Continue to not allow the delegation of citizen reception authority to deputies, and enhance the direct responsibility of the head of the agency.

On the afternoon of December 10th, under the chairmanship of National Assembly Chairman Tran Thanh Man and the direction of National Assembly Vice Chairman, Lieutenant General Tran Quang Phuong, the National Assembly voted to approve the Law amending and supplementing a number of articles of the Law on Citizen Reception, the Law on Complaints, and the Law on Denunciations with 439 out of 444 attending delegates voting in favor, achieving 98.87%.

The law continues to inherit the current regulations, not stipulating the delegation of citizen reception authority to deputies, in order to enhance the direct responsibility of the head of the agency in receiving citizens, ensuring the correct implementation of Directive No. 35/CT-TW dated May 26, 2014 and Conclusion No. 107-KL/TW dated December 24, 2024 of the Politburo .

The law fully regulates citizen reception at the commune level in Clause 7, Article 1, which states that citizen reception is conducted at the commune People's Committee headquarters or at a designated location decided by the Chairman of the commune People's Committee; the Government will provide specific guidance in a Decree.

The law supplements Article 10 of the Law on Complaints, stipulating that withdrawn complaints will not be reconsidered or resolved again, except in cases where there are grounds to determine that the complainant withdrew the complaint due to coercion or threat. Simultaneously, Clause 3, Article 2 of the Law on Complaints is amended to read: "Withdrawing a complaint is the act of the complainant requesting the competent agency, organization, or individual to terminate all or part of the complaint" to ensure consistency with the provisions on partial withdrawal of a complaint.

The law will come into effect on July 1, 2026.
