The law continues to inherit the current regulations, not stipulating the delegation of citizen reception authority to deputies, in order to enhance the direct responsibility of the head of the agency in receiving citizens, ensuring the correct implementation of Directive No. 35/CT-TW dated May 26, 2014 and Conclusion No. 107-KL/TW dated December 24, 2024 of the Politburo .

The law fully regulates citizen reception at the commune level in Clause 7, Article 1, which states that citizen reception is conducted at the commune People's Committee headquarters or at a designated location decided by the Chairman of the commune People's Committee; the Government will provide specific guidance in a Decree.

The law supplements Article 10 of the Law on Complaints, stipulating that withdrawn complaints will not be reconsidered or resolved again, except in cases where there are grounds to determine that the complainant withdrew the complaint due to coercion or threat. Simultaneously, Clause 3, Article 2 of the Law on Complaints is amended to read: "Withdrawing a complaint is the act of the complainant requesting the competent agency, organization, or individual to terminate all or part of the complaint" to ensure consistency with the provisions on partial withdrawal of a complaint.
The law will come into effect on July 1, 2026.
