General Hoang Xuan Chien attended and directed the Congress of Delegates of the Artillery Corps Party Committee.

Attending the congress were delegates from the General Political Department of the Vietnam People's Army, the General Staff of the Vietnam People's Army, the Central Military Commission's Inspection Committee, the Central Military Commission's Office, the General Department of Logistics and Technical Services, and nearly 200 party members representing agencies and units throughout the Artillery Corps.

During the past term, the Party Committee of the Artillery Corps thoroughly understood, complied with, and proactively implemented the resolutions, directives, and orders of higher authorities, leading the Corps to correctly implement the viewpoints, guidelines, and policies of the Party and the laws of the State, successfully completing tasks, with some tasks being completed excellently; achieving and exceeding the main objectives set forth in the Resolution of the 14th Party Congress of the Artillery Corps.

Major General Nguyen Ngoc Tuyen, Secretary of the Party Committee and Political Commissar of the Artillery Corps, delivered the opening speech at the congress.

At the congress, discussions affirmed that over the past five years, the Artillery Corps has made comprehensive and stable progress, demonstrating high levels of unity and cohesion. The overall quality, level, and combat readiness of the Corps have been enhanced. The organization, management, command, and direction of artillery agencies and units throughout the army have effectively carried out their tasks, promptly advising and proposing to the Central Military Commission and the Ministry of National Defense on the appropriate organization and use of artillery forces in various combat plans. The combat readiness level and capabilities of the Corps have seen significant improvements and progress; plans and documents for combat readiness have been promptly developed, supplemented, and adjusted, and training has been actively conducted according to new scenarios.

The capabilities, mobility, and combat readiness of the Corps have been enhanced, meeting the requirements and tasks; training and education have received attention, with many innovations in content and methods, actively implementing many measures to strengthen physical training, creating breakthroughs in high-intensity training, long-distance mobility training, movement and displacement training, and night training, participating in and organizing exercises with absolute safety.

The Party Committee of the Corps remains strong in politics, ideology, ethics, organization, and personnel; its comprehensive leadership capacity and combat strength at all levels of Party committees and organizations, as well as the quality of its cadres and Party members, have been enhanced. The entire Party Committee and the Corps show no signs of "self-evolution" or "self-transformation." In 2024, the Corps was awarded the Emulation Flag by the Ministry of National Defense.

Delivering a speech at the congress, on behalf of the Central Military Commission and the Ministry of National Defense, Senior General Hoang Xuan Chien commended and acknowledged the achievements of the Artillery Corps Party Committee during the past term.

General Hoang Xuan Chien urged delegates to emphasize self-criticism and criticism, and to continue discussing and proposing solutions to clearly overcome the shortcomings of the 2025-2030 term.

General Hoang Xuan Chien requested that, in the coming term, the Artillery Corps should make a breakthrough in focusing on building a revolutionary, regular, elite, and modern force, meeting the requirements and tasks of national defense in the new era.

General Hoang Xuan Chien suggested that the Party Committee of the Artillery Corps should actively and proactively research and advise the Central Military Commission and the Ministry of National Defense to soon develop, announce, and implement a plan to establish the Missile Artillery Command, a new, elite, and modern organizational model that meets the requirements and tasks of national defense in the new era.

Effectively implementing the resolutions of the Party congresses at all levels, concretizing them into tasks and solutions, and leading and directing the Artillery and Missile Corps, creating new momentum, new driving forces, and breakthroughs, bringing about strong changes in building a clean and strong Party Committee for the Artillery and Missile Corps, and a comprehensively strong, truly exemplary and outstanding force.
