The draft documents to be submitted to the 14th National Party Congress, announced on October 15, 2025, are attracting widespread attention in society. Young people across the country are actively participating in contributing ideas, expressing their faith, responsibility and aspiration to contribute to the cause of Party building, rectification and national development.

Science and technology are strategic breakthroughs.

In the field of science and technology, Dr. Nguyen Viet Hai, Hanoi Medical University, assessed that the highlight of this Draft is that the thinking of science and technology development does not stop at "development pillars" but has been raised to "strategic breakthroughs", along with institutional improvement and high-quality human resource development. The 14th Congress determined to take science, technology, innovation and digital transformation as the main driving force, associated with four major transformations: digital transformation, green transformation, energy transformation and structural transformation, human resource quality. This is a creative concretization of the spirit of the 13th Congress Resolution, demonstrating the vision of national development in the context of the Fourth Industrial Revolution and deep international integration.

From research and practice in the medical field, Dr. Hai believes that to turn that thinking into real strength, an integrated, experimental and humane approach is needed to maximize the creative capacity of Vietnamese people in all fields.

Dr. Hai proposed that science and technology should be considered the “core energy” of national development, the “knowledge infrastructure” similar to electricity or transportation in the 20th century. The document should add the following orientation: “Consider knowledge and data as national assets; science and technology as core energy; innovation as a new development method”. This is an important step to affirm that science is not only an auxiliary tool but also the center of national competitiveness.

Currently, the gap between academic research and practical application is still large. Therefore, Dr. Hai recommends that the draft document should supplement the construction of a mechanism to bridge knowledge with the market, forming technology transfer service centers and applied biomedical technology parks, where research institutes, businesses, and startups can cooperate, test and commercialize products.

In addition, Dr. Hai also recommended adding the orientation of “building a data and digital knowledge economy”, as a basis for the National Target Program for the period 2026-2035, with a specific roadmap for infrastructure, legal corridors and human resource training. Digital transformation must go hand in hand with mindset and culture transformation, linked with green transformation. Digital transformation is not only about applying technology, but first and foremost about changing leadership mindset, management style and organizational culture.

Proposing to build a “National Digital Culture” with three core values: transparency, sharing, learning, considering data and knowledge as strategic public assets, managed uniformly for the benefit of all people, Dr. Hai also said that it is necessary to link digital transformation with green transformation, encourage technology enterprises to participate in clean energy development, manage emissions with digital data, promote green healthcare, smart hospitals, and include the criteria of “digital efficiency, green efficiency” in public investment assessment.

As a young scientist, Dr. Hai wishes to build a development space for young researchers, create a mechanism to protect and encourage "dare to think, dare to do, dare to break through", and build a "Young Innovation Ecosystem" associated with universities, research institutes, and hospitals. Young scientists need to be given the right to lead independent projects if they are qualified, and be evaluated based on their applied value instead of just the number of articles.

At the same time, propose a “Talent - Data - Experiment” mechanism to promote real innovation: forming an open national database on science - technology, inventions and publications; at the same time establishing a national fund for developing young science - technology talents, supporting potential projects, allowing young scientists to own research results and access venture capital.

"Our generation, young intellectuals born in the Doi Moi period, growing up in integration and living in the digital age, believe that Vietnamese knowledge can conquer world knowledge. The 14th National Party Congress is a historic moment to shift from "driving force" to "main foundation" of science - technology, innovation and national digital transformation," Dr. Nguyen Viet Hai emphasized.

Need a suitable roadmap in modernizing the Army

In the field of national defense, Captain Truong Quang Thien (Battalion 75, General Staff of Military Region 5, Ministry of National Defense) assessed that the new and developed point in the Draft Political Report of the Central Committee submitted to the 14th Congress this time is the determination to build a modern army. The orientation of building a modern or progressive army is a big and very important issue, having a direct relationship and impact on the army's combat strength, the plan to modernize the country; build and protect the socialist Fatherland, so it still needs to be researched and considered in a comprehensive, scientific and dialectical manner, in order to avoid subjectivity, haste, voluntarism, as well as waiting and perfectionism, so as to delay and miss opportunities.

According to Captain Truong Quang Thien, after 40 years of renovation, although there have been great achievements in the economic field, the openness of the economy, integration, and participation in the global value chain have made great strides; but our country is still a developing economy, the economy still faces many risks and challenges; the resilience of the economy to fluctuations and impacts caused by competition and trade wars between major countries is still limited. The current goal we need to strive for by 2030 is for our country to become a developing country with modern industry and high average income.

Captain Truong Quang Thien agreed with the policy: Overall, it is to build a modern Army, but suggested that the Central Government base on the results of building a number of forces to advance straight to modernity based on the strategy to protect the fatherland and the socio-economic development situation, the requirements of national defense and security tasks... to determine a suitable roadmap for modernizing the Army. The overall goal is to build a modern Army, but that does not mean implementing it evenly, but it is necessary to continue to have choices and prioritize modernization with focus and key points.

In particular, continue to research and select important sectors and fields to invest in modernization to create breakthroughs and bring high efficiency. Besides modernizing the combat force, according to Captain Thien, we need to pay attention to modernizing and developing the defense industry, first of all, well implementing Resolution 08 of the Politburo on building and developing the defense industry, creating a technical and technological foundation to ensure the solid construction of a modern army that is not dependent on the outside.

Art is the voice of the national soul

In the field of art, actress Nguyen Thi Minh Thu (Vietnam Drama Theater) observed that the Draft Document submitted to the 14th National Party Congress clearly demonstrated a profound vision when placing culture, literature and art as the spiritual foundation of society, an important endogenous strength for sustainable development. This is a correct policy, consistent with the requirements of the period of deep integration, when national cultural identity needs to be preserved and promoted more strongly than ever.

Art is not only a means of entertainment, but also a cultural bridge, an educational method, spreading humanistic values, ethics and good lifestyles of Vietnamese people. In particular, the stage, especially drama, still plays a special role in conveying messages of life, reflecting reality, evoking contemplation and nurturing the human soul.

Minh Thu hopes that theaters and art troupes will continue to receive investment in both strategy and resources, creating conditions for young artists to try their hand and create great works with deep ideas and art. At the same time, it is necessary to bring the stage closer to the public, especially the younger generation, through technology, digital platforms or mobile performances at schools and localities.

In the field of television drama, a genre that has a strong influence on every family, Minh Thu believes that we should encourage creations based on Vietnamese life, honoring films that have a strong national cultural identity, instead of following the trend of "sensationalism" or imitating foreign films. Works need to be evaluated based on cultural and artistic values ​​and positive impacts on society, not just based on views or reputation.

In addition, Minh Thu also recommended that the State strengthen policies on training and nurturing young talents, taking care of the material and spiritual lives of artists, helping them feel secure in their commitment, creativity and long-term dedication. Artists can only flourish when they can live fully with their profession, when their artistic products are respected and protected by society.

Working in a period when the Party and the State attach importance to the role of culture, she feels both honored and more aware of her responsibilities. Whether on stage or in movies, she always tries to make each role not only a character, but also a message about humanity and the beauty of Vietnamese culture.

The concerns and suggestions of young artists show that culture and art are not only soft power, but also a spiritual pillar in the country's sustainable development.

It can be said that the enthusiastic and responsible opinions from the intellectuals, artists and youth today have demonstrated a firm belief in the Party's leadership, and at the same time expressed the aspiration to contribute to the Fatherland. All are looking towards the 14th National Party Congress with great faith and expectation: The Congress will continue to open up strategic visions, arouse the strength of great solidarity and promote Vietnamese intelligence in the new period of development.
