According to the forecast bulletin of the Northern Mountainous Region Hydrometeorological Station, at 4:00 p.m. on September 7, the center of storm No. 3 (storm YAGI) was located at about 20.8 degrees North latitude, 106.5 degrees East longitude (on land in Quang Ninh - Hai Phong ). The strongest wind near the center of the storm is level 11-12, gusting to level 15 and moving west at a speed of about 15-20km/h.

It is forecasted that from the night of September 7, Phu Tho province will have strong storm winds of level 5-6, gusting to level 7-8; there will be heavy to very heavy rain from the night of September 7 to the morning of September 8 with common rainfall from 80 - 200mm, locally over 300mm. In the afternoon and night of September 8, there will be moderate rain, some places will have heavy rain and thunderstorms with common rainfall of 50-100mm, locally over 200mm.

Pursuant to Official Dispatch No. 88/CD-TTg dated September 6, 2024 of the Prime Minister on Focusing on responding to storm No. 3 and post-storm floods, on September 7, the Provincial People's Committee issued Document No. 3683/UBND-CNXD on Continuing to direct the implementation of solutions to respond to storm No. 3 and post-storm floods. Accordingly, departments, branches, People's Committees of districts, cities, towns, Phu Tho State-owned Irrigation Works Exploitation Company and related agencies, units and units strictly implement the contents.

Continue to resolutely, seriously and effectively implement the Prime Minister's direction in Official Dispatches No. 86/CD-TTg dated September 3, 2024, Official Dispatch No. 87/CD-TTg dated September 5, 2024 and the direction of the Provincial People's Committee Chairman in Official Dispatch No. 01/CD-UBND dated September 5, 2024; focus on prioritizing ensuring the safety of life and property for people and the State.

Based on the actual situation of storms and floods in the province, propagate and advise people to limit going out on the streets if not really necessary. Urgently review and deploy solutions to be ready to drain water and prevent flooding in urban areas, low-lying areas and take necessary measures to ensure safety for technical infrastructure works, civil construction works, urban green tree systems, towers, telecommunication and television poles and other construction works that affect community safety.

The Department of Education and Training shall preside over and coordinate with relevant agencies based on the actual situation and developments of floods in the province, to consider and decide to let students of all levels stay home from school to ensure safety.

The Department of Agriculture and Rural Development shall preside over and coordinate with the Provincial Military Command, the Provincial Police and relevant agencies and units to strictly implement the work of on-duty, monitor weather and natural disaster developments and synthesize and report according to regulations; promptly inform and warn of natural disasters to localities and people for proactive prevention; propose and report to the Provincial People's Committee to direct and resolve arising situations.
