Effective implementation of policies for the elderly

On July 23, 2020, the Provincial People's Council issued Resolution No. 47/2020/NQ-HDND regulating the level of spending on birthday and longevity gifts for the elderly in the province. After nearly 5 years of implementation, the resolution has truly come into life, demonstrating the beauty of the nation's traditional culture, the attention and care for the material and spiritual life of the elderly by all levels and sectors in the province.

Quang Tri province currently has 91,329 elderly people. Since 2000, the association of the elderly at all levels in the province has organized the presentation of birthday cards and gifts from the President and the Chairman of the Provincial People's Committee to nearly 230,000 elderly people from 70 years old to over 100 years old.

In particular, since Resolution No. 47/2020/NQ-HDND of the Provincial People's Council was issued and implemented, thousands of elderly people in the area have been visited and encouraged promptly; departments, branches, units and localities continue to effectively carry out elderly work, contributing to honoring and encouraging the elderly to live happily, healthily and usefully; actively contribute to the community and participate in building a clean and strong Party and government.

Gifts to congratulate and celebrate the longevity of the elderly in the province have been applied to the following ages and age groups eligible for longevity wishes and celebrations: 70 and 75; 80 and 85; 90 and 95; 100 years old; over 100 years old and will start implementing the new policy from January 1, 2021 with specific spending levels: Elderly people over 100 years old will be congratulated and given a gift of 900,000 VND/person; 95 years old will be congratulated and given a gift of 650,000 VND/person; 70, 75, 80, 85 years old will be congratulated and given a gift of 350,000 VND/person.

In particular, the 100-year-old elderly person was congratulatedby the President and given a gift including: 5 meters of silk fabric and 700,000 VND in cash; the 90-year-old elderly person was congratulated by the Chairman of the Provincial People's Committee and given a gift including: a physical item worth 150,000 VND and 500,000 VND in cash.

Giving gifts in kind or cash to congratulate and celebrate the longevity of the elderly at 70, 75, 80, 85, 95 and over 100 years old is decided by the Chairman of the People's Committee of the commune, ward or town based on the proposal of the local Elderly Association.

The budget for giving birthday gifts to the elderly aged 90 and 100 is arranged in the annual regular expenditure budget of the Department of Labor, War Invalids and Social Affairs (now under the Department of Home Affairs); at the district level, the budget for giving birthday gifts to the elderly aged 70, 75, 80, 85, 95 and over 100 is arranged in the annual regular expenditure budget of the budgets of districts, towns and cities to be allocated to agencies and units assigned to give gifts to the elderly according to local decentralization.

It is known that, in addition to solemnly organizing longevity celebrations and birthday wishes for the elderly, in recent times, the Provincial Party Committee, People's Council and People's Committee have always paid much attention, care and had policies to help improve the material and spiritual life and health of the elderly. Every year, the Provincial People's Committee issues a decision to implement the Action Month for the Elderly in Vietnam to promote propaganda work, raise awareness of all levels, sectors, organizations, families, communities and society about the challenges of the aging population, the requirements of care work, and promote the role of the elderly in the current period. At the same time, encourage the association officials and members of the elderly at all levels to actively participate in building a strong grassroots political system, building new rural areas and civilized urban areas; building the image of the Vietnamese elderly "Old age - Bright example".

On the other hand, local authorities and the Elderly Association at all levels have had many programs and activities to care for, help and create conditions for the elderly to promote their role and experience in all areas of social life. Notably, every year, the provincial associations at all levels have organized visits and given gifts before, during and after the Lunar New Year to 27,000-30,000 poor elderly people, those in difficult circumstances, those who are lonely, have no one to rely on, or those who are sick for a long time.

Typically, the Elderly Associations of Trieu Phong, Gio Linh, Vinh Linh, Huong Hoa, Dakrong, Hai Lang districts... have proactively donated and mobilized additional resources from fellow countrymen associations and businesses inside and outside the province, tens of billions of VND each year to give to the elderly in difficult circumstances every time Tet comes and spring comes.

In addition, the whole province has 99 communes, wards and towns with funds to care for and promote the role of the elderly with a total existing fund of 6,114 billion VND; 98% of the elderly have health insurance cards; 58 branches have established intergenerational self-help clubs...

Head of the Representative Board of the Association of the Elderly in Quang Tri Province, Nguyen Ha Phuong, acknowledged: “In recent times, the work of the elderly has always been directed by the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, and actively and effectively implemented by all levels and sectors. The Law on the Elderly and policies related to the elderly have gradually come into life; policies for the elderly have been implemented promptly; eligible elderly people are entitled to support policies according to regulations. Activities to care for and promote the role of the elderly have been carried out regularly.

In particular, after nearly 5 years of implementing Resolution No. 47/2020/NQ-HDND regulating the level of spending on birthday and longevity gifts for the elderly in the province, the Elderly Associations at all levels in the province have coordinated with all levels, sectors and localities to organize the presentation of birthday cards and gifts from the President and the Chairman of the Provincial People's Committee to nearly 70,000 elderly people from 70 years old to over 100 years old.

Thereby, it has demonstrated the cultural beauty of "respecting the elderly and wishing them a long life" of the nation, while at the same time motivating and encouraging the elderly to promote their internal strength and valuable experience together with their children and grandchildren to develop the economy, improve the material and spiritual life of the family, and contribute to the socio-economic development of the locality.
