alen Simonyan and the Armenian parliamentary delegation on their official visit to Vietnam.
